Strong Steps to Ensure Safe and Responsible Digital Gaming

Introduction: Combating Online Gaming Addiction
The Government of India is actively taking steps to regulate the digital gaming ecosystem. The rise of online gaming platforms has brought along the challenges of addiction, financial exploitation, and psychological harm.
To address these concerns, the Ministry of Electronics & Information Technology (MeitY) has issued 1,298 blocking directions between 2022 and 2024 under the Information Technology (IT) Act, 2000. The focus remains on making the internet a safe, trusted, and accountable space.
Legal Framework Governing Online Gaming in India
⚖️ 1. Information Technology Act, 2000
The IT Act, of 2000 serves as the primary law regulating online platforms. Under this Act, the government has the power to:
- Block unlawful gaming platforms promoting gambling and betting.
- Issue directions to intermediaries to restrict access to harmful content.
- Ensure strict compliance from online gaming companies.
⚙️ 2. IT Rules, 2021
The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 were amended to tackle the issues associated with online gaming.
Key Provisions Include:
✅ Intermediary Accountability: Platforms are liable for hosting illegal or harmful gaming content.
✅ Fast Content Removal: Platforms must act swiftly on complaints and grievances.
✅ Child Protection: Platforms are prohibited from promoting content harmful to children.
✅ Gambling and Money Laundering Prevention: Any games linked to betting or gambling are banned.
Blocking of Illegal Gaming Platforms
Between 2022 and 2024, the Ministry has issued:
- 1,298 Blocking Orders targeting online betting, gambling, and illegal gaming websites.
- Platforms operating without compliance to Indian regulations were brought down using the provisions of the IT Act.

- Encouraging addictive behavior in minors.

Government’s Preventive Measures
To ensure user safety, the government has introduced the following measures:

- Online gaming platforms must register with self-regulatory bodies.
- Platforms offering real money games are subject to strict audits.
🚦 2. Blocking Under IT Act
- Section 69A of the IT Act empowers the government to block access to content deemed harmful to public interest.
📢 3. Awareness Campaigns
- Nationwide campaigns are being conducted to spread awareness regarding gaming addiction and its harmful effects.
📊 4. Monitoring and Reporting
- Platforms must maintain transparent reporting on their user base and compliance measures.
Impact of Online Gaming Addiction
Excessive gaming has been linked to:
- Behavioral disorders
- Mental health issues like anxiety and depression
- Financial losses due to illegal betting
- Academic and professional decline
🔎 Note: While the National Crime Records Bureau (NCRB) does not maintain specific data on suicides linked to gaming addiction, anecdotal evidence indicates concerning cases of mental distress linked to gaming behavior.
Way Forward: Promoting Responsible Gaming
The government’s intent is not to restrict recreational gaming but to ensure it is conducted responsibly. To achieve this, the government has urged:
- Developers to implement in-game safety features.
- Parents to monitor gaming behavior in children.
- Platforms to promote self-regulation mechanisms.
