First, promote multilateralism and improve global governance.
This year marks the 75th anniversary of the victory of the Second World War and the founding of the United Nations. In the unprecedented catastrophe of human history, the people of the three countries made indelible contributions to winning the final victory of the Anti-Japanese War and saving humanity in different battlefields. Looking back on the past, we should firmly defend the victory of the Second World War, resolutely oppose any “backing up” in history, resolutely resist hegemonism and power politics, and resolutely promote the democratization and rule of law in international relations.
We must hold high the banner of multilateralism, safeguard the purposes and principles of the Charter of the United Nations, and ensure the authority and effectiveness of the United Nations. India is re-elected as a non-permanent member of the Security Council. The three countries can strengthen communication and coordination within the framework of the United Nations, carry out pragmatic and effective cooperation, and promote the United Nations to play its due role in maintaining world peace and promoting common development, especially in solving global challenges.
We must carry out macroeconomic policy communication and contribute to the stability of the global economy. Construct an open world economy that is conducive to emerging market countries and developing countries, maintain a multilateral trading system based on the WTO, and ensure the safe and smooth operation of the global industrial chain supply chain. Continue to place development issues at the core of the global macro framework and accelerate the implementation of the 2030 sustainable development agenda.
We need to improve the level of cooperation of the SCO in various fields, so that it can show a stronger “Shanghai Cooperation Force” and make a louder “Shanghai Cooperation Voice” in dealing with new threats and new challenges and building new types of international relations. We should do our best to promote the BRICS cooperation, maintain the BRICS unity, and expand the “three-wheel drive” of economic and trade finance, political security, and cultural exchanges. China will continue to support Russia as the rotating presidency of the SCO and the BRICS mechanism, and is willing to cooperate with Russia in running various activities.
Second, strengthen anti-epidemic cooperation and work together to overcome the epidemic situation.

Terrorism is still a major non-traditional security threat facing China, Russia, India and the region. China is willing to deepen anti-terrorist security cooperation with Russia and India, gather more consensus, form greater synergy, jointly oppose all forms of terrorism and extremist threats, and earnestly maintain international and regional security and stability.
China-Russia-India cooperation has great potential and vast space. We must keep pace with the times and constantly expand the connotation of the tripartite cooperation to extend it to more fields. China proposes to discuss the establishment of a tripartite ministerial dialogue mechanism in the professional fields of economy, trade, energy, transportation, education, culture, and health. It is proposed to set up an “Expert and Celebrity Group” composed of former politicians and well-known scholars from the three countries, to jointly draft the China-Russia-India Cooperation Outlook Report, and make suggestions on enhancing and deepening the tripartite cooperation.
