Chandannagar subdivision has 5 police stations, 3 community development blocks, 3 panchayat samitis, 41 gram panchayats, 352 mouzas, 339 inhabited villages, 1 municipal corporation, 3 municipalities and 7 census towns.

The present Chandernagore Sub-Division Court building was built in 1878 (now Stand Road, on the bank of the river Ganges) and was primarily a hotel for the French personnel as Chandernagore was one of their colony besides Pondicherry. The Thistle Hotel, also known as Hotel de Paris was founded in 1878 by the French. After the independence of India, it was transformed into a court building and regular court runs from here. The Court building is in dilapidated condition and roofs are under the support of wooden logs. A part of Chandannagar Court collapsed in November 2022.

At Chandernagore Sub-Division Court there are two Bar Association in the name and style Chandernagore Civil Bar Association and Chandernagore Bar Association ( Criminal ). There are 230+ members in the Chandernagore Civil Bar Association. There are 160+ members in the Chandernagore Criminal Bar Association.

Police and Executive Magistrate

The Chandannagar Police Commissionerate has started its functioning from 30th June 2017 in terms of Government of West Bengal, Home & Hill Affairs Department, Police Establishment Branch Notification No. 2470- PL dated, Kolkata the 15.06.2017.

On 16th October 2017 in the exercise of the power conferred by Section 21 of the Code of Criminal Procedure, 1973 (Act 2 of 1974), and through similar other orders, the Governor has been pleased to appoint the officers named below as Executive Magistrate to be known as Special Executive Magistrate(SEM) in the Metropolitan Area of Chandannagar Police Commissionerate as declared vide Notification No. 2468- PL dated 15.06.2017, No. 2469-PL dated 15.06.2017 and No. 2470- PL dated 15.06.2017 to perform all the functions of an Executive Magistrate under the said Code.

The SEM of the Chandannagar Police Commissionerate functions regularly through the following courts:

  • Chinsurah (HQ) Special Executive Magistrate Court
  • Chandannagar Special Executive Magistrate Court
  • Serampore Special Executive Magistrate Court

A District Magistrate or Subโ€Divisional Magistrate is an Executive Magistrate as per the scheme of the Code of Criminal Procedure and the conferment of powers on Special Executive Magistrates has been contemplated in Section 21 of the Code, since the Commissioner of Police, acting as the Special Executive Magistrate, Chandannagar Division, Chandannagar Police Commissionerate, could exercise the powers of an Executive Magistrate and as such, could be deemed to be empowered to act under Section 18, read with Section 2(c), of the IT Act.

Historical

The name of Chandernagore was first referred in a letter written to the then Director, the French East India Company, and signed by Martin, Deslandes, and Pe’le’e on November 21, 1696. The French company acquired Borokishanpur, Khalisani, and Gondalpara (Rs. 401/-) and established their settlement in or around 1673-74, which was evacuated in 1950.

The French settlement of Chandernagore was merged in the State of West Bengal with effect from October 2, 1954 by virtue of the Chandernagore (Merger) Act, 1954. It was made part of Hoogly District. By s. 17 of the Merger Act the laws relating to Lists I and III-of the Seventh Schedule to the Constitution

Collector to requisition land whether confined to area of Hooghly District before merger of Chandernagore.
