This Law is enacted in accordance with the National Defense Law and the Education Law for the purpose of popularizing and strengthening education in national defense, carrying forward the spirit of patriotism, promoting the building of national defense and furthering socialist cultural and ethical progress.

The president signed the Higher Education Opportunity Act of 2008 into law on August 14, 2008.
