  1. The prayer made in the writ petition is misconceived for the reason. A certificate has already been granted to the Petitioner relating to permanent resident. The domicile means, according to Dictionary meaning, where a person permanently resides.

  2. Therefore, the writ petition is dismissed. No order as to costs.
