China’s diplomatic concepts and policies always meet the common aspirations of the vast majority of countries, always conform to the objective laws of historical development and progress, and always occupy the commanding heights of international morality.
Dear experts and friends,
I am very happy to gather with you all at the end of the year to discuss the international situation and China’s diplomacy. First of all, I would like to thank you all for your long-term concern and support for China’s diplomacy.
In the world of 2024, the international situation is full of turmoil and chaos, geopolitical conflicts are delayed and escalated, “decoupling and breaking of chains” are becoming more and more serious, the global South is rising faster, and the general trend of a century of change is becoming clearer.
In China in 2024, the Third Plenary Session of the 20th CPC Central Committee has drawn up a grand blueprint, comprehensive and in-depth reform has made great strides forward, the great cause will be continued on the 75th anniversary of the founding of the People’s Republic of China, and Chinese-style modernization will advance with vigor and vitality.
China’s diplomacy in 2024 will uphold the truth and innovate at a historical juncture, demonstrate calmness and confidence in the face of turbulent times, create a good external environment for China’s high-quality development, and inject valuable stability into a turbulent world.
Over the past year, the diplomacy of heads of state has written a magnificent new chapter, leading the trend of the times of peaceful development and win-win cooperation.
President Xi Jinping attended three major diplomatic events, namely the commemoration of the 70th anniversary of the Five Principles of Peaceful Coexistence, the China-Arab Cooperation Forum, and the Beijing Summit of the Forum on China-Africa Cooperation. He carried out four important visits abroad, namely the Europe, Central Asia, BRICS, and Latin America tour. He participated in a series of multilateral summits. With the global vision, broad mind and world-wide feelings of the leader of a major party and a major country, he had in-depth strategic communication with leaders and dignitaries of various countries, continuously expanded the convergence of interests of all parties, and advocated that the international community strengthen unity and cooperation.
The most talked-about topic among President Xi Jinping and other countries is friendship and trust, and the most widely-held consensus is cooperation and win-win results. International public opinion generally believes that President Xi Jinping, with an eye on promoting peace and development, adheres to the right path of multilateralism, fairness and justice, and openness and cooperation, and promotes the international community to jointly respond to various global challenges, will surely have a positive and far-reaching impact on the progress and development of human civilization.
President Xi Jinping also personally carried out friendly work for people of all countries through meetings, letters and other forms, laying a solid foundation for public opinion for the healthy development of relations between countries. We cherish old friends who have contributed to the friendship between China and foreign countries, attach importance to the forces from all walks of life committed to the cause of friendship with China, and are willing to work with friends from all countries to use friendship as a bridge and to connect with each other with hearts, so as to gather the trickle of people’s friendship into a mighty force to promote the cause of peace and development of mankind.
Over the past year, new breakthroughs have been made in building a community with a shared future for mankind, promoting the historical trend of sharing a shared future and working together for the global goal.
Building a community with a shared future for mankind is a major concept proposed by President Xi Jinping. It has profoundly answered the question of the times, “what kind of world should we build and how should we build it?” It has promoted the historic leap of relations between countries from peaceful coexistence to a shared future, and has shown the world a bright prospect of peace, security, prosperity and progress.
Building a community with a shared future for mankind has become a grand cause for all parties to join hands. This year, China and Brazil have announced “jointly building a China-Brazil community with a shared future for a more just world and a more sustainable planet”, demonstrating the responsibility of emerging powers. China and Serbia have launched the construction of a China-Serbia community with a shared future in the new era, achieving a breakthrough in the construction of a community with a shared future in Europe. Looking around the world, more and more countries are joining the ranks of building a community with a shared future. In particular, China and African leaders have unanimously agreed to build a new era of all-weather China-Africa community with a shared future, which shows the common wish of more than 2.8 billion people in China and Africa to stand together through thick and thin and work hand in hand. The construction of regional communities with a shared future such as China and Central Asia, China and ASEAN, China and the countries in the Lancang-Mekong River Basin, China and Arab countries, and China and Latin American and Caribbean countries has been launched one after another, constantly expanding the new realm of civilization of harmony and coexistence.
Building a community with a shared future for mankind also reflects the unremitting pursuit of building a fair world. At the Rio Summit of the Group of Twenty Leaders, President Xi Jinping comprehensively and systematically expounded China’s global governance concept, diagnosed and prescribed from the perspective of long-term historical evolution and the common destiny of all mankind, and proposed the concept of improving global governance in five dimensions: economy, finance, trade, digital and ecology, injecting strong impetus into the construction of a community with a shared future. With the joint efforts of China and other countries, the concept of a shared future for mankind has been repeatedly written into the resolutions of the General Assembly and multilateral documents, and the goals of a community with a shared future in various fields such as cybersecurity, climate change and health have been established one after another. We firmly uphold the authority and status of the United Nations, support the United Nations in holding future summits, and are committed to building an equal and orderly world with multipolarity and inclusive economic globalization. We are accelerating the implementation of the “three major global initiatives”. At present, 82 countries have joined the “Group of Friends of the Global Development Initiative”, 119 countries and international organizations support the Global Security Initiative, and the 78th General Assembly unanimously adopted the resolution proposed by China to establish the International Day for Dialogue among Civilizations.
Building a community with a shared future for mankind has been identified as the lofty goal of China’s major-country diplomacy with Chinese characteristics. We actively work to restore world peace and save human lives. On the issue of the Ukrainian crisis, we have always maintained an objective and fair position, actively promoted peace talks, sent special envoys to conduct three rounds of shuttle mediation this year, jointly issued the “Six-Point Consensus” on the political solution to the Ukrainian crisis with Brazil, and launched the “Friends of Peace” group with the global South countries to gather consensus on the path to peace. The Gaza conflict has claimed too many civilian lives. The top priority is to fully cease fire and stop fighting. The top priority is to ensure humanitarian assistance. The fundamental way out is to achieve the “two-state solution”. Over the past year, we have promoted the Security Council to adopt the first ceasefire resolution in Gaza, facilitated the Palestinian factions to hold reconciliation dialogues and sign the “Beijing Declaration”, provided multiple batches of humanitarian assistance to Gaza, and will continue to work tirelessly for a comprehensive, just and lasting solution to the Palestinian issue. We have mediated peace in northern Myanmar, promoted the parties to the conflict to hold multiple rounds of peace talks, supported Afghanistan’s inclusive government building and peaceful reconstruction, and persisted in committing to a political solution to the Korean Peninsula issue. As the situation in Syria changes suddenly, China will continue to stand with the Syrian people, adhere to the principle of “Syrian-led and Syrian-owned”, oppose terrorist forces taking advantage of the opportunity to create chaos, and help Syria maintain its sovereignty and restore stability.
Over the past year, we have provided new opportunities to the world with Chinese-style modernization and promoted the trend of modernization in countries around the world.
China has successfully embarked on a path of modernization that suits its national conditions. Not only will its own success strengthen the confidence of developing countries in their own modernization journey, but China is also willing to work with the international community to promote modernization in all countries around the world for peaceful development, mutually beneficial cooperation and common prosperity.
China actively promotes global development and does not let any country fall behind on the road to modernization. In response to the urgent needs of various countries, we have promoted the high-quality joint construction of the “Belt and Road” to go deeper and more practical. The cumulative number of China-Europe freight trains has exceeded 100,000. The Port of Chankai has become the latest landmark of the Yala Land-Sea Corridor. 155 countries have joined the big family of cooperation in jointly building the “Belt and Road”, and the “road of happiness” that benefits the world is getting wider and wider. In response to the ever-widening development deficit, President Xi Jinping announced during the G20 Summit that China supports eight actions for global development and strengthens cooperation with various countries in key areas such as poverty reduction, food security, and scientific and technological innovation. In response to the historical issue of what kind of modernization to achieve, President Xi Jinping solemnly proposed to work together to promote a fair, reasonable, open and win-win, people-first, diverse and inclusive, eco-friendly, peaceful and secure modernization. These six propositions meet the immediate needs of the vast number of developing countries and also point the way for leading the modernization of countries around the world.
China is promoting high-quality development in a high-level opening-up, bringing broad opportunities for modernization in countries around the world. The value of institutional opening-up continues to increase, the negative list for foreign investment access continues to shrink, and manufacturing access is fully liberalized. The super-large-scale market dividend is being released at an accelerated pace. All least developed countries with which we have established diplomatic relations are given zero tariff treatment for 100% of tariff items. Import Expos have been held for seven consecutive years, and the Chinese market has been continuously opened up to countries around the world. We continue to optimize the policy for foreigners to come to China, implement unilateral visa exemption for 38 countries, and implement transit visa exemption for 54 countries. “China Travel” is popular all over the world. We actively connect with international high-standard economic and trade rules, activate the process of the Asia-Pacific Free Trade Area, and unswervingly promote the liberalization and facilitation of trade and investment, continuously providing new impetus for global economic growth.
Over the past year, we have set a new example of cooperation with developing countries and brought together a trend of solidarity for self-reliance among the global South.
The global South has stepped onto the historical stage, which is a clear sign of major changes in the world. China has always been an important member of the global South and has always been committed to promoting the unity and revitalization of the global South.
We promote innovation in concepts and mechanisms, and gather the joint efforts of the global South for unity and progress. President Xi Jinping proposed the Global South Open and Inclusive Cooperation Initiative, announced eight measures to support global South cooperation, and advocated that the global South countries jointly serve as a stabilizing force for maintaining peace, a backbone force for open development, a building force for global governance, and a promoting force for mutual learning among civilizations, so as to make global South contributions to promoting human progress. Last year, the BRICS countries achieved a historic expansion. This year, the “Greater BRICS Cooperation” has started. More BRICS partner countries will join the “BRICS family” to create the main channel for unity and cooperation in the global South. Based on the reasonable concerns of developing countries, China has promoted the General Assembly to adopt a resolution on strengthening international cooperation in artificial intelligence capacity building, proposed the “Inclusive Plan for Artificial Intelligence Capacity Building”, and jointly launched the “Open Science International Cooperation Initiative” with southern countries to promote the Climate Change Conference to reach a new collective quantitative target for climate funds. We call on developed countries to earnestly fulfill their due responsibilities, provide sufficient financial support to developing countries, and safeguard global climate justice with practical actions.
We uphold the concept of “real results, affinity and good faith” to help developing countries accelerate the realization of their dreams of revitalization. This year, the Forum on China-Africa Cooperation unanimously adopted the Beijing Declaration and Action Plan to strengthen cooperation in the next three years, and jointly promoted the Ten Major Partnership Actions for Modernization, empowering Africa’s development in all aspects from ten key areas such as trade and investment, industrial chain cooperation, and green development. China and Arab countries have achieved important early results in the “Eight Major Joint Actions”, and have started to build a “Five Major Cooperation Patterns” from five dimensions: innovation, finance, energy, economy and trade, and humanities. China has deepened the docking of development strategies with Latin American and Caribbean countries, and continued to improve and upgrade its cooperation with Pacific island countries.
Over the past year, new progress has been made in deepening our all-round diplomatic layout and strengthening the progressive trend of building a new type of international relations.
China insists on dialogue rather than confrontation, partnership rather than alliance, promotes overall stability and balanced development of relations between major powers, works with neighboring countries to build a friendly and symbiotic Asian home, and has embarked on a new path for state-to-state relations based on mutual respect, fairness and justice, and win-win cooperation.
China-Russia relations adhere to the strategic guidance of the heads of state, are becoming increasingly mature and stable, and are more independent and tenacious, setting an example of friendly exchanges between major neighboring countries. President Xi Jinping and President Putin have met three times this year to promote the continuous deepening of China-Russia comprehensive strategic cooperation. The two countries have closely communicated and coordinated in multilateral platforms such as the United Nations, BRICS, and the Shanghai Cooperation Organization and regional affairs, fulfilling their responsibilities as major countries. China-Russia relations are based on non-alignment, non-confrontation, and non-targeting third parties, and are not subject to interference and coercion from external factors. In the face of changing international situations, China and Russia will maintain a high degree of strategic mutual trust, support each other’s development and revitalization, and jointly maintain global strategic stability.
Europe is an important direction of China’s diplomacy. A healthier and more stable China-EU relationship is in line with the fundamental interests of both sides and the general expectations of the world. In May this year, President Xi Jinping successfully paid a historic visit to Europe, leading the 60-year-old China-France relationship into a new century, promoting the new sublimation of the ironclad friendship between China and Serbia, and upgrading China-Hungary relations to an all-weather comprehensive strategic partnership in the new era. President Xi Jinping also had in-depth strategic communication with European leaders such as Germany, the United Kingdom, Spain, and Italy on bilateral and multilateral occasions, and urged the EU to view the relationship with each other from a long-term and strategic perspective, adhere to the partnership positioning, strengthen dialogue and cooperation, and benefit China, Europe and the world. As two major civilizations in the world and two major contemporary forces, we are willing to properly handle contradictions and differences with the EU, seek win-win solutions, jointly maintain free trade, and jointly defend multilateralism.
The interests of China and its neighboring countries are more closely integrated, and friendship and mutual trust are deepening. Vietnamese party and state leaders have visited China successively, and the construction of a community with a shared future has made a good start. The new Indonesian president visited China twice for the first time after his election and inauguration, and the cooperation between the two countries has been upgraded from “four-wheel drive” to “five pillars”. China and Malaysia celebrated the 50th anniversary of the establishment of diplomatic relations, and the construction of “two countries, two parks” was actively promoted. The all-round, high-quality and forward-looking partnership between China and Singapore is full of vitality. China’s traditional friendship with Laos and Cambodia has become stronger over time and has written a new chapter. China’s comprehensive strategic partnership with the five Central Asian countries has been upgraded to create the next “golden thirty years” together.
Regional cooperation in which China participates and promotes has emerged with vigorous momentum. The “Lancang-Mekong Visa” has been implemented. The China-ASEAN Free Trade Area 3.0 negotiations have been substantially completed. The China-Central Asia Mechanism Secretariat has been put into operation. The Shanghai Cooperation Organization has accepted Belarus as a new member to create a new “SCO+” platform. The prime ministers of China, Russia and Mongolia held a meeting and agreed to accelerate the construction of the economic corridor among the three countries. Regional connectivity has also ushered in an accelerated development momentum. The China-Europe cross-Caspian direct express transport has been opened, the intergovernmental agreement on the China-Kyrgyzstan-Uzbekistan railway project has been signed, the “Tianfu” cross-border highway shuttle bus has been launched on the Central Asian line, and key projects such as the China-Vietnam border railway, the China-Mongolia cross-border railway, the China-Singapore New Land-Sea Corridor, and the Malaysia East Coast Railway have made important progress, fully reflecting the common desire of regional countries to move towards regional integration.
China and major regional powers continue to increase trust and dispel doubts. President Xi Jinping met with Indian Prime Minister Narendra Modi and put forward important proposals on improving China-India relations, to which Prime Minister Modi responded positively. The two sides agreed to strengthen strategic communication, maintain peace and tranquility in the border areas, and push the bilateral relations back on track of stable development as soon as possible. China and Japan once again confirmed that they will comprehensively promote the China-Japan strategic and mutually beneficial relationship and are committed to building a constructive and stable bilateral relationship that meets the requirements of the new era. In accordance with Japan’s commitment on the discharge of nuclear contaminated water into the sea, China has recently begun to implement independent sampling and monitoring, and will continue to work with the international community to urge Japan to earnestly fulfill its international obligations and responsibilities.

Everyone is very concerned about China-US relations. How China and the United States get along is related to the well-being of the people of the two countries and the future and destiny of the world. In the past year, we have taken the diplomacy of heads of state as the guide and implemented the “San Francisco Vision” as the main line to promote the overall stability of China-US relations. China and the United States held two rounds of strategic communication and five meetings of the financial and economic working groups, promoted practical cooperation in the fields of drug control, law enforcement, climate change, etc., renewed the scientific and technological cooperation agreement between the two governments, and co-signed their respective resolutions on artificial intelligence at the United Nations General Assembly. Nearly 15,000 American teenagers came to China through the “5 Years 50,000” project, sowing the seeds of friendship between the two countries. These developments have been widely welcomed by all sectors of the two countries and the international community, fully proving that as long as China and the United States cooperate, many great things can be accomplished. At the same time, China firmly safeguards its sovereignty, security and development interests, and resolutely opposes the illegal and unreasonable suppression of China by the United States, especially the crude interference of the United States in China’s internal affairs on issues such as Taiwan. We must make a firm and strong response, resolutely defend our legitimate rights and interests, and safeguard the basic norms of international relations.
Last month, President Xi Jinping held a meeting with President Biden and sent a congratulatory message to President-elect Trump, providing strategic guidance for the development of China-US relations at an important juncture. President Xi Jinping profoundly summarized the seven experiences and inspirations of China-US exchanges in recent years, and clearly drew four red lines that cannot be challenged: the Taiwan issue, the road system, democracy and human rights, and the right to development. It emphasized that China’s goal of being committed to the stable, healthy and sustainable development of China-US relations has not changed, the principle of handling China-US relations in accordance with mutual respect, peaceful coexistence and win-win cooperation has not changed, the position of firmly safeguarding its sovereignty, security and development interests has not changed, and the desire to continue the traditional friendship between the Chinese and American people has not changed. This is not only an authoritative interpretation of China’s policy toward the United States, but also a solemn expectation for the future of China-US relations. China’s policy toward the United States has maintained stability and continuity, reflecting the strategic determination and broad mind of a major country. We are willing to maintain dialogue with the United States, manage differences, increase trust and resolve doubts, expand cooperation, and jointly explore the correct way for the two major countries to get along on this planet, for the benefit of both countries and the world.

China’s diplomacy has always been a diplomacy led by the Party. We unswervingly adhere to the centralized and unified leadership of the Party Central Committee over diplomatic work. We adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Diplomacy, as the fundamental guideline, conscientiously implement the diplomatic strategic deployment determined by the Party Central Committee, build a large-scale coordinated pattern of foreign work, and form a strong synergy to do a good job in foreign work. The leadership of the Party is the most distinctive feature of China’s major country diplomacy with Chinese characteristics, and it is also our greatest political advantage in overcoming all risks and challenges.
China’s diplomacy has always been the diplomacy of the people. We wholeheartedly practice the fundamental purpose of diplomacy for the people. Over the past year, we have safely evacuated more than 10,000 compatriots from high-risk areas abroad, and completed the “long journey home” of the evacuation of Chinese nationals from Lebanon in just 48 hours. We handled more than 50,000 cases of consular protection and assistance throughout the year, and repatriated more than 3,000 suspects of online fraud and gambling. We use practical actions to tell all compatriots that no matter where you go, the motherland will always be behind you.
China’s diplomacy has always been a diplomacy that bravely undertakes its mission. We firmly safeguard national interests and national dignity. We resolutely counter the plot of “using Taiwan to contain China” and the myth of “relying on the United States to seek independence”, firmly defend the country’s sovereignty and territorial integrity, and effectively consolidate the one-China pattern formed by the international community. We have carried out reasonable and effective rights protection against the provocative actions of individual countries in the South China Sea, and jointly maintained peace and stability in the South China Sea with ASEAN countries. We have cleared the air on the hype of so-called human rights issues, and more than 100 countries have overwhelmingly supported China’s just position. More and more countries have realized that double standards can only bring humiliation to themselves and interfering in other countries’ internal affairs is ultimately unpopular.
Looking back at the magnificent diplomatic history, China’s interaction with the world is showing important trend progress and changes. First, China’s policy propositions, especially the major ideas and initiatives put forward by President Xi Jinping, are increasingly welcomed and supported by the international community. Second, in response to various global challenges and solving major hot and difficult problems, more and more people expect and cannot do without China’s active participation. Third, the global significance of China’s modernization is becoming increasingly prominent, and more and more countries understand and recognize China’s successful development path.
The key to these major and positive developments lies in the leadership of General Secretary Xi Jinping, who has made strategic judgments at every important node and led the practice of major-country diplomacy with Chinese characteristics in the new era; and in the scientific guidance of Xi Jinping’s diplomatic thought, which accurately grasps the relationship between China and the world from the great trend of human development and the great pattern of world changes, so that China’s diplomatic concepts and policies always meet the common aspirations of the vast majority of countries, always conform to the objective laws of historical development and progress, and always occupy the commanding heights of international morality. Today, China has become a responsible major country with greater international influence, innovation leadership, and moral appeal.

2025 marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations. The human history has come to a critical node. Looking ahead to the international situation next year, unstable and uncertain factors will increase significantly. The choices made by countries will determine the direction of the times and affect the world pattern. China’s diplomacy will continue to seek the general trend, shoulder the great cause, and follow the great path, holding high the banner of peace, development, cooperation and win-win, and strive to promote world peace and tranquility and common progress of mankind.
First, in the face of turbulence and conflict in the world, China will firmly be a force for peace. We hope that the new US government will make the right choice, work with China halfway, eliminate interference, overcome obstacles, and strive for stable, healthy and sustainable development of Sino-US relations. We will deepen China-Russia comprehensive strategic coordination and all-round practical cooperation, and promote China-EU relations to move forward steadily in the direction of independence, mutual achievement and benefiting the world. We will use China’s stability to provide strong support for global strategic stability, and use China’s certainty to deal with all uncertainties in the world. At the same time, we will practice the solution of hot issues with Chinese characteristics, and continue to play a constructive role in the political settlement of hot issues such as the Ukrainian crisis, the Israeli-Palestinian conflict, the Korean Peninsula, and Myanmar.
Second, facing the risk of division and confrontation, China will firmly serve as a force for unity. We support the holding of the second China-Central Asia Summit and promote the signing and implementation of the China-ASEAN Free Trade Area 3.0 upgrade agreement. We will properly handle differences with India and jointly seek a bright and right path for neighboring major countries to live in harmony and develop together. We will promote the implementation of the China-Africa Ten Partnership Actions for Jointly Promoting Modernization, accelerate the construction of the China-Arab “Five Major Cooperation Patterns”, take the 10th anniversary of the China-Latin America Forum as an opportunity to open a new chapter of cooperation, and continuously promote the joint self-reliance of the global South.
Third, in the face of decoupling and chain-breaking, China will firmly be a force for opening up. We will promote the implementation of the eight actions for high-quality joint construction of the Belt and Road Initiative, coordinate the construction of major landmark projects and “small and beautiful” livelihood projects, and continuously expand new spaces for win-win development with higher levels, more resilience and more sustainable. We will firmly expand high-level opening up, accelerate the construction of the Asia-Pacific Free Trade Area, and maintain the stability and smooth flow of the global free trade system and production and supply chains. We will advocate the construction of a cooperative, stable, open, innovative and eco-friendly world economy, and work hand in hand with all countries on the road to modernization.
Fourth, facing the countercurrent of unilateral bullying, China will firmly act as a force for justice. We will solemnly commemorate the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, promote a correct historical perspective, adhere to true multilateralism, and firmly safeguard the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter. We will hold the “China Year” of the Shanghai Cooperation Organization well, support Brazil in hosting the BRICS Summit and the Climate Change Conference, support South Africa in hosting the G20 Summit, and promote the development of the international order in a more just and reasonable direction.
Fifth, in the face of ideological differences, China will firmly be a force for tolerance. We will promote the common values โโof all mankind, deepen exchanges and mutual learning with all countries, jointly promote the progress of human civilization, and promote mutual understanding and friendship among people of all countries. We will strengthen exchanges of experience in governance and development, tell the story of the Communist Party of China, the story of Chinese-style modernization, and the story of building a community with a shared future for mankind, and deepen the friendship between China and other countries in the world. We will expand the “two-way rush” of Chinese and foreign people. We will host the 9th Asian Winter Games well, so that friends from all countries can feel the colorful China through the charm of ice and snow.

In the face of great changes, we need to demonstrate a big picture and shoulder great responsibilities.
