The definition of appropriate government is different under each enactment. However, the central government is the appropriate government under almost all enactments for Railways, Cantonment Boards, Major Ports, Mines and Oilfields, Banking and Insurance Companies, Air-Transport Services, controlled industries like Cement, Petroleum industry, telecommunication and Central public sector undertakings under the authority of Central Government conferred by statute.
