Foreign Minister Wang Yi’s speech at the video meeting amongst Chinese, Russian and Indian FMs-June 23, 2020

China, Russia, and India are both global powers that insist on strategic independence. We should grasp the overall cooperation situation of the three countries as partners and opportunities. We should correctly treat and properly handle the common interests of helping the development and revitalization of the three countries and safeguarding world peace and development.

Beijing, June 23, 2020

Under the current situation, it is very necessary to hold a video meeting amongst the foreign ministers of China, Russia, and India. Thanks to Foreign Minister Lavrov for initiating this meeting, I also wish the parade on Red Square in Moscow on June 24 a complete success.

The new coronary pneumonia epidemic has brought unprecedented threats to people’s lives and health, the global economy has fallen into an unprecedented recession, and international stability has experienced unprecedented challenges.

As world powers and major emerging economies, China, Russia and India are committed to maintaining the international system with the United Nations as the core and the international order based on international law. recovery. In these respects, we have extensive common interests and shoulder common responsibilities.

President Xi Jinping, President Putin, and Prime Minister Modi attached great importance to the China-Russia-India mechanism, and had successfully held two informal meetings of leaders, providing important political guidance for cooperation amongst the three countries. Today, I would like to work with the two foreign ministers to follow the consensus of the leaders, promote the spirit of openness, solidarity, trust, and cooperation, and further build consensus, plan cooperation, and pass the three countries together to fight the epidemic, promote economic development, and maintain Positive signal of international justice.

The new coronary pneumonia epidemic is bringing a series of complex changes to the world. On the one hand, unilateralism, protectionism and bullying are on the rise, and some countries and political forces are anxious to “throw the pan”, “unhook”, “retreat from the masses”, interfere with international anti-epidemic cooperation, and try to provoke ideological and social institutional confrontation , Putting the world in a dangerous situation.

On the other hand, peace and development are still the main themes of the times. The general trend of the development and revitalization of emerging economies will not change, the general trend of the world towards multipolarity will not change, and the general trend of globalization in the course of twists and turns will not change.

Building a world of “post-epidemic” peace, stability, openness, diversity, and win-win cooperation is in the common interest of all countries and meets the development requirements of the times. It is also an arduous task before us. Here, I would like to make the following suggestions on the cooperation amongst China, Russia and India:

First, promote multilateralism and improve global governance.

This year marks the 75th anniversary of the victory of the Second World War and the founding of the United Nations. In the unprecedented catastrophe of human history, the people of the three countries made indelible contributions to winning the final victory of the Anti-Japanese War and saving humanity in different battlefields. Looking back on the past, we should firmly defend the victory of the Second World War, resolutely oppose any “backing up” in history, resolutely resist hegemonism and power politics, and resolutely promote the democratization and rule of law in international relations.

We must hold high the banner of multilateralism, safeguard the purposes and principles of the Charter of the United Nations, and ensure the authority and effectiveness of the United Nations. India is re-elected as a non-permanent member of the Security Council. The three countries can strengthen communication and coordination within the framework of the United Nations, carry out pragmatic and effective cooperation, and promote the United Nations to play its due role in maintaining world peace and promoting common development, especially in solving global challenges.

We must carry out macroeconomic policy communication and contribute to the stability of the global economy. Construct an open world economy that is conducive to emerging market countries and developing countries, maintain a multilateral trading system based on the WTO, and ensure the safe and smooth operation of the global industrial chain supply chain. Continue to place development issues at the core of the global macro framework and accelerate the implementation of the 2030 sustainable development agenda.

We need to improve the level of cooperation of the SCO in various fields, so that it can show a stronger “Shanghai Cooperation Force” and make a louder “Shanghai Cooperation Voice” in dealing with new threats and new challenges and building new types of international relations. We should do our best to promote the BRICS cooperation, maintain the BRICS unity, and expand the “three-wheel drive” of economic and trade finance, political security, and cultural exchanges. China will continue to support Russia as the rotating presidency of the SCO and the BRICS mechanism, and is willing to cooperate with Russia in running various activities.

Second, strengthen anti-epidemic cooperation and work together to overcome the epidemic situation.

Under President Xi Jinping’s personal command and deployment, the Chinese people have united and worked hard to successfully control the epidemic.

At the most difficult time for China to fight the epidemic, Russia and India gave us valuable support. President Putin and Prime Minister Modi sent letters to President Xi Jinping to express condolences that Russia and India have sent urgently needed medical supplies. Facing the spread of the epidemic in the world, China is also able to provide medical supplies to Russia and India to the best of its ability and facilitate the procurement of urgently needed materials in China.

At present, Russia and India are making every effort to prevent and control the development of their epidemic situation, and China is also facing rebound pressure. We must exchange and learn from each other’s useful experience, and carry out epidemic information sharing, drug and vaccine research and development cooperation. Continue to take effective measures to protect the safety and health of the citizens of the other country. The three parties can discuss the establishment of a joint defense and joint control mechanism, the establishment of a “fast path” for personnel exchanges and a “green path” for cargo transportation to help the three countries restore normal economic and social order.

The World Health Organization is the core force for coordinating the promotion of global anti-epidemic cooperation. Only by supporting WHO can we win the global anti-epidemic resistance war and save more lives. China is willing to work with India and Russia to promote international anti-epidemic cooperation, resolutely resist stigmatization of the epidemic situation, and resolutely oppose making political articles in the name of anti-epidemic. In response to the shortcomings and shortcomings exposed by this crisis, we must jointly promote the improvement of global public health governance and work together to build a human health and health community.

Third, improve the cooperation mechanism and form a tripartite synergy.

With the joint promotion of the three parties, China-Russia-India cooperation has gained momentum. We should continue to inject new impetus into cooperation. China is willing to host the next informal meeting of leaders of the three countries. I believe it will receive positive response and support from Russia and India.

The meeting of the three defense ministers is conducive to maintaining regional and world peace and stability and enhancing the level of cooperation in the field of national defense and security. China supports the Russian side in hosting the first meeting amongst the Chinese, Russian and Indian Defense Ministers.

Terrorism is still a major non-traditional security threat facing China, Russia, India and the region. China is willing to deepen anti-terrorist security cooperation with Russia and India, gather more consensus, form greater synergy, jointly oppose all forms of terrorism and extremist threats, and earnestly maintain international and regional security and stability.

China-Russia-India cooperation has great potential and vast space. We must keep pace with the times and constantly expand the connotation of the tripartite cooperation to extend it to more fields. China proposes to discuss the establishment of a tripartite ministerial dialogue mechanism in the professional fields of economy, trade, energy, transportation, education, culture, and health. It is proposed to set up an “Expert and Celebrity Group” composed of former politicians and well-known scholars from the three countries, to jointly draft the China-Russia-India Cooperation Outlook Report, and make suggestions on enhancing and deepening the tripartite cooperation.

China, Russia, and India are both global powers that insist on strategic independence. We should grasp the overall cooperation situation of the three countries as partners and opportunities. We should correctly treat and properly handle the common interests of helping the development and revitalization of the three countries and safeguarding world peace and development. The sensitive factors in bilateral relations should be well maintained, the overall situation of mutual relations maintained, and greater contributions to regional and world peace and development. China is willing to work tirelessly with Russia and India.

The Pakistan High Commissioner in India was summoned today to the Ministry of External Affairs and informed that India had repeatedly expressed concern about the activities of officials of his High Commission.
