The apex court’s three-judge bench restored the earlier position of the law by recalling two directions in the March 20, 2018 verdict, which provided no absolute bar on grant of anticipatory bail and prior inquiry before effecting arrest of public servant and private individual under the Act. A bench of Justices Arun Mishra, M R Shah and B R Gavai said the directions in the verdict may delay investigation of cases under the Act.

Money laundering case: A Delhi court today extended Congress leader D K Shivakumar’s judicial custody till October 15 in connection with a money laundering case being probed by the Enforcement Directorate (ED).
India on S-400 missiles: India on Monday defended its right to buy a missile defence system from Russia despite the threat of sanctions from the United States.
J&K : The Central government today filed a counter-affidavit in a petition filed by Kashmir Times editor Anuradha Bhasin challenging the curb on media in Jammu and Kashmir in wake of the abrogation of its special status .In the affidavit, the Centre contended that there are no restrictions on the movement of the media personnel in the region. “Regular press briefings and press releases are being organized to disseminate the information,” it stated.
SC: The Supreme Court today fixed November 14 to commence hearing on a batch of petitions challenging constitutional validity of the Centre’s decision to abrogate Article 370 that gave special status to Jammu and Kashmir.
School Education Quality Index (SEQI) 2019: NITI Aayog (National Institution for Transforming India) has released its first edition of School Education Quality Index (SEQI) 2019 with the aim to evaluate the performance of States and Union Territories (UTs) in the school education sector with the reference year 2016-17. West Bengal did not participate in the Niti Aayog exercise.
- Large states category: As per the Index, Kerala has emerged at the top with 76.6 percent points in overall performance in large states category in 2016-17. Uttar Pradesh ranked at the bottom with 36.4 % points.
- Small states category: Among Small States, Manipur has claimed the top spot with 68.8% & Arunachal Pradesh ranked at the bottom with 24.6 percent points.
- UT (Union Territory) category : In UTs list, Chandigarh got 1st place in the overall performance with 82.9 percent & Lakshadweep is at the bottom position with 31.9 %
MASCRADE : The 6th edition of International Conference Movement Against Smuggling and Counterfeit Trade (MASCRADE) for 2019 was held at the Hyatt Regency, New Delhi on September 26-27, 2019 under the theme “Containing Counterfeiting, Smuggling and Piracy: A Winning Strategy”. This annual flagship event was organized by the Federation of Indian Chambers of Commerce & Industry’s (FICCI) Committee Against Smuggling and Counterfeiting Activities Destroying the Economy (CASCADE).
Persons of Indian Origin (PIO) cards: On September 29, The Indian Consulate in Dubai, United Arab Emirates (UAE) stated that, the Bureau of Immigration (BoI) will now accept Persons of Indian Origin (PIO) cards as valid travel document till 31 March 2020 along with valid foreign passport. The Immigration Check Post(s) in India will continue to allow all PIO cards valid for exit/entry into India till 31 March 2020.
Pandit jasraj: On September 23, the International Astronomical Union (IAU) has named minor planet 2006 VP32 (number -300128), located between Mars and Jupiter, as “Pandit jasraj”after Indian classical vocal musician Pandit Jasraj. By this he became the first Indian musician to have a minor planet named after him.
Rajeev Kumar: Calcutta High Court on Tuesday granted anticipatory bail to former Kolkata Police Commissioner Rajeev Kumar in the multi-crore Saradha chit fund scam case.
Andhra Pradesh : YS Jagan Mohan Reddy-led Andhra Pradesh government on Monday gave appointment letters to over 1.26 lakh employees, reported News18.

Commonwealth Parliamentary Conference: The 64th Commonwealth Parliamentary Conference (CPC) for 2019 was held in Kampala, Uganda from September 22- 29, 2019 under the theme ‘Adaption, engagement, and evolution of parliaments in a rapidly changing Commonwealth’.
Bada Dashain : On September 29, the greatest and longest hindu festival of Nepal named as Bada Dashain formally began. The first day of this Dashain marks the beginning of Navaratri festival too.
i. Seeds of maize, wheat, barley, etc are sowed in a “Ghada” (earthen pot) and kept in houses or temples as part of the vedic tradition. The sprouts are taken on 10th day which is observed as vijayadashami.
ii. This festival is also simply called as Dashain.

Joint venture of Ford and Mahindra: Ford Motor Co and Mahindra & Mahindra will form a joint venture company in India valued at $275 million that will develop market and distribute Ford branded vehicles in the country, the two companies said today.
Indiabulls: Ministry of Corporate Affairs has been investigating three Indiabulls Group companies since about a year and will submit its final report by the end of October, Bloomberg reported. Indiabulls Housing Finance, Indiabulls Ventures, Indiabulls Real Estate are being probed for potential wrongdoing.
GST: in September The Goods and Services Tax (GST) collection in September declined to Rs 91,916 crore, as against Rs 98,202 crore in the preceding month, as per government data released on Tuesday. The revenue collection in the same month a year ago stood at Rs 94,442 crore.
Maruti Suzuki: The country’s largest carmaker Maruti Suzuki India (MSI) today reported a 24.4 per cent decline in sales at 1,22,640 units in September.
Bharti Airtel: Telecom major Bharti Airtel is planning to raise funds up to $1 billion (about Rs 7,000 crore) via a bond issue by its subsidiary Network i2i, the proceeds of which will be used to reduce debt.
SEBI: Securities and Exchange Board of India (SEBI) eased its norms to allow smart cities to raise funds through ‘Muni Bonds‘. The entities working in areas of city planning and urban development work, including municipalities, special purpose vehicles (SPVs) set up under the central government’s ambitious ‘Smart Cities Mission’ can also raise funds through debt securities.
