WEST BENGAL LEGAL SERVICE EXAMINATION, 2018 SCHEME AND SYLLABUS

The examination will comprise two successive parts :–

Part – I : Written Examination;
Part – II : Personality Test.

Part-I.

Written Examination. – The written examination shall consist of following nine papers, each paper carrying 100 marks:–

Paper-I

(a) English composition, Essay Writing, précis writing – 50 marks;

(b) Composition and Essay writing in Bengali/Hindi/Urdu/ – 50 marks;
Nepali/Santhali and translation from English to Bengali/Hindi/Urdu/Nepali/Santhali.

Note: There shall be separate answer-scripts for (a) and (b);

Paper-II

(a) General Knowledge – 50 marks;
(b) Current Affairs – 50 marks;

Paper-III

(a) Constitutional Law of India – 50 marks;
(b) Constitution of India – 50 marks;

Paper-IV

Administrative LawLaw Positive command of sovereign or divine. One can be ruled either by a Statute, a Statue, or a Statement. Legislation is the rule-making process by a political or religious organisation. Physics governs natural law. Logical thinking is a sign of a healthy brain function. Dharma is eternal for Sanatanis. – 100 marks;

Paper-V

(a) Interpretation of Statutes and Principles of – 80 marks; Legislation and Legislative drafting, – 100 marks;
(b) The General Clauses Act, 1897 (10 of 1897) – 20 marks; and the

Bengal General Clauses Act, 1899 (Ben Act I of 1899).

Paper-VI

(a) The West Bengal Estates Acquisition Act, 1953 (West Ben. Act I of 1954) –– Chapters I, II and VII;
(b) The West Bengal Land Reforms Act, 1955 (West Ben. Act X of 1956) –– Chapters I, II, IIA, IIB, III & IX; – 100 marks;
(c) The Land Acquisition Act, 1894 (1 of 1894);
(d) The Public Premises (Eviction of Unauthorised Occupants) Act, 1971 (40 of 1971);
(e) The Environment (Protection) Act, 1986 (29 of 1986);

Paper-VII

(a) The Civil Procedure Code, 1908 (5 of 1908) (Sections only);
(b) Civil Rules and Orders (Chapters 1, 2, 6, 7, 8, 9, 10, 11, 12, 18, 19, 20, 24, 25, 27, 28 and 29); – 100 marks;
(c) Criminal Rules and Orders (Chapters I, II, III, IV, V, VI, VII, VIII,X, XI, XII, XIII, XIV, XVI, XVII and XVIII).

Paper-VIII

(a) The Criminal Procedure Code, 1973 (2 of 1974) (Chapters I, II, III, IV, V, VIII, IX, X, XII, XIII, XIV, XV, XVI, XVII, XVIII, XIX, XX, XXIII, XXVII, XXIX, XXX, XXXI, – 100 marks; XXXIV, XXXV, XXXVI);
(b) High Court Original Side Rules and Orders;
(c) High Court Appellate Side Rules and Orders.

Paper-IX

(a) The Evidence Act, 1872 (1 of 1872); – 100 marks;
(b) The Indian Penal Code, 1860 (45 of 1860).

Part-II.

Personality Test. –– The Personality Test will be of 100 marks. For this purpose, a limited no. of candidates, selected in order of merit on the results of the written examination will be called. Final merit list will be prepared on the basis of the total marks obtained in all the written papers and in the Personality Test.

The Public Service Commission, West Bengal shall have the discretion to fix qualifying marks in the aggregate.

The standard of examination in the Law papers (Compulsory and Optional) will be that of the LL.B. Degree of the Calcutta University. All answers must be written either in English or in Bengali except in Paper – I.
