How to Apply for NOC for Rally, Procession, or Meeting: Required Format & Guidelines by Alipurduar Police

ADVISORY FOR THE PETITIONER / APPLICANT

โžข Henceforth, applications for all kinds of procession/rally/meeting etc. shall only be accepted in the following format.
โžข Applications will be taken into consideration only if submitted 2 to 3 weeks prior to the scheduled programme.
โžข The application must be submitted physically at your local police station.

TERMS & CONDITIONS

  1. The licensee(s)/applicant(s) must remain present throughout the programme and will be held accountable for any lapse.
  2. Number of participants must match the declaration in the application.
  3. The Rally/Procession/Meeting must be conducted peacefully.
  4. Permission for loudspeakers must be taken separately from the concerned SDO and used only within permissible limits prescribed by the Honโ€™ble High Court, Calcutta and West Bengal Pollution Control Board.
  5. Use of loudspeakers in open air or vehicular horns in โ€œSilence Zoneโ€ areas (hospitals, courts, universities, colleges, schools) is strictly prohibited.
  6. The organizer shall not conduct any bike rally/procession.
  7. DJ music is strictly prohibited.
  8. Fireworks must not be discharged during the programme.
  9. Participants must not carry lathis, spears, firearms, swords or any weapon-like objects.
  10. Speeches inciting violence, provocative statements, or abusive language will not be permitted.
  11. No obstruction should be created to the free flow of traffic or access to buildings, ambulances, fire brigade etc.
  12. Participants must ensure no damage to public property, no assault on government servants, and no violation of law.
  13. Participants must ensure no inconvenience is caused to the public.
  14. Participants must adhere to current Health Advisory issued by the State Government.
  15. Rally/Procession vehicles/tableaus must obey traffic signals, not violate one-way routes, and maintain reasonable speed.
  16. Organizer must deploy a sufficient number of volunteers to assist the police.
  17. Participants must avoid any actions causing environmental pollution. Directives of the High Court, NGT and WBPCB must be strictly followed.
  18. Prior NOC must be obtained from other utility services and relevant landowners.
  19. Land disturbed during the programme must be restored and all waste cleaned at the organizerโ€™s own cost immediately after the event.
  20. No temporary gallery is allowed for seating arrangements.
  21. Adequate drinking water arrangements must be ensured.
  22. The ground and adjoining areas must be kept clean. No leftover food, cups, coconut shells, packets, or banned plastic items should be left behind.
  23. Trees and greenery must not be damaged.
  24. No vehicle should be parked inย No-Parking Zones.
  25. All other existing rules in force must be strictly adhered to.
  26. The organizer shall not allow children to participate unless the event is specifically child-oriented.
  27. Participants must comply with any directive/order from Alipurduar District Police to maintain law & order.
  28. Alipurduar District Police reserves the right to withdraw permission if required.
