Theย first representative body ofย legislative power was created inย theย Russian Empire inย 1905 asย result ofย theย revolution. Onย 6 August 1905, Emperor Nicholas II issued aย Manifesto onย Establishment andย Organisational Rules ofย one ofย theย parliament chambersย โ theย State Duma. Theย State Council ofย theย Russian Empire became theย second chamber. Theย Duma should have exercised only quasi-legislative function. However, onย 17 October 1905, theย Emperor signed aย new Manifesto establishing that no law could enter into force without anย approval ofย theย State Duma.
Thus theย State Duma was transformed from anย advisory body toย aย legislative organ. Overall four Dumas gathered till 1917. Theย Duma consisted ofย landowners, representatives ofย theย industrial middle class, merchants, city intellectuals, andย peasants. Aย total number ofย elected delegates ofย theย Duma varied from 478 toย 525 inย different years.

Theย opening ofย theย first session took place onย 27 April 1906 inย Tauride Palace inย Saint-Petersburg.
Theย elections toย theย First Duma were conducted inย accordance with aย law ofย December 1905. Six curia were established: landowners, city habitats, peasants, workers, Cossacks, andย non-Slavic people. There was no universal (women, young people under 25, military people, some nationalities could not vote), equal (landownersโ curia: one elector from 2 000 persons with aย right toย vote, city habitants curiaย โ from 4 000, peasants curiaย โ from 30 000, workers curiaย โ from 90 000) andย direct voting.
Theย First State Duma was restricted inย its powers andย authority. Inย accordance with theย Code ofย Main State Laws, approved byย Nicholas II onย 23 April 1906, theย Emperor took decisions regarding ministersโ appointment, Russian foreign policy, andย declaration ofย aย state ofย emergency. Theย Code also provided that theย Emperor was entitled toย issue new laws onย his own behalf.
Theย main issue discussed byย theย First State Duma was land. Theย Duma also attempted actively but unsuccessfully toย conduct political reforms andย called toย stop repressions ofย participants ofย theย Revolution (1905โ1907). Overall theย delegates approved only one law initiated byย theย Government. This law assigned 15 million rubles toย people affected byย crop failure.
Theย First Duma was dissolved byย Nicholas II. It is known asย โtheย Duma ofย peopleโs angerโ.
Theย Second State Duma ofย theย Russian Empire

One ofย theย main tasks ofย theย Second Duma was aย resolution ofย procedural issues asย theย delegates were intended toย expand theย authority ofย theย representative body.
Theย main focus ofย their attention was anย agrarian question andย they paid less attention toย governmental drafts, counter-revolutionary repressions andย measures toย improve theย financial position ofย lower classes ofย theย Empire.
Theย Duma was dissolved inย only 102 days after theย beginning ofย its term. 55 delegates were accused inย aย plot against Emperorโs family. Some members ofย social democratic faction were said toย have connections with โaย military organization ofย theย Russian Social Democratic Labor Partyโ that was planning armed uprising onย 3 June 1907 (theย so-called theย Coup ofย theย Juneย 3rd).
New Regulations onย elections were published together with theย Manifesto onย theย dissolution ofย theย Duma.
Theย Third State Duma ofย theย Russian Empire

Theย Third Duma was theย only one ofย four State Dumas inย theย Russian Empire that worked theย full statutory five-year term.
Elections were held inย accordance with new Regulations onย elections ofย 3 June 1907. Theย new Regulations restricted election rights ofย peasants andย workers andย decreased theย number ofย representatives ofย so-called national remote areas.
Theย delegates discussed aย wide variety ofย questions: army reforms, peasants issue, inย relation toย โnational remote areasโ, etc. Theย draft should have been proposed byย no less than 30 delegates toย become aย law. All legislative initiatives were revised byย theย Duma atย three stages ofย theย lawmaking process.
Almost 30 commissions were created toย work onย drafts. Some ofย them consisted ofย several dozens ofย people, e.g. aย budget commission. Elections ofย commission members were held atย aย general session ofย theย Duma with prior approval ofย candidates within factions. Theย majority ofย commissions included representatives ofย each Dumaโs faction.
Theย drafts that were initiated byย ministries, first ofย all, were revised byย Dumaโs Gathering that included theย Duma Chairman, his comrades, theย Duma Secretary, andย his comrades (all these titles were set forth inย documents onย creation andย organization ofย Dumaโs work). Theย Dumaโs Gathering issued aย preliminary report onย allocation ofย aย draft toย one ofย Dumaโs commissions andย after that, theย report was approved byย theย Duma.
Request system was widespread. Theย delegates having gathered aย certain number ofย signatures could ask aย government toย provide aย report onย its actions.
Theย Fourth State Duma ofย theย Russian Empire

Theย work ofย theย Fourth Duma was defined byย events inside Russia andย onย theย international arena. After theย beginning ofย theย First World War andย several large defeats ofย theย Russian army, theย serious political conflict appeared between theย Duma andย executive power. Onย 25 February 1917, Emperor Nicholas II signed aย decree onย theย dissolution ofย theย Duma till April 1917. However, theย Duma continued toย gather atย private sessions.
Theย Duma was one ofย theย centers ofย opposition toย Emperor Nicholas II. Onย 27 February its members formed theย Temporary Committee ofย theย State Duma that byย forming theย Temporary Government de facto became theย supreme authority inย theย country.
After theย monarchy ceased its existence inย Russia theย Duma never gathered inย its full completion. However, theย Temporary Committee ofย theย State Duma had regular sessions.
Onย 6 October 1917, theย State Duma was dissolved byย theย Temporary Government prior toย elections toย theย Constitutional Assembly.

After theย February revolution Soviets became aย representative body. Inย accordance with adopted Constitutions ofย theย Russian Soviet Federative Socialist Republic (RSFSR) andย Soviet Union ofย Socialist Republics (USSR), legislative acts were reviewed andย adopted byย different bodies such asย All-Russian Central Executive Committee, All-Russian andย All-Union Soviets, Supreme Soviet ofย theย RSFSR andย USSR, Soviets ofย peopleโs delegates ofย USSR.
Atย theย beginning anย election system was very complex with aย lot ofย stages, not all citizens could vote. However, inย 1936, theย Constitution established general, equal, direct elections. Moreover, delegates received parliamentary immunity.
Onย theย last stage ofย theย existence ofย theย RSFSR, aย position ofย theย President ofย theย Republic was established. He was aย superior official andย head ofย executive power. Soviets ofย peopleโs delegates andย Supreme Soviet ofย theย RSFSR lost aย significant part ofย their competence. Later theย President ofย theย RSFSR ceased their existence byย aย decree.
Inย 1993 elections toย theย State Duma ofย theย Federal Assembly ofย theย Russian Federation ofย theย first convocation were held.

Theย State Duma ofย theย first convocation adopted 461 laws andย 310 ofย them entered into force. Theย most socially significant laws were theย following: amnesty laws forย persons being investigated andย remaining inย custody inย connection with events ofย 19โ21 August 1991 (1991 Soviet coup d’รฉtat attempt), 1 May 1993 (fight between opposition forces andย theย police), andย 21 Septemberย โ 4 October 1993 (aย political stand-offย between theย president andย Russian parliament), andย theย Treaty onย Social Accord.
These laws were aimed toย decrease social tensions andย conflicts after 1993 events.

Elections were recognized successful inย all constituencies.
Decisions ofย theย Duma were related toย increasing ofย pensions, aids, andย expansion ofย groups ofย people that were entitled toย benefits. Economic laws were aimed toย strengthen aย role ofย theย state (laws onย grain industry, andย state regulation ofย foreign trade activity).
Theย Criminal Code, theย Correctional Code, theย Budget Code, theย first part ofย theย Tax Code, theย second part ofย theย Civil Code, theย Forestry Code, theย Air Code, theย Urban Planning Code, andย theย Commercial Maritime Code were adopted.
Due toย several governmental crises, theย delegates ofย Duma ofย theย second convocation voted 10 times onย aย Head ofย theย Government: summer 1996, three times inย April 1998, three times inย September-August 1998, May 1999 andย August 1999.

Reelections toย theย State Duma inย these constituencies were held onย 26 March 2000. Inย single-mandate constituency N31 ofย theย Chechen Republic elections took place onย 20 August 2000. Six electoral associations got over 5% electoral threshold: โCommunist Party ofย theย Russian Federationโ (113), Interregional movement โUnityโ (โMedvedโ) (73), โFatherland-All Russiaโ (68), โUnion ofย Right Forcesโ (29), โCoalition ofย Zhirinovskiyโ (17), andย Association โYablokoโ (20).
Atย eight sessions 781 laws were adopted including laws onย theย Central Bank andย liability insurance ofย vehicles owners.
Moreover, theย State Duma approved aย law onย insurance ofย bank deposits that provided forย compensation inย case ofย anย insured accident.

Three political parties andย one electoral coalition got over 5% electoral threshold: โUnited Russiaโ (223), โCommunist Party ofย theย Russian Federationโ (52), โLiberal Democratic Party ofย Russiaโ (36), electoral coalition โFatherlandโ (37).
Theย main tasks ofย theย State Duma ofย theย fourth convocation were toย distinguish powers ofย federal andย regional authorities, modernize army andย strengthen fight against terrorism. Moreover, civil society institutions were defined inย legislation, e.g. theย Public Chamber was established; legislation onย non-profit andย self-regulatory organizations was updated.

World economic crisis ofย 2008โ2010 determined priorities ofย theย State Duma ofย theย fifth convocation. Toย support stateโs financial system theย Duma promptly adopted several laws.
Theย Duma adopted laws onย theย extension ofย theย presidential term toย 6 years andย term ofย Dumaโs delegates toย 5 years. Theย election system was also changed, including theย abolishment ofย electoral deposit forย political parties.
Special attention was paid toย theย social sphere. Police law andย law onย social guarantees forย law-enforcement officials provided forย anย increase ofย their salaries. Moreover, 170 thousand veterans ofย theย Great Patriotic War (1941โ1945) received free apartments. Theย minimal salary was also increased.

Theย main task ofย this Duma was toย adopt laws onย theย integration ofย theย Republic ofย Crimea andย theย federal city ofย Sevastopol toย theย Russian legal framework.
Inย theย economic sphere, theย Duma supported anti-crisis measures proposed byย theย Government. Thus theย Duma assigned 1 trillion Russian rubles toย support banks, doubled theย insurance protection ofย deposits toย 1,4 million rubles andย increased immediate payment ofย theย maternity capital toย 25 thousand rubles.

Forย theย first time after 2003, theย delegates were elected byย theย mixed system: 225 delegates byย partiesโ lists andย 225 delegates byย single-mandate constituencies. Theย same parties that won previous elections got toย theย Duma: โUnited Russiaโ (54,2%), Communist Party (13,34%), Liberal Democratic Party (13,14%) andย โAย Just Russiaโ (6,22%).
Onย 5 October 2016 atย aย plenary session Vyacheslav Volodin was elected asย aย Chairman ofย theย State Duma ofย theย seventh convocation. He was proposed byย theย President ofย theย Russian Federation Vladimir Putin. 404 delegates voted byย open ballot forย Vyacheslav Volodin.
Vyacheslav Volodin stated that theย main task ofย this Duma was toย deal with old law-drafts asย 2020 drafts had been left since 1994 meaning that some drafts had been waiting forย aย review dozen ofย years andย opinions onย them become out ofย date. He also said that it was very important toย improve quality ofย adopted laws.
Moreover, Vyacheslav Volodin stated that theย main focus would be put onย nationโs well-being andย that is why social andย economic agenda would be prioritized.
