Turkmenistan is a democratic secular state operating under the rule of law whose government takes the form of a presidential republic. Turkmenistan possesses supreme and plenary power in its own territory and independently implements its domestic and foreign policies. The sovereignty and territory of Turkmenistan are united and indivisible. The government defends the independence and territorial integrity of Turkmenistan, as well as the constitutional order, and ensures legality and legal order.
