Good evening everyone,
from the beginning I chose the transparency line, the sharing line, I chose not to minimize, not to hide the reality that is under our eyes every day. I have chosen to make all of you participate in the challenge that we are called to face, it is the most difficult crisis that the country has been experiencing since the second post-war period. In these hard days, we are called to measure ourselves with images, with news that wound us, leave us a sign that will always remain imprinted in our memory, even when this, we hope soon, will be finished.
The death of many fellow citizens is a pain that is renewed every day, these deaths for us, for the values with which we have grown, for the values that we still share, are not simple numbers, those that we cry are people, are stories of families who lose their dearest affections.
The measures taken so far, I have already said, take time before they can explain their effects, we must continue to respect all the rules with patience, with responsibility, with confidence. They are severe measures, I am aware of it, staying at home, giving up rooted habits, it is not easy at all but we have no alternative, at this moment we have to resist because only in this way will we be able to protect ourselves and protect the people we love.
Our sacrifice to stay home is also minimal, if compared to the sacrifice that other fellow citizens are making, in hospitals, in the crucial places for the life of the country, there are those who renounce, those who risk much more. I am thinking in particular first of all of doctors, nurses but I am also thinking of the police, the armed forces, men and women of the Civil Protection, supermarket clerks, pharmacists, road hauliers, public service workers, even information services, women and men who are not just going to work, but doing an act of great responsibility to the whole nation every day. They perform an act of love for the whole of Italy.
Today we have decided to take another step: the decision taken by the government is to close, in the whole national territory, any production activity that is not strictly necessary, crucial, indispensable to guarantee us essential goods and services.
We worked all afternoon with the unions, with the trade associations, to draw up a detailed list in which the production chains of the public utility services are indicated, those that are most necessary for the functioning of the State in this emergency phase All supermarkets, all grocery and basic necessities stores will continue to remain open. So, be careful, we have not made any restrictions on the opening days of supermarkets. I invite everyone to stay calm, there is no reason to rush to shop, there is no reason to create queues that are not justified at this moment.
Pharmacies, para pharmacies, banking, postal, insurance and financial services will continue to remain open. We will ensure all essential public services, such as transport. We will of course also ensure all related, ancillary, functional to those allowed and essential activities. We will obviously also ensure all connected, ancillary, functional to permitted activities and essential ones.
Outside of the activities deemed essential, we will only allow work to be carried out in smart working mode and we will only allow production activities deemed in any case relevant to national production.

The health emergency – but we had foreseen it – is turning into a full economic emergency, but to all of you I say: “The state is there. The state is here. ” The government will intervene with extraordinary measures that will allow us to raise our heads and start again as soon as possible.
Never before has our community tightened, like a chain protecting the most important asset: life. If even one ring were to yield, this protective barrier would fail, exposing us to greater dangers, for everyone.
Those sacrifices that today seem a step backwards, tomorrow will allow us to take a run and return soon to our factories, our offices, our squares, in the arms of relatives, of friends.
We are giving up the most expensive habits, we do it because we love Italy, but we do not give up courage and hope in the future. United we will do it.
Dichiarazioni del Presidente del Consiglio, Giuseppe Conte, sulle nuove misure per il contenimento dell’epidemia.
Buonasera a tutti, sin dall’inizio ho scelto la linea della trasparenza, la linea della condivisione, ho scelto di non minimizzare, non nascondere la realtà che ogni giorno è sotto i nostri occhi. Ho scelto di rendere tutti voi partecipi della sfida che siamo chiamati ad affrontare, è la crisi più difficile che il Paese sta vivendo dal secondo Dopoguerra. In questi giorni durissimi, siamo chiamati a misurarci con immagini, con notizie che ci feriscono, ci lasciano un segno che rimarrà sempre impresso nella nostra memoria, anche quando questo, ci auguriamo presto, sarà finito.
La morte di tanti concittadini è un dolore che ogni giorno si rinnova, questi decessi per noi, per i valori con cui siamo cresciuti, per i valori che ancora oggi noi condividiamo, non sono semplici numeri, quelle che piangiamo sono persone, sono storie di famiglie che perdono gli affetti più cari.
Le misure sin qui adottate, l’ho già detto, richiedono tempo prima che possano spiegare i loro effetti, dobbiamo continuare a rispettare tutte le regole con pazienza, con responsabilità, con fiducia. Sono misure severe, ne sono consapevole, rimanere a casa, rinunciare a radicate abitudini, non è affatto facile ma non abbiamo alternative, in questo momento dobbiamo resistere perché solo in questo modo riusciremo a tutelare noi stessi e a tutelare le persone che amiamo.
Il nostro sacrificio di rimanere a casa è per altro minimo, se paragonato al sacrificio che stanno compiendo altri concittadini, negli ospedali, nei luoghi cruciali per la vita del Paese c’è chi rinuncia, chi rischia molto di più. Penso in particolare innanzitutto ai medici, agli infermieri ma penso anche alle Forze dell’ordine, alle Forze armate, agli uomini e alle donne della Protezione Civile, ai commessi dei supermercati, ai farmacisti, agli autotrasportatori, ai lavoratori dei servizi pubblici, anche ai servizi dell’informazione, donne e uomini che non stanno andando semplicemente a lavorare, ma compiono ogni giorno un atto di grande responsabilità verso l’intera nazione. Compiono un atto di amore verso l’Italia intera.
Oggi abbiamo deciso di compiere un altro passo: la decisione assunta dal Governo è quella di chiudere, nell’intero territorio nazionale, ogni attività produttiva che non sia strettamente necessaria, cruciale, indispensabile a garantirci beni e servizi essenziali.
Abbiamo lavorato tutto il pomeriggio con i sindacati, con le associazioni di categoria, per stilare una lista dettagliata in cui sono indicate le filiere produttive delle attività dei servizi di pubblica utilità, quelli che sono più necessari per il funzionamento dello Stato in questa fase di emergenza.Continueranno a rimanere aperti tutti i supermercati, tutti i negozi di generi alimentari e di prima necessità. Quindi, fate attenzione, non abbiamo previsto nessuna restrizione sui giorni di apertura dei supermercati. Invito tutti a mantenere la massima calma, non c’è ragione di fare una corsa agli acquisti, non c’è ragione di creare code che in questo momento non si giustificano affatto. Continueranno a rimanere aperte anche farmacie, parafarmacie, continueranno a venire assicurati i servizi bancari, postali, assicurativi, finanziari. Assicureremo tutti i servizi pubblici essenziali, ad esempio i trasporti. Al di fuori delle attività ritenute essenziali, consentiremo solo lo svolgimento di lavoro modalità smart working e consentiremo solo le attività produttive ritenute comunque rilevanti per la produzione nazionale.
Rallentiamo il motore produttivo del Paese, ma non lo fermiamo.
È una decisione non facile, ma è una decisione che ci consente, ci predispone ad affrontare la fase più acuta del contagio.
È una decisione che si rende necessaria, oggi in particolare, per poter contenere quanto più possibile la diffusione dell’epidemia.
L’emergenza sanitaria – ma lo avevamo previsto – sta tramutando in piena emergenza economica, ma a voi tutti dico: “Lo Stato c’è. Lo Stato è qui”. Il Governo interverrà con misure straordinarie che ci consentiranno di rialzare la testa e ripartire quanto prima.
Mai come ora la nostra comunità deve stringersi forte, come una catena a protezione del bene più importante: la vita. Se dovesse cedere anche solo un anello, questa barriera di protezione verrebbe meno, esponendoci a pericoli più grandi, per tutti.
Quelle rinunce che oggi vi sembrano un passo indietro, domani ci consentiranno di prendere la rincorsa e ritornare presto nelle nostre fabbriche, nei nostri uffici, nelle nostre piazze, fra le braccia di parenti, di amici.
Stiamo rinunciando alle abitudini più care, lo facciamo perché amiamo l’Italia, ma non rinunciamo al coraggio e alla speranza nel futuro. Uniti ce la faremo.
