By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Sectionย 1.ย ย Purpose.ย In Executive Order 14148 of Januaryย 20, 2025 (Initial Rescissions of Harmful Executive Orders and Actions), I rescinded 78 Presidential orders and memoranda issued by then-President Biden.ย I also directed the Assistant to the President for Domestic Policy, the Assistant to the President for Economic Policy, and the Assistant to the President for National Security Affairs to compile lists of additional orders, memoranda, and proclamations issued by the prior administration that should be rescinded.ย I have determined that the following additional rescissions are necessary to advance the policy of the Unitedย States to restore common sense to the Federal Government and unleash the potential of American citizens.ย

Sec.ย 3. ย General Provisions. ย (a) ย Nothing in this order shall be construed to impair or otherwise affect:
(i)ย ย the authority granted by law to an executive department or agency, or the head thereof; or
(ii)ย the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) ย This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) ย This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
