Army Chief General Bipin Rawat said that monitoring activities in Kashmir now became easier. Last week, J&K and Ladakh officially became UTs. The resolution of diluting Article 370 was passed in August 2019. Article 370 had granted special status to the state of J&K.

NATIONAL HEADLINES

AIF FOR HOUSING: Union cabinet Wednesday approved setting up of an Alternate Investment Fund (AIF) for stalled housing projects. The government, along with the largest money-lender State Bank of India (SBI), and LIC will infuse Rs 25,000 crore for funds to revive stalled housing projects.

POLLUTION: The Supreme Court on Wednesday scolded the governments of Punjab, Haryana and Uttar Pradesh and blasted them for failing to prevent severe air pollution in Delhi-NCR on account of stubble burning. Uttar Pradesh Chief Secretary Rajendra Kumar Tiwari faced the ire of the apex court after he failed to come up with a concrete road map on ways to curb burning of crop residue. Russia also plans to create an independent Russian Domain Name System (DNS) in 2021.

SC COLLEGIUM: The Bench of Chief Justice of India Ranjan Gogoi and Justices S A Bobde, N V Ramana, Arun Mishra, Rohinton F Nariman, R Banumathi, U U Lalit, A M Khanwilkar, and Ashok Bhushan of the Supreme Court has dismissed a petition seeking a review of its 1993 verdict on “collegium system” for appointment of Judges. The plea to review the verdict in the Supreme Court Advocates-on-Record Association and Another vs Union of India case was dismissed on grounds of an “inordinate delay of 9,071 days in filing the… the petition, for which no satisfactory explanation had been offered”.

TIPU SULTAN: The Karnataka High Court Wednesday directed the state government to reconsider its decision to cancel the birth anniversary celebrations of Tipu Sultan, the 18th-century ruler of the erstwhile Mysore kingdom, but declined to stay the order. A division bench, comprising Chief Justice Abhay Shreeniwas Oka and Justice S R Krishna Kumar, issued the order while hearing a PIL challenging the government’s decision to cancel the November 10 Tipu Jayanti celebrations as a state event.

KARTAPUR CAUTION: A video released by Pakistan on Monday to mark the opening of the Kartarpur Corridor showed posters of Khalistani separatist leaders Jarnail Singh Bhindranwale, Maj Gen Shabeg Singh and Amrik Singh Khalsa in the background in a clip. The video, released on Monday by Pakistan’s Ministry of Information and Broadcasting, received flak for showing the three separatists who were killed when Army stormed Golden Temple in June 1984 in Operation Blue Star to free it of terrorists holed up inside.


INTERNATIONAL HEADLINES

RUSSIAN INTERNET: Days after a new law in Russia came into effect by which Russian government authorities can isolate its own internet Russian President Vladimir Putin proposed replacing the crowd-sourced online encyclopedia Wikipedia with a Russian version. “It’s better to replace it with the Big Russian new encyclopedia in electronic form…here it will be in any case, reliable information in a good modern form” the RIA Novosti reported. The law requires internet service providers to install network equipment – known as deep packet inspection (DPI) – capable of identifying the source of traffic and filter content. In practice, this will allow the country’s telecommunications watchdog Roskomnadzor to be more effective at blocking sites.

IRAN: President Hassan Rouhani said on Tuesday that Iran would resume uranium enrichment at an underground plant south of Tehran in its latest step back from a troubled 2015 agreement with major powers. His announcement came a day after tensions flared anew on the 40th anniversary of the US embassy siege and hostage crisis, with thousands in Tehran taking to the streets and Washington imposing fresh sanctions.

PAKISTAN: Military spokesman Maj Gen Asif Ghafoor says there is no link between Pakistan’s initiative to open the Kartarpur Corridor for India’s Sikh pilgrims and the oppression being committed by India in occupied Kashmir. He was responding to a question about the opposition’s criticism of the government for opening the Kartapur Corridor at a time when the people of occupied Kashmir are under siege.


MARKET HEADLINES

The government is planning to open a window under existing insolvency laws to bring certain categories of financial institutions including Housing Finance Companies under the purview of IBC. DHFL may be one of the first cases to test the notified rules under Section 227 of IBC. Sources indicated that the current resolution of DHFL under banks inter-creditor agreement is unlikely to bear any results and crediots may be forced to refer it to once rules are in place. DHFL is one of the largest HFCs that ran into trouble last year soon after the collapse of IL&FS. Banks have an exposure Rs 46,000 crore in DHFL.

E-COMMERCE REGULATOR: The India government is examining the feasibility of setting up a regulatory authority to settle disputes related to e-commerce. The proposal being considered comes after small traders approached the government with allegations of predatory pricing and deep discounting by Amazon.com Inc. and Walmart Inc.

Atrocities Act -There is no absolute bar against grant of anticipatory bail in cases under the Atrocities Act if no prima facie case is made out or where on judicial scrutiny the complaint is found to be prima facie mala fide. Arrest of a public servant can only be after approval of the appointing authority and of a nonpublic servant after approval by the S.S.P. To avoid false implication of an innocent, a preliminary enquiry may be conducted by the DSP.
