India’s Space Ambitions in Crisis: PSLV Failures Expose Deep Fault Lines in ISRO and National Security

India’s space sector today resembles a grand promise delivered with frayed wiring and crossed fingers, a spectacle of aspiration undermined by procedural indiscipline and strategic complacency. The failure of PSLV-C62 in January 2026 was not merely a technical mishap; it was a public autopsy of institutional fragility. Sixteen satellites—Indian, Brazilian, Nepali, British, Spanish—were erased from the manifest in a single misfire, vaporising roughly $200–250 million in hardware and hope. Insurance may dull the financial sting, but it cannot indemnify credibility. This was not an isolated stumble. It followed the PSLV-C61 failure of May 2025, with eerily similar symptoms. Two consecutive failures, same vehicle family, same stage, same evasive phrasing. When a system fails twice in the same way, the problem is no longer engineering alone; it is epistemic failure—the inability, or unwillingness, to understand one’s own machine.
The PSLV was once marketed as ISRO’s stoic mule, unglamorous but dependable. That myth is now threadbare. In both C61 and C62, the first and second stages performed obediently, as if mocking the chaos that followed. The third stage, a solid-fuel motor system, became the recurring villain—pressure drops, sensor logic errors, trajectory deviations at T+6:18 seconds. The official statements were antiseptic, almost ritualistic: “disturbance,” “deviation,” “data under analysis.” The repetition of these phrases across failures suggests not transparency but muscle memory. Two back-to-back malfunctions with identical pathology point to one brutal conclusion: the root cause of the first failure was either not found or not fixed. That is not bad luck. That is a collapse of the engineering process and quality governance.
ISRO is still spoken of as a temple of national pride, yet it operates on a budget of roughly USD 1.5 billion a year—pocket change when juxtaposed with China’s USD 14 billion space apparatus. Pride without resourcing is not frugality; it is performative austerity. The consequences are visible. Overextended schedules, accelerated launch cadences, and a headlong rush toward milestones like an unmanned Gaganyaan flight have created a culture where velocity is rewarded more than verification. Space does not forgive such haste. It itemises every shortcut and invoices it in public failure.
The outsourcing of PSLV components to private agencies, hailed as reform, now demands uncomfortable scrutiny. Privatisation without ironclad standards is merely decentralised negligence. Are these vendors adhering to ISRO’s legacy procedures, or have those procedures themselves decayed into checklists without teeth? Where is the independent quality authority with veto power, not ceremonial oversight? When rockets begin to behave like everything else in India—working when they work, failing when they don’t, random, rough, chaotic—the problem is systemic. Slugging through life may be a national coping strategy; it is not a launch philosophy.
More unsettling is what has not been ruled out. In an era of contested orbits and weaponised cyberspace, the possibility of jamming or cyber intrusion targeting stage-three avionics cannot be dismissed with bureaucratic hand-waving. Adversarial space-based assets exist. Sensor logic errors and anomalous behaviour demand forensic paranoia, not polite denial. Every data log, every digital signature, every telemetry packet must be treated as potential evidence of sabotage as much as malfunction. National security does not begin at the border; it begins in the checksum.
The loss of EOS-N1, also known as Anvesha, is particularly damning. This DRDO-built hyperspectral Earth observation satellite was not a vanity payload. It was designed to see what ordinary optics cannot—soil, water, metal, vegetation, concrete—across wavelengths that matter for surveillance, resource mapping, and strategic awareness. Its destruction is not just a scientific loss; it is a self-inflicted blindfold at a time when India’s security environment is anything but forgiving. Defence preparedness cannot be decoupled from launch reliability. Missiles and satellites share materials, processes, suppliers, and mindsets. If a solid motor’s chamber pressure collapses inexplicably on a civilian launcher, confidence in strategic systems erodes silently but surely.
Equally corrosive is the erosion of ISRO’s own culture of accountability. As a taxpayer-funded civilian agency, it once set a rare Indian precedent by publishing Failure Analysis Committee reports. Those documents were imperfect but honest, technical but public. Today, the FAC reports for the May 2025 PSLV-C61 failure and the January 2025 NVS-02 strategic satellite failure remain unreleased. They may have been tabled before the Government of India, but secrecy without explanation is not national security; it is institutional retreat. When transparency is abandoned selectively, suspicion fills the vacuum—among citizens, engineers, and international partners alike.
The commercial repercussions are already simmering. India has pitched itself as a cost-effective launch provider for emerging space nations and startups. PSLV-C62 carried precisely that clientele: universities, domestic startups, and foreign partners staking years of R&D on Indian reliability. After consecutive failures, the question is unavoidable: will international customers trust India with their satellites, timelines, and reputations? Insurance can reimburse hardware, but it cannot restore lost research windows or geopolitical confidence.
At a deeper level, this crisis exposes India’s chronic dependency dilemma. The rhetoric of self-reliance rings hollow when quality systems falter, and investigative rigor weakens. A nation that cannot afford to depend on foreign technology also cannot afford to be casual with its own. Defence preparedness and space capability are not slogans; they are disciplines. They demand budgets that match ambition, processes that survive scrutiny, and a culture that treats failure as a crime scene, not an embarrassment to be tidied away.
India’s space programme stands at an inflection point. It can continue to coast on historical goodwill, hoping that the next launch will simply “work,” or it can confront the uncomfortable truth that reliability is engineered, audited, and enforced—not wished into existence. National pride is not preserved by silence or spin. It is preserved by ruthless self-examination. Without that, India’s rockets will keep flying the way its systems often function: bravely, cheaply, chaotically—and sometimes, disastrously into nothing.
