विगत चालीस वर्षमा दुई विश्व युद्धहरू भए । पहिलोको फलस्वरूप विश्वको ६ खण्डको एक खण्ड भू-भग पूँजीवादी घेराबाट मुक्त भएको छ र समाजवादी सोवियत सङ्घको जन्म भएको छ र सबल वैज्ञानिक समाजवाद महान ऍतिहासिक यथार्थतामा फेरिएको छ । यो महान ऍतिहासिक यथार्थता पूँजीवादी तथा सामन्ती दासत्व-विरुद्ध विद्रोह गर्न सबै मुलुकहरूका शोषित र श्रमजीवी जनतालाई निरन्तर आह्वान हो । अतः बेलायत, फ्रान्स र अमेरिकाका पूँजीवादी शासकवर्गहरूले सोवियत सङ्घको विरुद्ध हिटलरी फासिस्टवादलाई उठाए र प्रत्यक्ष रूपले दोस्रो विश्व युद्धलाई बाटो तयार पारे तथा खोले । तर दोस्रो विश्व युद्धको फलस्वरूप, सोवियत ध्वस्त नभएको मात्र होइन, बरू पूर्वी तथा दक्षिण-पूर्वी युरोपका कैयन मुलुकहरूले आफलाई पूँजीवादी-सम्राज्यवादी कैदबाट मुक्त पारेर समाजवादी विश्वको सीमानालाई विस्तारित पारे । दोस्रो विश्व युद्धको फलस्वरूप, अन्तर्रष्ट्रिय मजदूर आन्दोलनले ठूलो फड्को मारेको छ र औपनिवेशिक जनताहरूले खुल्ला सशस्त्र विद्रोहको बाटो लिएका छन् । यसरी विश्व पूँजीवादका मोर्चा र पृष्ठभग गम्भिर खतरामा परेका छन् ।
दक्षिण पूर्वी एशियामा चलिरहेको क्रन्तिकारी छाल हाम्रो प्यरो मुलुक नेपालमा पनि पुगेको छ । एक युग-पुरानो सामन्ती अत्याचारलाई हाँक दिदै नेपालको मजदूरवर्गले पहिकोपल्ट मार्च १९४९ मा संग्राममा प्रवेश गयो । विराटनगर जूट तथा कपडा मिलहरूका मजदूरहरुले बाँच्न लायक ज्याला र काम गर्ने राम्रो अवस्थाका लागि हडताल गरे । गुप्त रूपमा का मनमोहन अधिकारीको द्नेतृत्वमा बनेको मजदूर युनियनले त्यसको नेतृत्व गर्यो । भारतको विश्वासवाती समाजवादी नेता र निश्कासित राणाहरूद्धारा समथित नेपाली रष्ट्रिय कांग्रेस नेताहरूले हडतालप्रति विश्वासघात गरे । हडतालको छाल राजधानीमा पनि फैलियो । काठमाडौंमा, बिजुली तथा टक्सार विभागका सरकारी कर्मचारी र बैंक तथा अस्पताल कर्मचारीहरूले त्यस्तै मागहरू राखेर हडताल गरे । हडतालीहरू कति दृढ थिए भने सरकार तलब बढाउन र राशन दिन बाध्य भयो । काठमाडौं उपत्यकाभित मात्र तलब-बद्धि र अन्न-खरीद सुविधाहरू सोमित भए पनि नेपालका सम्पूर्ण जनताले त्यसलाई आफ्नै विजयको रूप्मा लिए र आफ्ना अधिकारहरूको सुरक्षार्थ जनसङ्घर्षको खाँचालाई बुझे ।

१३८५ देखिन् सामन्ती निरंकुशहरूले नेपालमा शासन गदौछन् । यी शतब्दीहरूको क्रममा भएका परिवर्तनहरूले राणाहरूको निरंकुशवादलाई मात्र बलियो पारेका छन् । नेपालको केही भागमा पूँजीवादी उत्पादन लागू भए पनि अझसम्म सामन्ती उत्पादन-प्रणाली र प्रशासनको निर्णायक प्रभाव रहेको छ ।
मुलुकमा अझसम्म आत्म निर्भर प्राकृतिक अर्थतन्त्रको प्रभुत्व छ, तर यो मर्दो रूपमा छ । किसानहरूले आफ्नो खाद्यान्न मात्र होइन आफ्नूले उपयोग गर्ने धेरैजसो चीज आफै पैदा गर्छन् । राणा, जमीन्दार, द्धारे, ठालु र मुखियाहरूले किसानहरूबाट उठाएको तिरो आफ्नै व्यक्तिगत मोजमज्जामा खर्च गर्छन् । पहिले सोतिरोलाई चीजहरूको साटासाटमा प्रयोग गरिन्थ्यो । अहिले सामन्ती परजीवीहरू यस्तो प्रणाली लागू गरेका छन् तापनि त्यसको अझसम्म निर्णायक प्रभाव छैन ।
धेरै जसो जमीन सामन्ती शासकवर्ग, अर्थात् राणा, सहेवज्यु, घरानियां, जमीन्दार र गुरूज्युहरूको मालिकत्वमा छ । किसानहरूको मालिकत्वमा ज्यादै थोरै जमीन छै, वा जमीन नै छैन । किसानहरूले आफ्नै ज्यावल प्रयोग गरेर आफ्ना मालिकहरूको जमीन जोत्छन् र ती मालिकहरूको लोभ पूरा गर्न आफ्नो बालीको तीनचौथाइ हिस्सा बुझाउँछन् । १६२४ मा दास प्रथाको उन्मूलन भए पनि अझसम्म घृणित खालको शारीरिक दण्ड दिने चलन छैदैछ । अझसम्म सामन्ती मालिकहरूले १५ दिनसम्म किसानहरूलाई थुन्न कानूनी असधिकार पाएका छन् । वास्तवमा किसानहरूको स्थिति भूदासको भन्दा राम्रो छैन ।
किसानहरूले सारा राणाहरू र सामन्ती मालिकहरूद्धारा गरिने शोषणको असह्य भार बोक्नु परेको छ र त्यसका साथै,नजराना, कर तथा बेगारी दिएर सम्पूर्ण सामन्ती नोकर-शाही र जन-विरोधी सरकारी सेनालाई पनि कायम राख्न्नु परेको छ ।
मल्ल वंशको शासनकालमा नेपालमा धेरै सामन्तहरूले शासन गथै । तर १७६९ देखिन् नेपाल राणाहरू र तिनका सामन्ती पिठ्ठुहरूद्धारा शसित एक केन्द्रीकृत सामन्ती निरकुश राज्य बनेको छ ।
नेपाली किसानहरूले कुनै पनि व्यक्तिगत, शारीरिक वा राजनैतिक स्वतन्त्रताको उपभोग न पहिले गरेका थिए न अहिले गरेका छन् । सामन्ती शासक गुटद्धारा गरिएको कठोरतम रूपको शोषण तथा उत्पीडनको गर्दा नेपालको सामाजिक व्यवस्था शतब्दीयौं देखिन् प्राय: गहिहीन रहेको छ ।
“कोत पर्व” को रूपमा परिचित बलप्रयोगद्धारा सत्ता अपहरणबाट राणाहरू सत्तामा आउने वित्तिकै, विदेशी साम्रज्यवादीहरूले नेपालमा छिटो छिटो आफ्नो प्रभाव बढाउन थाले । यो कतिसम्म बढेको छ भने आज नेपाल वास्तवमा विदेशी साम्रज्यवादीहरूको अर्ध-उपनिवेश रहेको छ । त्यसवेला देखिन् नेपाल बृटिश साम्रज्यवादीहरूका लागि भरौटेहरू भति गर्ने एक मुख्य स्थान बनेको छ र महाराणा त्यसको मुख्य एजेन्ट रहेको छ । आज पनि भारतको पूँजीवादी नेहरू सरकारले ब्रिटिश साम्रज्यवादीहरूलाई ब्रिटिश उपनिवेशहरूको मुक्ति सङ्घर्षलाई दबाउन भोका युवा किसानहरूमध्येबाट हजारौं सिपाही भति गर्न दिइरहेको छ । ब्रिटिश एकाधिकार पूँजीको नाफाको रक्षा गर्न अपधी महाराणाले गरीब नेपाली युवकहरूको जीवन र रगतको बिक्री गरिरहेको छ ।
यसका अतिरिक्त, बाल स्ट्रीटका एजेन्टहरूले नेपालमा प्रभुत्व जमाएका छन् र उनीहरू हाम्रो पवित्र भूमिमा सोवियत-विरोधी सैनिक अड्डाहरू बनाउने योजना गर्नमा व्यस्त छन् । भारतीय पूँजीवादी पनि नेपालमा आफ्नो शोषणका जालहरू फैलाउदै छन् । नेपालमा जनवादी आन्दोलनको उठ्दो लहरको भिरूद्ध आफ्नो स्थितिलाई बलियो पार्न महाराणाले उक्त सब विदेशी शोषकहरूलाई निम्त्याइरहेको छ । के कुरो स्पष्ट छ भने जो शासक अंग्रेज-अमेरिकी साम्रज्यवाद र भारतीय पिछलग्गूहरूको द्लाल मात्र बनेको छ उसले भोला जनताको एउटा पनि समस्या हल गर्न सक्दैन । उसले जनताका समस्याहरूलाई बढाउन र चर्काउन मात्र सक्छ र वास्तवमा अहिले उसले यस्तै गर्दैछ ।
यस्तो भयानक थिचोमिचिको विरुद्ध नेपाली जनता आन्दोलित भएका छन् । पूँजीवादी उत्पादन-प्रणालीको स्थापनाले गर्दा आधुनिक समाजको सबभन्दा क्रान्तिकारी वर्ग, मजदूरवर्गको जन्म हुँदैछ । घृणित महाराणाको विरुद्ध प्रजातान्त्रिक अधिकारहरूका खागि ऐतिहसिक हडताल संग्रामहरूमा नेपालको मजदूरवर्गले आफ्नो क्रान्तिकारी गुणको प्रदर्शन गरिसकेको छ । नेपालको इतिहासमा सर्वप्रथम जनताले राजनैतिक अधिकारहरूको माग गरेर काठमाडौंका सडकमा प्रदर्शन गरे । फेरि, नेपालको जीवनमा पहिलोपल्ट विद्यार्थाहरूले शिक्षण संस्थाहरूभित्र राजनैतिक सभाहरू गरे र उनीहरू नागरिक अधिकारहरूको माग बुलन्द गर्दै सडक प्रदर्शनमा उत्रे । उक्त आन्दोलनलाई निर्ममतापूर्वक दबाइयो, तर पनि शासकवर्गले बाध्य भएर जनताले नागरिक अधिकारहरू दिन र राजबन्दीहरू छाड्न कबुल गर्नुपरेको थियो । लडाकू जनताले यसलाई ठीक रूपमा महाराणा र उनको गूटका कमजोरीको स्वीकारोक्ति र आफ्नो बढ्दो तागतको प्रमाण ठानेका छन् ।

दोस्रो विश्वयुद्धको अन्तपछि सम्पूर्ण संसार दुई शिविरमा विभाजित भएको छ – अमेरिका तथा अंग्रेज एकाधिकारी पूँजीद्धारा नेतृत्व गरिएको साम्राज्यवाद, प्रतिकृयावाद तथा युद्धको शिविर र समाजवादी सोवियत संघद्धारा नेतृत्व गरिएको साम्राज्यवाद विरोधी, जनवाद तथा शान्तिको शिविर । अंग्रेज-अमेरिकी साम्राज्यवादी युद्धखोरहरूले संसारभर प्रत्येक मुलुकभित्र जनवादी शक्तिहरूको उठदो लहर विरुद्ध प्रतिक्रियावादीहरूलाई सक्रिय सहयोग गरिरहेका छन् र उपनिवेश तथा अर्ध उपनिवेशहरूका मुक्ति संघर्षहरूको विरुद्ध आक्रमणकारी युद्ध चलाइरहेका छन् । आसन्न पूँजीवादी संकटबाट उम्कने र अमानवीय शोषणको आफ्नो टाटपल्टेको पूँजीवादी व्यवस्थालाई जोगाउने उद्देश्यले तिनीहरूले सोभियत संघ र लोक जनवादी राज्यहरूको विरुद्ध तेस्रो विश्वयुद्ध भडकाउन हतारमा तयारी गर्दैछन् । नेपालको शासक गूटहरूले यस साम्राज्यवादी शिविरलाई खुल्ला रूपमा साथ दिएका छन् र आज प्रतिक्रियावादका इमान्दार चाकरको रूपमा काम गर्दैछन्। आफ्नो जालसाजी प्रचार-यन्त्रको व्यापक प्रयोह गरेर राणाहरूले जनतालाई के विश्वास दिलाउन खोज्दैछन् भने देलायत, अमेरिका र भारतसित भएको उनीहरूको विश्वासघाती गठबन्धनले हाम्रो जनताका लागि शान्तिखुब ल्याउने छ । स्वर्गीय प्रधानमन्त्री पद्म शम्शेर राणाले कतिसम्म पनि भने-नेपालमा प्रजातन्त्र स्थापना भइसकेको छ ।
बर्तमान प्रधानमन्त्री मोहन शम्शेर राणाले आधुनिक राज्यको रूपमा नेपालको निर्माण गर्न एक पञ्च वर्षीय योजनाको घोषणा समेत गरेका छन् । तर यी आँखामा धुलो फ्याक्ने कुरा मात्र हुन् । वास्तवमा राणाहरूको तरीका अमेरिकी युद्धखोरहरूको सेवामा नेपाललाई युद्ध-अखाडा बनाउन दिने तरीका हो बृटिश साम्राज्यवादको रक्षामा नेपालको मानव-शक्ति प्रदान गर्ने तरीका हो, र नेपालको व्यापारमा तथा वाणिज्यमा भारतीय पूँजीपतिवर्ग र् त्यसको नेहरू सरकारको सेवामा लगाउने तरीका हो ।महाराणासित सन्धि गरेर केही अमेरिकी व्यापारिक संस्थाहरूले आगामी तीस वर्षका लागि पश्चिम नेपालको केही भागहरूलाई आफ्नो नियन्त्रणमा लिइसकेका नै छन् । काठमाडौं स्थित अमेरिकी मिशनले मुलुकमाई आफ्नो उपनिवेशमा परिणत गर्न जोडतोडले कम गर्देछ । १८५७ देखिन् नेपालको मानव-शक्तिको उपयोग गरिआएका बृटिश साम्राज्यवादीहरू पनि यस निन्दनीय काममा त्यक्तिकै संलग्न छन् । बृटिश, भारतीय र नेपाल सरकारहरू बीच नवेम्बर ९, १९४७ काठमाडौंमा हस्ताक्षर गरिएको सन्धिको एउटा धारा यस प्रकारको छ:-
“भारतीय सरकारले के कुरालाई सकारे छ भने भारत वा नेपालको कुनै ठाउँमा अर्को भति केन्द्र नबनेसम्म बृटिश सरकारले पहिले झै गोरखपुर र घुमका भति केन्द्रहरूको प्रयोग गर्नेछ ।”
उपरोक्त एउटै धाराले नेहरू सरकार र महाराणा सरकारको “तटस्थता” तथा “स्वाधीनता” सम्बन्धी कथालाई धुजाधुजा पारिदिएको छ । फेरि सो धाराले के नांगो सत्यलाई प्रमाणित गरेको छ भने नेहरू सरकार र नेपाल सरकार दुवै प्रतिक्रियावाद तथा युद्धको साम्राज्यवादी शिविरका सक्रिय सहभागी तथा चाकर हुन् ।
नेपाली जनताको दुर्भाग्य यतिमा मात्र सीमित रहेको छैन । नयाँ दिल्लीमा आफ्नो सरकारको संरक्षण तथा निर्देशन पाएका भारतीय ठूलो बन्दव्यापारले एक ठूलो युद्धमा नेपालको ढोका “खोलिरहेको” छ । विडला, सिन्धारिया र चौधरियाले नेपालमा जूट, कपडा र चिनी मिलहरू खोलेका छ । नेहरू सरकार आफैले कोशी योजना लिएको छ । आज नेपाल्मा लगानी हिस्सा भारतीय पूँजीपतिहरूको छ । यी भारतीय पूँजीवादी लुटेराहरू नेपालका सस्तो श्रम र प्राकृतिक साधन स्रोतहरूको शोषणमा लागेका छन् र उनीहरूको उद्देश्य आफ्नै थैली भर्नु हो र नेपालको औद्योगिकीकरण गर्नु होइन, किनभने उनीहररू औद्योगिकीकरण गर्न अनिच्छुक मात्र होइन, असमर्थ पनि छन् । यसरी नेपाली जनता दोहिरो विश्व पूँजीवादी अर्थतन्त्रको पर्न गएको छ र आसन्न संकटको खतरनाक समाधातमा परेर काँपिरहेको र टुटिरहेको छ । यसबाट नेपाली जनताको मुक्ति होइन, विनाश हुनेछ ।
त्यसैले नेपाली जनताले एउटा भिन्न बाटो लिनुपर्छ । त्यो बाटो हो-विश्व जनवादी शिविरसित सक्रिय मेल गरी विद्यमान सामन्ती व्यवस्था र नेपालमाथिको साम्राज्यवदी-पूँजीवादी आधिपत्यलाई पूरैसित खतम पर्नु र मजदूर वर्गको नेतृत्वमा मेहनतकश जनताको जनवादी राज्य स्थापना गर्नु, अर्थात यस्तो राज्य व्यवस्था स्थापना गर्नु जसमा जनता राष्ट्रको सम्पतिको मालिक हुनेछन् र त्यसलाई आफ्नै फाइदाका लागि विकसित गर्नेछन् । विजयी समाजवादको देश सोभियत संघको अनुभव र पूर्वी युरोपका लोक जनवादी राज्यहरू, नयाँ चीन, उत्तर कोरिया तथा अघि बढिरहेका औपनिवेशिक जनताका अनुभवहरूले नेपाली जनतालाई दिन प्रतिदिन यस गौरवपूर्ण संघर्षमा प्रेरणा दिदैछन् किनभने तिनले सर्वत्र उत्पिडित जनतालाई प्रेरणा दिन्छन् ।
सामन्ती व्यवस्था र नेपालमाथिको साम्राज्यवादी आधिपत्यलाई खतम पार्ने संगर्षमा मजदूरवर्गले अग्रणी भुमिका खेल्नु परेको छ र यो इतिहासले त्यसको काँधमा हालिदिएको अभिभारा हो । आज संख्यामा थोरै भए पनि, नेपालको मजदूरवर्ग पूँजीवादी शोषण तीब्र हुँदै गएको सिलसिलामा दिन प्रतिदिन संख्यात्मक र राजनैतिक दृष्टिले बलियो हुँदैछ । “सोवियत संघको कम्युनिष्ट पार्टी (बो.) को इतिहास” मा कामरेड स्टालिनले भन्नुभएको छ:-
“त्यसैले हामीले आफ्नो कार्य-दिशाको आधार समाजका त्यस्ता अंगहरूलाई बनाउनु हुन्न, जो प्रमुख शक्ति रहेता पनि, विकसित भइरहेका छैनन् । बरू हामीले त्यस्ता अंगहरूलाई आफ्नो आधार् बनाउनु पर्छ, जो अहिले प्रमुख शक्ति नरहे तापनि, विकसित भइरहेका हुन्छन् र जसको सामु भविष्य छ ।”
नेपालमा विकासशील वर्ग-संघर्षप्रति यस्तो द्धन्द्धात्मक-भौतिकवादी दृष्टिकोणको मदतबाट मात्र क्रान्तिकारीहरूले सही रणीतिको प्रतिपादन गर्न र त्यसलाई मार्क्स-एन्जेल्स-लेनिन-स्टालिनको अजेय झण्डामुनि विजयसम्म बढाउन मक्नेछन्

हामी नेपालका मजदूर, किसान सिपही, श्रमजीवी, मध्यम वर्गहरू र सारा प्रजातन्त्रप्रेमी जनतालाई के अपील गर्छौ भने उनीहरू सामन्ति एकतन्त्रवागदको विरूद आफ्ना सबै प्रिय आकांक्षाहरूको सिद्धिकरणका लागि एउटा साझा मोर्चामा एकगठ होउन् । हामीलाई के कुरामा पूर्ण विश्वास छ भने जनवादी शक्तिहरू तलको जनवादी कार्यक्रमको आधारमा ठोस रूपली एकग्ठ हुन सक्छन्:-
१. सामन्ती एकतन्त्रवागद तथा विदेशी आधिपत्यको पूर्ण उन्मूलन र पूर्ण तथा वास्तविक स्वाधीनता ।
२. मजदूर श्रमजीवी किसान रउत्पीडित निम्न पूँजीपतिवर्गको प्रतिनिधित्व गर्ने जनवादी सरकार जसले अंग्रेज-अमेरिकी साम्राज्यवाद र त्यसका भारतीय पिछलग्गुहरूसित सहयोगको विरोध गर्गछ र शान्ति तथा सबै जातोहरूको स्वतन्त्राका लागि कृयाशील जनवादी राज्यहरूसित सहयोग गर्दछ ।
३. बालिग मताधिकारमअ आधारित संविधान, जसले सर्वसाधारणलाई पूर्ण स्वतन्त्रता तथा प्रजातन्त्र र आधारबूत ग्यारेण्टी गर्दछ । विशेषाधिकारहरू र जातपात, नस्ल र जातिको आधारमा गरिने भे दभाव कानूनद्धारा खतम पारिने छ र यसको उल्लंघनलाई कानूनद्धारा दण्डनीय पारिनेछ ।
४. बिनामुआवजा जमीनदारी प्रथा र सबै खालको सामन्ती शोषणको उन्मूलन र जोताहाहरूलाई जमीनको वितरण गर्नु । ग्रामीण ऋण खतम गर्नु । कृषि मजदूरहरूलाई जीवनयोग्य ज्याला ।
५. बैंक, औद्योगिक तथा यातायात व्यवसाय, वाटिका, खानी, आदिमा लगाइएको विदेशी पुंजी राज्यद्धारा जफत गर्नु र ती व्यवसायहरूको राष्ट्रियकरण गर्नु ।
६. ठूल-ठूला उद्योगहरू, ठूला बैंकहरू र बीमा कम्पनीहरूको राष्ट्रियकरण, मजदूर नियन्त्रणको ग्यारेण्टी, न्युनतम जीवनयोग्य ज्याला, आठ घण्टा कामको दिन, आदि ।
७. मुलुकका साधन् श्रोतहरूको विकास गर्न आर्थिक योजना र रणनतिक आर्थिक केन्द्रहरूबाट ठूलो व्यवसायलाई हटाउनु निजी उद्योगहहरूमा नाफामाथि नियन्त्रण ।
८. सबै दमनकारी कानूनहरू खारेज गर्नु ।
९. नोकरशाहीको उन्मूलन र निर्वाचित अधिकारीहरू सहितको र जन-समितिहरूद्धारा निर्देशित प्रशासन ।
१०. आम जनतालाई सशस्त्र पार्नु र जनताको जनवादी सेना स्थापना गर्नु ।
११. स्वतन्त्र शिक्षा र अनिवार्य प्राथमिक शिक्षा प्राप्त गर्न अधिकार ।
१२. महिलाहरूलाई समान प्रजातान्त्रिक अधिकारहरू ।
जनवादी मोर्चा र यसको निर्माण गर्ने नेपाल कम्युनिष्ट पार्टीले नेपालको विश्वासघाती राजनैतिक पार्टी तथा नेताहरूको विरुद्ध दृढ रूपमा संघर्ष गर्नुपर्छ र जनताका झूठा मित्रहरूलाई निर्ममतापूर्वक उदांग र एक्लो पार्नु पर्छ । जुन हदसम्म बिगार्नेहरूको विरुद्ध् संघर्ष चलाई तिनलाई परास्त गरिन्छ त्यति हदसम्म नै नेपालमा जन-संघर्ष वास्तविक क्रान्तिकारी वर्ग प्राप्त गर्नेछ ।
नेपाली राष्ट्रिय कांग्रेस (रेग्मी गूट र कोइराला गूट) र तथाकथित प्रजातन्त्र कांग्रेसले नेपाली जनताका अन्तर्राष्ट्रिय तथा राष्ट्रिय हितहरूप्रति विश्वास्अचात मात्र गरेका होइनन् तर नेपालको सामन्ती निरंकुशतावादसित, भारतको प्रतिक्रियावादी पूँजीवादी नेहरू सरकारसित र अंग्रेज-अमेरिकी युद्धखोरहरूसित सहयोग गर्ने निर्लज्ज नीतिको अनवरत रूपले अनुसरण गरिरहेका छन् । आफ्ना मुखपत्र र भाषणहरूमा उनी हरूले सोभियत संघ, गौरवशाली चीनियाँ कम्युनिष्ट पार्टीको नेतृत्वमा चीनियाँ जनताको वेगवान् विजय, मलाया, भियतनाम, शियाम तथा इण्डोनेशियाको विरुद्ध विषालु बदनामीहरू ओकलिरहेका छन् । उनीहरूको भनाइ अनुसार, महाराणाको घृणित सरकार नेपालको श्रमजीवी जनताको साझा शस्त्रु होइन । उनीहरूको भनाइ अनुसार, कम्युनिज्म र कम्युनिष्टहरू नेपालको लागि मुख्य खतरा हुन् र उनीहरू कम्युनिज्मको विरुद्ध आफ्नो “पवित्र अभियान” मा महाराणाको रक्तरंजित हातसित हात मिलाउन समेत इच्छुक छन् । कम्युनिज्मको विरुद्ध उनीहरूको पाखण्डी घृणामा मौलिक कुरो केही पनि छन् । यो त संसारभरका जन-शत्रुहरूको सुपरिचित तथा दिवालिया नीति हो । कम्युनिज्म-विरोधलाई आवरण बनाएर उनीहरू आफ्नो अपराधपूर्ण निहित स्वार्थको रक्षा गर्न शोषित जनताको विरुद्ध लड्छन् ।
उदयमान मध्यम वर्गको सानो तहको प्रतिनिधित्व गर्ने रेग्मी र खुद आफै सामन्ती मालिक रहेका असन्तुष्ट राणाहरू श्रमजीवी जनताको शोषणलाई खतम पार्नमा बिल्अकुल चसो राख्दैनन् उनीहरू विद्यमान सत्तासित संझौता गर्न चाहन्छन् र जनताको रगत चुस्नमा उचित हिस्सा प्राप्त गर्न मात्र उत्सुक छन् । आफ्नो खराब उद्देश्य सिद्ध गर्नका लागि उनीहरू जनताको वास्तविक असन्तोषसित खेलवाड गर्छन्, विरोधको टीपी लगाउँछन् । तर सदासर्वदा उनीहरू आमजनताको क्रान्तिकारी शक्ति र अग्रसरतालाई रोक्न भगीरथ कोशिश गर्दछन् । तर जब जन-असन्तोषले सारा छेकवारलाई भत्काउन लागेको हुन्छ, अनि यी वाग्बहुल वीरहरू अहानिकर सत्याग्रह संघर्ष चलाउछन् र संघर्षले आम क्रान्तिकारी चरित्र लिन थाल्ने बित्तिकै उनीहरू संघर्षरत जनताको पीठपछाडि संघर्षलाई फिर्ता लिन्छन् र महाराणासित गर्हित संझौता गर्छन् । उनीहरूले हालसालै मात्र यसो गरेका छन् ।
कम्युनिष्टहरू श्रमजीवी जनताको संघर्षका सबभन्दा संझौताहीन समर्थन हुन् । त्यसैले, स्वभावयः यी गद्दरहरू कम्युनिष्टहरूको विरुद्ध आफ्नो मुख्य हमलालाई केन्द्रित पार्छन् । शोषित जनताप्रतिको विश्वासघात र शोषकवर्गहरूप्रतिको अधीनस्थतालाई लुकाउन उनीहरूले “तेस्रो बाटो” को झूठो नारा उठाएका छन् । अंग्रेज-अमेरिकी एकाधिकारी पूँजीको नेतृअत्वमा रहेको पूँजीवादको शिविर र सोभियत संघ तथा अन्तर्राष्ट्रिय मजदूरवर्गको नेतृत्वमा रहेको समाजवादको शिविरका माझ स्पष्ट रूपले विभाजित संसारमा कुनै “तेस्रो बाटो”, कुनै “मध्यम मार्ग” को नीति हुन सक्दैन । उपर्युक्त दुई बाटोमा एउटा सबैले चुन्नै पर्छ । “तेस्रो बाटो” को नारा प्रतिक्रियावादसितको गठबन्धन र विस्वासघती अनुहारलाई लुकाउन प्रयोग गरिएको राजनतिक छद्मभेष हो । नेहरूको “तेस्रो बाटो” यसको एउटा घिनलाग्दो प्रमाण हो ।
नेहरूले “तेस्रो बाटो” बाट सुरु गरेर केही महिनाभित्रै उनी साम्राज्यवादी-पूँजीवादी-सामती गठबन्धनको शिविरमा सामेल भए । “तेस्रो बाटो” को अनिवार्य गन्तव्य स्थान यही हो । यो अन्तर्राष्ट्रिय सामाजिक जनवादको घृणित झण्डा हो, मजदूरवर्गप्रति विश्वासघातको झण्डा हो ।
हामी नेपालको प्रजातन्त्रवादी जनतालाई के आव्हान गर्छौ भने उनीहरू यी झूठा मित्रहरूबाट, यी नक्कली प्रजातन्त्रवादीहरूबाट सतर्क होउन् र उनीहरूले सोभियत संघद्धारा नेतृत्व गरिको विश्व साम्राज्यवादी-विरोधी शिविरको पक्षमा दरो अडान लेउन् र लोक जनवादको लागि संझौताहीन संघर्षलाई अघि बडाउन् ।
शोषित, पददलित जनताको पंक्तिमा रहेका दाजु-भाइ दिदी-बहिनीहरू हो !
संसारका संघर्षरत जनताको नेता समाजवादी सोभियत संघको विरुद्ध हाम्रो पावित्र मातृभूमिलाई युद्ध-अखडामा फेर्ने अपराधी योजनालाई विफल पार्न दृढ रूपमा संघर्ष गर्नुहोस् । नेपालका श्रमजीवी जनताले कहिले पनि सोभियत संघको विरुद्ध संघर्ष गर्न छैनन्, आफ्नो वर्गाय दाजुभाइहरूको विरुद्ध कहिले पनि हात उठाउने छैनन् ।
विदेशमा साम्राज्यवादी डकैतीको रक्षाथ रगत बगाउन इन्कार गर्नोस् । नेपालका गरीब जनताले अरू मुलुकहरूमा गरीब जनताको शोषण गर्नमा साम्राज्यवादी उपनिवेशवादीहरूलाई किन मदत गर्न ? नेपालका गरीब जनताले हाम्रो मुलुक र जनतामाथि आघिपत्य जमाइरहेको उही अंग्रेज-अमेरिकी साम्राज्यवादीहरूलाई बलियो पार्न आफ्ना जीवनको बलिदान किन गर्न ? बर्मा मलाया र अन्य दक्षिण-एशियाली मुलुकहरूको मुक्ति संघर्ष विरुद्ध लड्न इन्कार गर्नोस्, किनभने ती मुलुकहरूका जनताहरू पनि उही मगहरूका लागि र उही शोषकवर्गहरूको विरुद्ध लडिरहेका छन्, जुन मार्गका लागि र जुन शोषक वर्गको नेपाली जनता आफ्नो मुलुकमा लडिरहेका छन् । शोषितहरूको विरुद्ध लड्न कम्मर कस्नुहोस् । आफ्नै दाजु-भाइहरूतिर होइन, सर्व-साधारण जनताका शस्त्रुहरूतिर आफ्नो बन्दुक सोझ्याउनु होस् । आफ्ना दाजु-भाइहरूको विरुद्ध लड्नुको अर्थ आफ्नै दसत्वलाई बलियो पार्नु हो ।

नेपालका श्रमजीवी किसानहरू हो ! वर्तमान सामन्ती व्यवस्थाको विरुद्ध कठोर सम्झौताहीन संघर्षबाट नै तपाईहरूको मुक्ति हुनेछ । यस गौरवशाली संघर्षमा तपाईहरू न कमजोर हुनुहुन्छ, न एक्लो । तपाईहरू मुलुकमा अत्यधिक बहुसंख्यामा हुनुहुन्छ । वीरतापूर्ण मजदूरवर्ग यस संघर्षको अघिल्लो मोर्चामा उभेको छ र नेपाल, भारत, पाकिस्तान तथा समस्त विश्वका सबै प्रजातान्त्रिक शक्तिहरू तपाईहरूको साथमा छन् । लाल झण्डाको नेतृत्वमा मुलुकव्यापी स्तरमा आफ्नो स्वन्त्र जन संगठन बनाउनुहोस् र् तलका मागहरू पूरा गर्न दृढ संघर्ष चलाउनु होस्:-
१. जमीन जोत्नेलाई देऊ ।
२. खेत मजदूरहरूमा पर्ती जग्गा वितरण गर ।
३. गैर-कानूनी नजराना तथा बेठ बेगारी खारेज गर ।
४. त्रिभाग् तत्काल लागू गर ।
५. खेत मजदूरहरूका लागि बाँच्नयोग्य ज्याला ।
६. पूर्ण नागरिक स्वतन्त्रता ।
नेपालका विद्यार्थी तथा जनवादी युवाहरू हो ! नेपालको पहिलो राष्ट्रिय संघर्षमा तपाईहरूले गौरवशाली भूमिका खेल्नुभएको छ र प्रशस्त रगत बगाउनु भएको छ । युवा गंगालालको अमर प्राणोत्सर्गले तपाईहरू धेरै जनालाई नयाँ संग्राम र नयाँ बलिदानको निम्ति अभिप्रेरित गरेको छ । १९३० एकजना वीर श्री खड्गमान अझसम्म आफ्नो आँगमा सिक्री र नेलसहित जेलमा सडिरहनु भएको छ । दैनिक परिपक्व संग्रामहरूद्धारा उक्त परंपरालाई अरू उच्चाइमा उठाउने समय र बोलाहट भएको छ । आजसम्म तपाईहरूले स्वतन्त्र लडाकू जन-संगठन नहुँदा विश्वासघाती र अवसरवादीहरूले तपाईहरूलाई मझधारमा अलपत्र छोड्ने मौका पाएका छन् । त्यसैले, तलका मागहरूको लागि लड्न आफ्नो स्वतन्त्र, लडाकू, प्रजातान्त्रिक, जन संगठन बनाउन अघि बढ्नुहोस्:-

नेपालका श्रमजीवी महिलाहरू हो ! तपाईहरू बढ्दो संघर्ष र लडाकूपनाको स्वागत गर्दछौ । मार्च १९४७ मा विराटनगर जूट तथा कपडा मिलहरूका श्रमजीवी महिलाहरूले आफ्ना पुरुषहरूसित काँधसा काँध मिलाएर लडेका छन् । त्यही सालमा महिलाहरूले महाराणाको सशस्त्र आतंकलाई हाँक दिदै, काठमाडौंको सडकमा प्रदर्शन गरेका छन् । जन आक्रोसको बढ्दो डराएर, राणा सरकारले बाध्य भई नगरपालिकीय प्रशासन जनताको हातमा सुम्प्यो । तर निर्वाचनमा महिलाहरूलाई मतदान गर्ने अधिकारबाट विञ्चत पारियो । नेपालको श्रमजीवी महिलाहरूले चुपचाप सहेर बस्न इन्कार गरे । एउटा प्रतिनिधिमण्डल बनाएर उनीहरू प्रधानमन्त्रीको निवासस्थानतर्फ गए । यसबाट तपाईहरूको लड्ने तथा अधिकार प्रप्त गर्ने अठोट देखिएको छ । सामाजिक आर्थिक तथा राजनैतिक तेहोरो थिचोमिचोको विरुद्ध लड्न आफ्नो महिला संघ गठन गर्नुहोस् । तलका मागहरू उठाउनुहोस् र संझौताहीन संघर्षद्धारा त्यसलाई टेवा दिनुहोस्:-
१. समान कामको लागि समान तलब ।
२. राष्ट्रिय जिवनका सबै शेत्रमा समान अधिकारहरू ।
३. सुत्केरी सुविधा र केटाकेटीहरूका लागि सुरक्षित जीवन ।

The revolutionary wave in South East Asia has reached our beloved country Nepal. The working class of Nepal entered the war for the first time in March 1949, shouting an age-old feudal tyranny. Workers of Biratnagar Jute and Textile Mills went on strike to demand better living wages and better working conditions. It was led by a secret trade union led by Manmohan Adhikari. The Nepali National Congress leaders, backed by India’s loyalist socialist leader and the expelled Rana, betrayed the strike. The wave of strikes also spread to the capital. In Kathmandu, Government employees of the Electricity and Taxation Department and bank and hospital employees went on strike with similar demands. The strikes were so intense that the government was forced to raise salaries and provide rations. Even though the salary and food procurement facilities were limited to the Kathmandu Valley, all the people of Nepal took it as their own victory and understood the need for mass struggle for the protection of their rights.

Since 1385, feudal tyrants have been ruling Nepal. The changes that have taken place over these centuries have only strengthened the autocracy of the Rana. Despite the introduction of capitalist production in some parts of Nepal, the feudal system of production and administration still has a decisive influence.
The country is still dominated by a self-reliant natural economy, but it is dying. Farmers produce not only their own food but also much of what they use. Rana, Zamindar, Dhare, Thalu and Mukhiyas spend the money collected from the farmers for their own personal enjoyment. Sotiro used to be used in exchange for things. Although feudal parasites have now adopted such a system, it has not yet had a decisive effect.
Most of the land is owned by the feudal ruling class, namely Rana, Sahevaju, Gharaniyas, Zamindars and Gurus. Farmers own very little land, or no land at all. Farmers plow their own land using their own plowshares and give up three-fourths of their crops to satisfy the greed of those owners. Despite the abolition of slavery in 1624, abominable corporal punishment is still practiced. Yet feudal lords have the legal right to detain farmers for up to 15 days. In fact, the situation of farmers is not better than that of Bhudas.
The peasants have to bear the unbearable burden of exploitation by all the ranas and feudal lords, and at the same time maintain the entire feudal bureaucracy and anti-people government army by paying rewards, taxes and forced labor.
During the reign of the Malla dynasty, many feudal lords ruled Nepal. But since 1769, Nepal has become a centralized feudal state ruled by the Rana and his feudal backs.
Nepali farmers have not enjoyed any personal, physical or political freedom before or now. Due to the worst forms of exploitation and oppression perpetrated by the feudal ruling factions, the social system of Nepal has been almost non-existent for centuries.
As soon as the Rana came to power from the usurpation of power by force known as “Kot Parva”, the foreign imperialists began to rapidly increase their influence in Nepal. As far as it is concerned, today Nepal is in fact a semi-colony of foreign imperialists. Since then, Nepal has been a major hub for British imperialists and the Maharana has been its main agent. Even today the capitalist Nehru government of India is allowing the British imperialists to recruit thousands of soldiers from among the hungry young peasants to suppress the liberation struggle of the British colonies. To protect the profits of British monopoly capital, Apadhi Maharana is selling the lives and blood of poor Nepali youth.
In addition, Bal Street agents dominate Nepal and are busy planning to build anti-Soviet military bases in our holy land. Indian capitalists are also spreading their traps of exploitation in Nepal. Maharana is inviting all these foreign exploiters to strengthen his position against the rising wave of democratic movement in Nepal. What is clear is that a ruler who has become a pawn of Anglo-American imperialism and the Indian backbenchers cannot solve a single problem of the gullible people. He can only aggravate the problems of the people and in fact he is doing it now.
The Nepali people have agitated against such a terrible oppression. The establishment of the capitalist system of production is giving birth to the most revolutionary class of modern society, the working class. Nepal’s working class has already demonstrated its revolutionary qualities in the historic strike for democratic rights against the abominable Maharana. For the first time in the history of Nepal, people demonstrated in the streets of Kathmandu demanding political rights. Again, for the first time in Nepal’s life, students held political rallies inside educational institutions and took to the streets demanding civil rights. The movement was brutally suppressed, but the ruling class was forced to give the people civil rights and the release of political prisoners. The militant masses rightly see this as an acknowledgment of the weakness of the Maharana and his faction and a testament to their growing strength.

Camp of Democracy and Peace. The Anglo-American imperialist warlords have been actively supporting the reactionaries against the rising tide of democratic forces in every country around the world and waging an aggressive war against the liberation struggles of the colonies and semi-colonies. With the aim of escaping the impending capitalist crisis and preserving their crumbling capitalist system of inhuman exploitation, they are hastily preparing for a third world war against the Soviet Union and the People’s Democratic States. The ruling factions of Nepal have openly supported this imperialist camp and are today acting as honest servants of reaction. By making extensive use of their counterfeit propaganda, the Rana is trying to convince the people that Delayat, Their treacherous alliance with the United States and India will bring peace to our people. As far as the late Prime Minister Padma Shamsher Rana is concerned, democracy has been established in Nepal. Incumbent Prime Minister Mohan Shamsher Rana has also announced a five-year plan to build Nepal as a modern state. But these are just things that throw dust in the eyes. In fact, the Rana’s method is to allow Nepal to become a battlefield in the service of American warlords, to provide Nepal’s manpower in defense of British imperialism. The misfortune of the Nepali people is not limited to this. In New Delhi, under the patronage and direction of his government, India’s big bandh trade is “opening” Nepal’s door to a major war. Vidla, Sindharia and Chaudhary have opened jute, textile and sugar mills in Nepal. The Nehru government itself has taken the Koshi scheme. That is the way to end the existing feudal system and imperialist-capitalist domination over Nepal by actively aligning with the world democratic camp and establish a working class people’s democratic state under the leadership of the working class. But they always try their best to stop the revolutionary power and initiative of the masses. But when the people’s discontent is about to break the whole barrier, and these eloquent heroes wage a harmless satyagraha struggle and as soon as the struggle takes on a general revolutionary character, they withdraw the struggle behind the backs of the struggling masses and make a pact with the Maharana. Communists are the most uncompromising support for the struggle of the working people. So, naturally, these traitors focus on their main attack against the communists. They have raised the false slogan of “Third Way” to hide their betrayal of the exploited masses and their subjugation to the exploiting classes. In a world clearly divided between the Anglo-American monopoly capitalist camp and the Soviet Union and the international working class socialist camp, there can be no “third way”, no “middle way” policy. Everyone has to choose one of the above two ways. The slogan “Third Way” is a political disguise used to disguise the alliance and reactionary face with reaction.
