Brazil-Germany Relation: Joint Statement by Olaf Scholz & Lula

President Lula and Chancellor Scholz reviewed the major global issues. They reaffirmed Brazil and Germany's unwavering commitment to democracy, human rights and social inclusion. They also emphasized their commitment to international law, the United Nations Charter, and peaceful conflict resolution. They deplored, in the strongest terms, the violation of the territorial integrity of Ukraine by Russia and the annexation of parts of its territory as flagrant violations of international law.

Brazil and Germany Relationship: Joint Statement on Visit to Brazil by Chancellor Olaf Scholz and Prez Lula (30/01/2023)

1- President Luiz Inรกcio Lula da Silva received, at the Planalto Palace, the Federal Chancellor of Germany, Olaf Scholz, on January 30, 2023. President Lula and Chancellor Scholz decided to relaunch the strategic partnership between Brazil and Germany, by strengthening their cooperation in addressing global challenges, especially the promotion of peace and security, the expansion of renewable energies, the fight against climate change and the fight against poverty. They equally emphasized the need of a socially just, inclusive and ecological transformation of economies, on the basis of the 2030 Agenda and sustainable development goals.

2. President Lula and Chancellor Scholz reviewed the major global issues. They reaffirmed Brazil and Germany’s unwavering commitment to democracy, human rights and social inclusion. They also emphasized their commitment to international law, the United Nations Charter, and peaceful conflict resolution. They deplored, in the strongest terms, the violation of the territorial integrity of Ukraine by Russia and the annexation of parts of its territory as flagrant violations of international law. They deplored the loss of human lives and the destruction of civilian infrastructure. War causes immense human suffering and aggravates the vulnerabilities of the world economy. They expressed concern about the global effects of the conflict on food and energy security, especially on the poorest regions of the planet. They converged in support of the full functioning of the Black Sea Grain Initiative. They stressed the need to promote a just and durable peace.

3. President Lula and Chancellor Scholz value the intense bilateral economic relations between Brazil and Germany. They stressed the importance of deepening trade relations and underlined their intention to speed up the conclusion of the negotiations on a balanced Agreement between MERCOSUR and the European Union.

4. The Heads of Government underlined the importance of global governance to be legitimate and representative. In this context, they valued the role of G20. They defended the United Nations’ centrality for international peace and security and agreed to step up their commitment to security council reform. They agreed to intensify the Work of the G4 in favor of the reform of the body, which includes its expansion. They reinforced mutual support for the two countries to hold permanent seats in an expanded Security Council.

5. President Lula and Chancellor Scholz agreed to hold the Second Meeting of Intergovernmental Consultations in the second semester of 2023.

1. O Presidente Luiz Inรกcio Lula da Silva recebeu, no Palรกcio do Planalto, o Chanceler Federal da Alemanha, Olaf Scholz, no dia 30 de janeiro de 2023. O Presidente Lula e o Chanceler Scholz decidiram relanรงar a parceria estratรฉgica entre Brasil e Alemanha, fortalecendo a cooperaรงรฃo no enfrentamento dos desafios globais, destacando-se a promoรงรฃo da paz e seguranรงa, a expansรฃo das energias renovรกveis, o combate ร s alteraรงรตes climรกticas e o combate ร  pobreza. Tambรฉm enfatizaram a necessidade de uma transformaรงรฃo socialmente justa, inclusiva e ecolรณgica das economias, com base na Agenda 2030 e nos objetivos de desenvolvimento sustentรกvel.

2. O Presidente Lula e o Chanceler Scholz revisaram as principais questรตes globais. Reafirmaram o compromisso inabalรกvel do Brasil e da Alemanha com a democracia, os direitos humanos e a inclusรฃo social. Tambรฉm enfatizaram seu compromisso com o direito internacional, a Carta das Naรงรตes Unidas e a resoluรงรฃo pacรญfica de conflitos. Deploraram enfaticamente a violaรงรฃo da integridade territorial da Ucrรขnia pela Rรบssia e a anexaรงรฃo de partes de seu territรณrio como violaรงรตes flagrantes do direito internacional. Lamentaram a perda de vidas humanas e a destruiรงรฃo da infraestrutura civil, bem como o imenso sofrimento humano e agravamento das vulnerabilidades da economia mundial causados pela guerra. Expressaram preocupaรงรฃo com os efeitos globais do conflito na seguranรงa alimentar e energรฉtica, especialmente nas regiรตes mais pobres do planeta. Convergiram em apoio ao pleno funcionamento da Black Sea Grain Initiative. Ressaltaram a necessidade de promover uma paz justa e duradoura.

3. Os lรญderes valorizam as intensas relaรงรตes econรดmicas bilaterais entre Brasil e Alemanha. Ressaltaram a importรขncia do aprofundamento das relaรงรตes comerciais e destacaram a intenรงรฃo de acelerar a conclusรฃo das negociaรงรตes de um acordo equilibrado entre o MERCOSUL e a Uniรฃo Europeia.

4. Os Chefes de Governo sublinharam a importรขncia de uma governanรงa global legรญtima e representativa. Nesse contexto, valorizam o papel do G20. Defenderam a centralidade das Naรงรตes Unidas para a paz e seguranรงa internacionais e concordaram em intensificar seu compromisso com a reforma do Conselho de Seguranรงa. Concordaram em intensificar o trabalho do G4 em prol de reforma do รณrgรฃo que inclua sua ampliaรงรฃo. Reforรงaram o apoio mรบtuo para que os dois paรญses tenham assentos permanentes em um Conselho de Seguranรงa ampliado.

5. O Presidente Lula e o Chanceler Scholz concordaram em realizar a Segunda Reuniรฃo de Consultas Intergovernamentais no segundo semestre de 2023.
