Martyr Mansour – may God have mercy on him – laid down his arms in 1992 with the collapse of the communist regime in Afghanistan and the beginning of the civil war, like the sincere Mujahideen of his front, and did not support them in any way in the illegitimate wars for power.
Martyr Mansour Sahib, who was a famous Mujahideen at that time and had a good reputation among the Mujahideen, like other jihadi personalities and military commanders in the region (the late Mullah Mohammad Rabbani, Martyr Haji Mullah Mohammad and Martyr Mullah Borjan) by choosing a normal life from any kind of regulatory activities He got involved and engaged in scientific and educational affairs.
When the Islamic Tehreek-e-Taliban was founded by the late Amir al-Mo’menin Mullah Mohammad Omar Mujahid in 1415 AH – coinciding with 1994 AD – Martyr Mansour Sahib then lived in the Aminiyah school in the Jalozai refugee camp in Peshawar with Sheikh al-Hadith Mawlawi Shahab al-Din the hero and famous professor. The late Rumi Seyyed Quresh Baba is studying. Many students in the southwestern area also studied with him. Whenever they heard about the establishment of the Taliban Islamic Movement through the media, they consulted among themselves that they should send some people to Kandahar to find out the truth of this new movement. They sent two of their comrades, Mullah Mohammad Qasim Akhund and Mullah Abdul Salam, to Kandahar. He met with the leader and elders of the Islamic Tehreek-e-Islami and, after complete assurance and contentment, informed the school comrades that it was really the movement of the Taliban and the Mujahideen. It was then that the martyr Mullah Akhtar Mohammad Mansour and his other comrades went to Kandahar.
Martyr Mullah Akhtar Mohammad Mansour – may God have mercy on him – and his comrades in Boldak consulted among themselves to appoint one as their emir. Among them were many figures who later performed great services in the Islamic Emirate. For example ; Sadr Mohammad Ibrahim Sahib (Head of Military Commission of Western Region), Former Governor of Helmand Province Martyr Mullah Abdul Manan Akhand, Former Head of Kandahar Airport Mullah Mohammad Qasim Akhand, Former Head of Shindand Airport Mullah Abdul Salam Mahboor, Former Governor of Helmand Mullah Mohammad Naeem Akhand, Former Governor Zabul Rumi Matiullah, Martyr Rumi Ahmad Jan and …… .., after consulting Martyr Mullah Akhtar Mohammad Mansour, they appointed him as their Emir and all under his leadership joined the Islamic Tehreek-e-Taliban and began their services.
Martyr Mansour, may God have mercy on him, performed the following duties and responsibilities during the rule of the Islamic Emirate:
1: After the conquest of Kandahar, he was appointed in charge of Kandahar Airport.
2: After the conquest of Kandahar province, he was entrusted with the responsibility of the Kandahar Air Force and Air Defense.
3: After the conquest of Kabul, he was appointed Minister of Aviation and Tourism.
4: At the same time, according to the special order of the late Amir al-Mo’menin, he was given the responsibility of the General Command of Air Defense of the Ministry of Defense.
Martyr Mansour, may God have mercy on him, carried out many civil and reconstruction activities during the advance of the Ministry of Aviation and Tourism, some of which we will briefly mention:
When the city of Kabul was occupied by the Islamic Emirate, the revenue and facilities of the Ministry of Aviation were severely damaged by the civil war. At that time, the Islamic Emirate was facing severe economic problems and global restrictions, but Martyr Mansour Sahib, in the same unfavorable economic conditions, first rebuilt the Kabul International Airport and all its facilities and then the Afghan Ariana International Airlines to fly Activated and equipped domestic and foreign companies with world standards.
Subsequently, it prepared the airports of Kandahar, Herat, Nangarhar, Mazar-e-Sharif and Kunduz provinces for all types of civilian and military flights and equipped them with advanced equipment. It also facilitated round-the-clock flights within Afghanistan and, years later, re-established the Hajj for thousands of Afghan pilgrims through Ariana Afghan Airlines.
Martyr Mullah Akhtar Mohammad Mansour, who was the Minister of Aviation during the rule of the Islamic Emirate, made great efforts to revive and advance the affairs of the Ministry of Civil Aviation.
Martyr Mansour Sahib, in order to better guide civil aviation and transit flights of other countries passing through Afghanistan, installed “Vist device” in important international arenas of Afghanistan such as Kabul, Kandahar, Nangarhar, Mazar and Herat, which are still witnessed by the people. , And at the time millions of dollars in foreign aircraft tax came to Afghanistan, which continues to this day. According to a report by the then Ministry of Aviation and Air Defense, approximately 44 transport planes and combat helicopters that were damaged during the war and were out of flight were repaired and used for aviation during the ministry of Martyr Mansour. They became civilians and the Air Force, the brief details of which are as follows:
The 44 different types of aircraft that were repaired and rebuilt during Mansour’s ministry are:
Transport planes: three N 12, four N 32 and two N 26
Warplanes: eight Jet MiG-21s, three Jet-Su-M420s, five-Jet-Su-22s
Helicopters: May 6, May 8, May 35, and May 5, 1959.
In addition, two Russian-made 41 and N-24 civilian transport aircraft and an American Boeing aircraft of Ariana Afghan Airlines were repaired and used in foreign countries during the ministry of Martyr Mansour Sahib. He also bought five Russian-made transport planes from the open market and handed them over to the country’s air services.
In addition, Afghanistan at that time had dozens of other warplanes, transports and helicopters that acted as a full-fledged air force, and the best example of its activity was the completion and continuous air support of the besieged Mujahideen forces in Kunduz and remote areas and front lines. There were fronts, as well as regular flights of passenger planes between the big cities of the country and abroad. But all this national capital of ours was destroyed by the American occupation and the bombing of the country’s airports.
Martyr Mullah Akhtar Mohammad Mansour was captured for more than six months during the rule of the Islamic Emirate as a result of General Malik’s treachery in the north of the country, but was later released by the grace of God Almighty when General Malik escaped from Faryab with the return of General Dostum. It was favorable.
Armed Resistance Against American Invasion:
After the American invasion of Afghanistan on October 7, 2001, Martyr Mansour Sahib began an armed jihad against them.
The resistance of Martyr Mansour Sahib against the American bombing around the airport in Kandahar and his direct clashes with American mercenaries, which lasted for a long time, are notable stages of his jihad and resistance against the United States. It is worth mentioning that the Americans started their attack and bombing from Kandahar airport. The first time they targeted the Pichour air defense device in the area of Kandahar airport, then they targeted the house of the late Amir al-Mo’menin Mullah Mohammad Omar Mujahid, the airport radar and the house of Martyr Mansour Sahib in the area of the airport, especially his room. But because there was no one there, there were no casualties.
The Mujahideen then withdrew from most of the provinces, including the capital Kabul, but in Kandahar province the resistance continued for up to a month. Meanwhile, American mercenaries led by Gol Agha Sherzai attacked from the side of Arghsan Bridge and bombed American planes, but Mansour Sahib and his comrades resisted until the last moment and repeatedly repulsed the enemy’s attacks.
Martyr Mansour Sahib was always around the airport and continued his resistance against the enemy until the elders of the Islamic Emirate decided to withdraw from the city of Kandahar during the heavy American bombardment.
Rumi Matiullah Sahib says: At that time, someone brought him a letter from the Americans and Gol Agha Sherzai in which it was written to Mansour Sahib: You must surrender, your head will be safe, otherwise you will not be able to withstand our force and You fail. Mansour Sahib told the person to go and tell them: Do your best and do not think of surrendering to me, you will spend your energy and I will spend my energy.
Rumi Matiullah says that until recently, Mansour Sahib had the will to resist in Kandahar’s defense. One day, one of his comrades told him to move heavy ammunition and ammunition from the field to the Rig and Maiwand areas. Mansour Sahib answered; We can not bring it back, we consume here as long as we are.
Mullah Aziz-ur-Rehman recounts one of his memoirs as follows: At that difficult time, most parts of the country were out of the control of the Islamic Emirate and only Kandahar remained. The bombing was intense. One day, I was with Mansour Sahib in a car from Paul Tarnak to the city. He said: The situation is very difficult, but it should not shake our resolve, it is a divine destiny that sometimes someone is a king and sometimes a beggar. This is all for the test of the servants, we must not lose our faith and determination and remain committed.
Jihad against America was a period full of problems and great trials in the jihadi life of Martyr Mansour Sahib. The late Amir al-Mo’menin, in addition to being a member of the leadership council of the Islamic Emirate, had also entrusted him with the jihadi responsibility of Kandahar province.
At that time, Kandahar province, like other provinces of Afghanistan, needed a trained and skilled jihadi leader for jihad against the Americans, because the Americans were planning all their war plans in the entire southwest zone of the same province against the Mujahideen. Zone level After Helmand, most Americans, Canadians and other foreigners were stationed in the province, and after Bagram, they had their largest base at Kandahar Airport. But Mansour Sahib, with his jihadist insight, devised such jihadist plans against the occupiers in Kandahar that the generals and military intelligence of the enemy were unable to confront and prevent it.
In 2003 and 2008, the Mojahedin twice’s extraordinary breaking of the central prison in Kandahar province, which resulted in the rescue of a total of about 1.5 million Mojahedin prisoners, took place during the reign of Martyr Mansour Sahib. Also, the beginning of jihadi uprising in the vicinity of Kandahar city and southern and northern districts, taking the surrounding areas out of the enemy’s control, the continuation of guerrilla warfare in Kandahar city and large-scale martyrdom operations on enemy centers are other jihadi records during Mansour’s responsibility. The owner took place in Kandahar.
As the Deputy of the Islamic Emirate:
When in 2007 the former deputy of the Islamic Emirate of Martyr Alhaj Mullah Obaidullah Akhand was captured by the Pakistani government, the late Amir al-Mu’minin appointed Mullah Mohammad Omar Mujahid Mansour Sahib as the second deputy of the Islamic Emirate next to Mullah Baradar Akhand. Due to the special importance of Kandahar province, the responsibility of that province will continue.
In 2010, when Al-Hajj Mullah Obaidullah Akhand was martyred in captivity by Pakistani forces and another deputy of the Islamic Emirate, Mullah Abdul Ghani Baradar, was captured by US and Pakistani forces in Karachi, Pakistan, Amir al-Mu’minin Mullah Mohammad Omar Mujahid Martyr Mansour Sahib Appointed as the deputy and general manager of all affairs of the Islamic Emirate.
It was at a time when an additional 30,000 US troops had been sent to Afghanistan by Obama, and the jihadist resistance in the country was facing serious challenges. Because more than one hundred thousand foreign occupying forces equipped with the most advanced weapons alongside hundreds of thousands of domestic soldiers across the country were fighting the Mojahedin.
On the one hand, the appearance of Amir al-Mo’menin Mullah Mohammad Omar Mujahid to lead the military resistance was considered impossible due to difficult security conditions, and on the other hand, the lack of military and administrative leadership on the jihadi front was a problem that showed the war step in the enemy’s favor. .
In addition to military pressure, the political and propaganda pressures of the enemy had intensified, and a large number of jihadi officials had been captured in the strongholds of the martyred resistance and many more.
In such a sensitive situation, the responsibility of uniting the Mojahedin against the occupying crusaders was placed on the shoulders of Martyr Mansour Sahib by the late Amir al-Mo’menin Mullah Mohammad Omar Mojahedin. Martyr Mansour Sahib, with the help of God and the cooperation of the Leadership Council, was able to lead the resistance in its most critical moments, so that the Mojahedin do not feel any emptiness of leadership.
According to them, 2010 was the bloodiest year for the Crusaders in Afghanistan, and the Mujahideen were able to inflict more effective blows on the enemy than ever before, killing 770 foreign occupiers, according to the enemy. . Also, the Mujahideen, under the leadership of Martyr Mansour – may God have mercy on them – were able to liberate very large areas from the control of the enemy and establish a regular Islamic administration there.
After the death of the late Amir al-Mo’menin Mullah Mohammad Omar Mujahid:
When Amir al-Mo’menin Mullah Mohammad Omar Mujahid passed away on May 25, 2013, the important members of the leadership council of the Islamic Emirate, the great scholars and especially the special messenger of the late Amir al-Mo’menin in the last twelve years and the comrades who lived with him until his death, all Martyr Mansour took allegiance and appointed him as the Emir of the Islamic Emirate.
Leading members of the Islamic Emirate Leadership Council and a number of sheikhs and clerics decided that since 2013 is the last year of the US-led crusade and the crucial year 2014, which the occupiers have set as the year of the withdrawal of their forces, is imminent. Based on the jihadist interests and the agreement of the holy scholars, it would be better if the news of the death of the late Amir al-Mu’minin was not made public except for a few people.
It was this important secret that was secretly kept secret until July 30, 2015, based on the important interest of jihad.
As the elected Emir of the Islamic Emirate:
Whenever the death of the late Amir al-Mo’menin Mullah Mohammad Omar Mujahid was officially announced by the Leadership Council of the Islamic Emirate on 14 Shawwal 1436 AH, coinciding with July 30, 2015, Martyr Mansour Sahib to reassure the Mujahideen members of the Leadership Council and scholars about his fate. And he appointed a new leader and said, “I am satisfied and agree with whomever you choose as the leader.” It was the same group of members of the leadership council of the Islamic Emirate, the great elders and scholars who had the reputation of Ahl al-Hal and Al-Aqd without the presence and existence of Martyr Mansour Sahib and after long discussions, expediency and consultations, Mansour Sahib as Appointed the new emir of the Islamic Emirate.
Simultaneously with the appointment of Martyr Mullah Akhtar Mohammad Mansour as Emir of the Islamic Emirate, members of the Leadership Council of the Islamic Emirate, officials of all commissions, general officials of the judiciary, military commanders and jihadi officials of 34 provinces, elders of military commissions, scientific and national figures , The jihadi, political and cultural of the country and the officials of all the armed and civilian forces of the Islamic Emirate unanimously declared their allegiance to the new Emir of the Islamic Emirate. All these military and civilian officials and famous national, scientific and jihadi personalities of the country sent their allegiance in audio and written form to the Cultural Commission of the Islamic Emirate, which was later published on the central website of Al-Amara.
Appointment of Martyr Mansour Sahib as the new Amir from the point of view of Sharia:
Scholars and scholars of Islamic politics consider the selection of a leader by the Ahl al-Hal and Al-Aqd Council as the best and most correct option. Ahl al-Hal and al-Aqd refer to a group of people who include scientific, experienced and vigilant personalities, and it is usually called Shura.
Inferring from the various ways of determining the righteous caliphs, three steps must be taken to determine the new leader. First; Secretory stage, second; Selection stage, and third; The stage of allegiance.
The person appointed as the leader cannot dismiss himself or run for leadership. Because the Messenger of God (peace and blessings of Allaah be upon him) said: أنا والله لا نولي هذا العمل Allied against – Bukhari expulsion 7149 and Muslim 1733 –
Translation: By God, we do not appoint anyone who wants or is greedy for it.
Therefore, the discharge is done by someone else, whether one person is discharged, for example, Omar Farooq (may Allah be pleased with him) took the hand of Abu Bakr Siddiq (may Allah be pleased with him) and led him to lead, and then the Companions of the Holy Prophet (may Allah be pleased with him). He was elected as the emir, or a few people were expelled, for example, Omar Farooq – may God be pleased with him – took the names of several companions of the Holy Prophet – may God bless him and grant him peace – for the caliphate, and among them Uthman Dhi Al-Noorin – may God be pleased with him. – Was determined.
Martyr Mullah Akhtar Mohammad Mansour – may God have mercy on him – never mentioned his name for the leadership, but he was nominated as the only candidate for leadership by the Shura in the first parliament, and in the second parliament, he explicitly told the Shura that he did not want leadership, I want Serve as an agent. But after long discussions, he was elected as the leader by the council, which included the great scholars, elders and members of the leadership council of the Islamic Emirate, and all of whom had political and jihadi knowledge and experience, followed by the members of the council and then Officials, the Mojahedin in general, and Muslims pledged allegiance to him.
Therefore, we can say that the selection of Martyr Mansour – may God have mercy on him – was completely legal. That is why, in addition to hundreds of thousands of Muslims from all over the country, hundreds of Quran and hadith shaykhs also accepted the leadership of Martyr Mansour Sahib, recited Shari’a and pledged allegiance.

The independence of the country from foreign occupation and the rule of the sharia system in the country was the main goal of his jihad and struggle. He listened carefully to the sound advice of the comrades on the basis of “and the matter between them”, entrusted the responsibilities to the people of work, had full confidence in his officials, and advised the officials to show mercy and treat the people properly. “The Islamic Emirate is the common home of all Afghans, so everyone should find a place for themselves in the Emirate,” he said.

According to him ; During his tenure as deputy prime minister and emir, he lost contact with the Mojahedin for only two days and hid cautiously.
Haji Agha Jan says about the contentment and unwillingness of Martyr Mansour Sahib to worldly tools and equipment: Mansour Sahib never had the passion and desire for a good car. He always lived like a normal person. I once saw that his car was even older than ordinary cars. I said I would buy you a new car, this is very old. He said ; My purpose in this normal life is to implement the article of the bill of the Islamic Emirate which says that the Mojahedin should live like ordinary people. If I practice this material, perhaps the culture of simplicity will spread among the Mojahedin, and if, God willing, I forget this material and have a privileged life, the other Mojahedin will also be caught up in the desire for a privileged life.
Mullah Fathullah, the son of the martyr Mansour, may God have mercy on him, says that Mansour Sahib always emphasized on his scientific growth and promotion of talent, and said that good service requires good talent, and science is a condition for all religious services. He had a special enthusiasm for studying the biography of the righteous caliphs – may God be pleased with them. With all his jihadist and administrative activities, he always followed the media very carefully, giving special advice and special advice to jihadi writers and cultural and publishing staff of the Islamic Emirate for better activities.
Important feature of Martyr Mansour Sahib:
Martyr Mansour Sahib, as the leader of the Islamic Emirate, was always aware of other issues and followed the press in order to inform himself about the events in the country. It was also the duty of a comrade to follow the press in the various languages of foreign countries, to share with him intensive news and analysis related to Afghanistan.
Haji Agha Jan, a very close friend of Martyr Mansour Sahib, says: Mansour Sahib informed himself of the incidents anyway, he was even in the Supreme Leader’s Assembly once all day and night, whenever he left the Assembly, instead of sleeping, he ordered Open the news site to see what is going on.
Haji Agha Jan says that Mansour Sahib immediately received the truth of any news he received through his liaisons and completed his information. For example ; If there was an explosion at the scene and civilians were killed, or where people complained to the media about the Mojahedin, or what news and video clips were published about the oppression and coercion of the Mojahedin, the perpetrators should be brought to justice immediately. He found them and ordered the authorities to deal with them legally. The perpetrators of such incidents were often disarmed, brought to justice.
Before martyrdom:
Prior to his martyrdom, Mansour Sahib lived with some of his special jihadi comrades in a rural area between Helmand and Nimroz provinces. Mullah Agha Jan, who had stayed with Martyr Mansour Sahib for some time, says; This was the sweetest memory of my life, because the leader of the Islamic Emirate lived a simple life in the poor huts of his country, like other Mujahideen.
Martyr Mansour Sahib was in the area with eight Mujahideen and lived with them. They were armed and were introducing themselves to the Mujahideen and the people of the area, the comrades of the local Musharraf, so that their whereabouts would not be revealed. They also traveled to nearby areas when necessary.
At this stage, Martyr Mansour Sahib did not visit the Mojahedin cautiously, but issued rulings by his special representatives. He also sometimes approached his comrades in an area where the Internet was active and contacted the officials of the Islamic Emirate via e-mail and WhatsApp to advise them on their duties. In addition to his official jihadi duties and daily affairs, Martyr Mansour Sahib Daran spent most of his time studying or traveling in a car with his comrades, informing himself of the state of jihad and the people.
The martyr of Amir al-Mo’menin, Mullah Akhtar Mohammad Mansour – may God have mercy on him – lived in his own country and in the area of rule of the Mojahedin, and in this regard, he had taken all the risks. But the mercenary media still advertised that he lived in Iran or Pakistan. This slander was misplaced and far from the truth. Prior to his martyrdom, Martyr Mansour Sahib, like the late Amir al-Mu’minin Mullah Mohammad Omar Mujahid, had taken refuge in the ruined houses and strongholds of jihad.
