Dear participants of the Majlis,
I am happy to gather in this Majlis today to solve the problems of our dear country. I welcome all of you, and I thank all of you for the problems of our country. you come here about solving:
I do not want to do more detailed, because in yesterday’s meeting was a detailed, briefly the following points important and noteworthy noteworthy:
we solve problems through dialogue We are committed, and we have proved it in practice, to talk to the United States and reach a conclusion and then start inter-Afghan talks is a clear reason. The reason we have already set up a political office is because we want to solve problems through understanding.
The two main goals for which we have begun the struggle are the independence and freedom of the country, which are in the process of being fulfilled. – Insha’Allah – and the establishment of an independent Islamic system in accordance with the values of the people, which is the desire of the entire nation, and has made great sacrifices for this purpose for forty years. We cannot and will not go beyond these goals.
We do not want a monopoly of power, but an inclusive Afghan central Islamic system in which every stratum of the nation has the opportunity to serve on the basis of merit. Free from any kind of corruption, all citizens should be equal before the law, no one should be above the law.
We are fully committed to international principles, human rights, minority rights, women’s rights, freedom of expression and all national rights in the light of Islamic principles and the highest interests of the country and the people.
In particular, I must say that women have the right to education, the right to work, the right to property and trade, and the Islamic Emirate will guarantee all their rights in the light of Islamic principles and national interests, as well as the rights of minorities. No one should worry about this, and not fall prey to propaganda.
Unfortunately, for the last 20 years, we have been subjected to poisonous and false propaganda, and it is still going on, but now it has gained even more momentum. To act in, not according to the enemy’s propaganda.
The Islamic Emirate of Afghanistan is a reality and a representative system of the Afghan people, which should be viewed in the same light. And it is clear to all that there is only one Islamic Emirate in Afghanistan that has brought security, and will bring more. If it serves the people, it will be the Islamic Emirate, but as you have all experienced in these twenty years, their personal interests are important to them. It does not care about the people and the country. Our call on the international community is to work for the solution of the problems of the Afghan people in the light of these realities.
Leaders of the Kabul administration do not want peace and tranquility, their own interests are important to them. From the beginning of the inter-Afghan negotiations he has started a high level propaganda against peace and negotiations which you are all well aware of. The release process was delayed for six months, wasting three months in practice. Still wasting time on various excuses. First he said we don’t want a mediator, we agreed.
Now that he has raised the issue again as a waste of time, we agree with him as much as possible. That mediator will help in times of need, as long as we can solve our problem on our own, there is no need for mediator participation in meetings. It will come again when the need arises, and he deems it appropriate that if no agreement is reached in the three meetings then the mediator will attend the meetings to resolve the problem.
It is clear to all that we have practically suspended our operations for three days on Eid al-Adha for the advancement of negotiations and peace talks and for goodwill, although we have not announced, we have released up to three hundred prisoners. But instead of taking a step, the Kabul administration declared war on them, raising slogans of war and fighting, paving the way for retaliation. Unfortunately, the international community is silent on the Kabul administration’s crimes and declaration of war. Must fulfill its responsibility in this regard.
Responsibility for the current situation lies in the fact that the agreement has not been fully implemented, the withdrawal of troops has been delayed beyond its scheduled time in violation of the agreement, the blacklists are still in place, the prisoners are still in prisons. According to the agreement, the two issues should have been resolved sooner.
We have from time to time played our part in advancing the peace talks to improve the situation, the best example of which is the three-month-long firefight, Mr. Khalilzad and the Pakistani envoy have witnessed that we are in agreement. Jala talked a lot about a quarterly fire, where we repeatedly said that we would not attack provincial capitals, we would not carry out operations to overthrow districts, we would not carry out martyrdom operations, we would not carry out large-scale offensive operations. On the other hand, the clauses of the agreement that have not been implemented will be implemented, but unfortunately no one accepted the proposal. If the proposal had been accepted, most of the problems would have been solved by now.
It is true that at least three months of fires would have solved the problem or not, but it is certain that these three months of fires would have been a good development, if it had been implemented properly. You could have paved the way. Because not all work is done one by one, problems are solved gradually.
Another major violation that is still going on is the US airstrikes, which are against all principles. We have assured the whole world, especially the US, that no individual or group will be allowed to enter Afghanistan. The soil has been used against the security of any country. But the American bombardment, which is both against the agreement and against other international principles, is still going on. We are very encouraged. If this action is not stopped, the problems will surely increase. I make it clear that then the responsibility will fall on those who act against all principles. Neither the United States nor any other country has the right to bomb our country, kill our people, destroy our public facilities, destroy our villages and homes.
The fate of the Afghan people will be decided by the Afghans themselves. We value the role of the international community in this regard, and we listen to everyone’s advice and views. Of course, we do not allow foreign interference, nor should anyone interfere in our affairs. To intervene. No one has the right to impose anything on us from outside. Or stand with one side against the other.
Finally, I must say that our nation has been suffering for forty years, it is facing many problems, we ask all the internationals, especially you, to do everything possible to rebuild our country and serve the people. Help and cooperate, especially in the health and education sectors.
Finally, I would like to thank all the participants who have come here to solve the problems of our country.

د مجلس محترمو ګډونوالو ته السلام علیکم ورحمت الله وبرکاته
خوښ یم چې نن د خپل ګران هېواد د ستونزو د هواري په موخه په دې مجلس کې سره را ټول یو، ټولو ته ښه راغلاست وایم، او له ټولو مننه کوم چې زموږ د هیواد د ستونزو د هواري په اړه دلته راغلي یاست:
زه نه غواړم ډېرې تفصیلي خبرې وکړم، ځکه په پروني مجلس کې تفصیلي خبرې شوې دي، په مختصر ډول لاندې ټکي ضروري او د یادولو وړ بولم:
۱ – موږ د خبرو اترو له لارې د ستونزو هواري ته ژمن یو، او دا مو عملا ثابته کړې ده، له امریکا سره خبرې او یوې نتیجې ته رسیدل او بیا بین الافغاني مذاکرات پیل کول یې ښکاره او واضح دلیل دی. تر دې مخکې زموږ له خوا د سیاسي دفتر جوړول ددې دلیل دی چې غواړو د تفاهم له لارې د ستونزو هواری را منځ ته شي.
۲ – د کوم څه لپاره چې موږ مبارزه پیل کړې ده، هغه دوه لوی اهداف دي، د هیواد استقلال او آزادي چې نور د پوره کیدو په حالت کې دی. – ان شاء الله – او د ولس د ازرښتونو سره سم خپلواک إسلامي نظام را منځ ته کول، چې د ټول ولس غوښتنه ده، او له څلوېښتو کلونو راهیسې یې د همدې هدف لپاره زیاتې قربانۍ ور کړې دي. له دې اهدافو څخه موږ نه شو تیرېدلی او نه تیریږو.
۳ – موږ د قدرت د انحصار نه غواړو، بلکې داسې یو افغان شموله مرکزي اسلامي نظام رامنځ ته کول غواړو، چې د ملت هر قشر پکې د اهلیت په أساس د خدمت فرصت ولري. له هر ډول فساد څخه پاک وي، ټول هیوادوال د قانون په وړاندې یو ډول وي، هېڅوک له قانون څخه لوړ نه وي.
۴ – موږ نړیوالو اصولو، د بشر حقوقو، د اقلیتونو حقوقو، د ښځو حقوقو د بیان آزادۍ او هیواد والولو ټولو حقوقو ته د إسلامي اصولو او د هیواد او ولس د علیا منافعو په رڼا کې پوره ژمنتیا لرو.
په ځانګړي ډول باید ووایم چې ښځې د تعلیم حق لري، د کار حق لري، د ملکیت او تجارت حق لري، إسلامي امارت به د إسلامي اصولو او ملي منافعو په رڼا کې د هغوی ټول حقوق تضمینوي، همدا رنګه د اقلیتونو حقوق هم. په دې اړه باید څوک تشویش ونه لري، او د تبلیغاتو قرباني نه شي.
۵ – متاسفانه له شلو کلونو راهیسې په موږ پسې زهرجن او درواغجن تلیغات شوي، او لا روان دي، بلکې اوس یې نور زور هم پسې اخیستی، زموږ غوښتنه له ټولو څخه دا ده چې باید حقایقو ته وګورو، له موږ سره د واقعیتونو په رڼا کې چلن وکړي، نه د دښمن د تبلیغاتو له مخې.
۶ – د أفغانستان إسلامي امارت یو واقعیت او د أفغان ولس نماینده نظام دی، چې باید په همدې نظر ورته وکتل شي. او دا ټولو ته ثابته ده چې په أفغانستان کې یوازې إسلامي امارت دی چې امنیت یې راوستلی، او نور به یې هم راولي. د ولس لپاره که خدمت کوي هم همدا إسلامي امارت به وي، نور خو تاسو ټولو په دې شلو کلونو کې تجربه کړل، دوی ته خپلې شخصي ګټې مهمې دي. د ولس او هیواد پروا نه لري. له نړیوالو څخه زموږ غوښتنه دا ده چې باید ددغو واقعیتونو په رڼا کې د أفغان ولس د ستونزو د هواري لپاره کار وکړي.
۷ – کابل ادارې مشران سوله اوآرامي نه غواړي، هغوی ته خپل منافع مهم دي. د بین الافغاني مذاکراتو له پیله یې د سولې او مذاکراتو په وړاندې په لوړه کچه تبلیغات پیل کړي چې تاسو ټولو ته ښه معلوم دي. د بندیانو د خلاصون پروسه یې شپږ میاشتې وخڼدوله، په طرز العمل کې یې درې میاشتې وخت ضایع کړ. اوس هم په مختلفو بهانو وخت ضایع کوي. لومړی یې ویل چې موږ وسیط نه غواړو، موږ ور سره ومنله.
اوس یې د وخت د ضایع کولو په موخه دا موضوع بیا را پورته کړې، موږ چې تر کومه ځایه ممکنه ده ور سره منلې. چې وسیط به د ضرورت په وخت کې مرسته کوي، تر څو چې موږ خپل مشکل په خپله حل کولی شو، په مجالسو کې د وسیط ګډون ته ضرورت نشته. کله چې ضرورت پېښېدو بیا به راځي، او هغه موږ داسې مناسب ګڼلی چې که په دریو ناستو کې توافق ته نه رسیدو بیا به وسیط په ناستو کې د مشکل د حل په موخه ګډون کوي.
ټولو ته واضحه ده چې موږ د مذاکراتو او د سولې دخبرو د پرمختګ او د حسن نیت لپاره په لوی اختر کې عملا درې ورځې خپل عملیات متوقف کړل، که څه هم چې اعلان مو نه کړل، تر درې سوو پورې بندیان مو آزاد کړل. خو کابل ادارې ددې پر ځای چې یو ګام دوی هم اخیستی وای، بر عکس د جنګ اعلان یې وکړ، د جنګ او جګړې شعارونه یې پورته کړل، چې عکس العمل ته یې زمینه برابره کړه. د تاسف خبره دا ده چې نړیوال د کابل ادارې د جنایتونو او د جنګ د اعلان په اړه پټه خوله دي. باید په دې اړه خپل مسئولیت ادا کړي.
۸ – د اوسني وضعیت مسئولیت په حقیقت کې د توافقنامې پوره نه عملي کیدو ته ور ګرځي، د ځواکونو وتل د توافقنامې خلاف له خپل ټاکل شوي وخت څخه وځنډول شول، تور لیستونه لا هم پر خپل ځای دي، زندانیان لا هم په زندانونو کې دي، د توافقنامې له مخې دغه دوه موضوعات باید اوس وختي حل شوې وای.
۹ – موږ د وضعیت د ښه کیدو د سولې د خبرو د پرمختګ لپاره وخت په وخت خپل مسئولیت ادا کړی، چې تر ټولو ښه نمونه یې د درې میاشتني اور کم خبره ده، خلیلزاد صاحب او د پاکستان استازي شاهدان دي، چې موږ له توافقنامې جلا د یو درې میاشتني اور کم په اړه ډېرې خبرې وکړې، هلته موږ بار بار وویل چې موږ به د ولایاتو په مراکزو حملې نه کوو، د ولسوالیو د سقوط عملیات به نه کوو، استشهادي عملیات به نه کوو، لوی تهاجمي علمیات به نه کوو، البته په مقابل کې به د توافقنامې هغه بندونه چې لا نه دي عملي شوي هغه به عملي کېږي، مګر متاسفانه چې دغه وړاندیز چا و نه مانه، که دا وړاندیز منل شوی وای اوس به تر ډېره مشکلات حل شوي وای.
دا سمه ده چې په درې میاشتني اور کم به مسئله نهايي حل شوې وای یا به نه وای حل شوې، خو دا یقیني ده چې دغه درې میاشتنی اور کم یو ښه پرمختګ وای، که دا په صحي شکل عملي شوای وای کیدای شوای د ستونزو هواري ته یې نوره لاره هواره کړې وای. ځکه ټول کارونه یو په یو نه کېږي، مشکلات په تدریجي ډول حل کېږي.
۱۰ – یوه بله لویه تخطي چې لا هم روانه ده، د امریکا هوايي حملې دي، چې د ټولو اصولو خلاف عمل دی، موږ ټولې نړۍ خصوصا امریکا ته ډاډ ور کړی چې هېڅ فرد او ډلې ته به اجازه نه ور کول کېږي چې د أفغانستان خاوره د کوم هیواد د امنیت پر ضد استعمال کړي. مګر د امریکایانو بمبار چې هم د توافقنامې خلاف عمل دی، او هم د نورو نړیوالو اصولو خلاف عمل دی لا هم جریان لري، موږ ډېره حوصله کړې، که دغه عمل و نه درول شي یقینا چې مشکلات به نور هم زیاتېږي او پراخېږي، زه دلته په ډاګه وایم چې بیا به مسئولیت د هغه چا پر غاړه وي چې د ټولو اصولو خلاف عمل کوي. نه امریکا دا حق لري او نه بل کوم هیواد چې زموږ په ملک کې بمبارۍ وکړي، زموږ خلک ووژني، عامه تاسیسات مو وران کړي، کلي او کورونه مو وران کړي.
د أفغان ولس سرنوشت به خپله افغانان ټاکي، موږ په دې اړه د نړیوالو مبثت رول ته د قدر په سترګه ګورو، او د هر چا مشورې او نظرونه اورو، البته، بهرنیو مداخلو ته اجازه نه ور کوو، او نه باید څوک زموږ په چارو کې مداخله و کړي. دا حق هېڅوک نه لري چې له بهر څخه پر موږ یو شی تحمیل کړي. یا د یو لوري پر خلاف له بل لوري سره ودرېږي.
۱۱ – په پای کې باید ووایم چې زموږ ولس له څلوېښتو کلونو راهیسې ځوریدلی دی، له ګڼو ستونزو سره لاس او ګریوان دی، موږ له ټولو نړیوالو خصوصا له تاسو څخه غواړو چې زموږ د هیواد په بیا رغاونه او د ولس د خدمت لپاره هر ډول مرستې او همکارۍ وکړئ، خصوصا په صحي او تعلیمي برخو کې.
په پای کې له ټولو ګډوانوالو څخه یو ځل بیا مننه کوم چې زموږ د هیواد د ستونزو د هواري لپاره دلته سره را غونډ شوي دي.
