When the international community hesitates in defending peace, sovereignty, and the rule of law, the consequences are tragic.
All over the world, anti-democratic forces try to subjugate institutions and suffocate freedoms.
They glorify violence, exalt ignorance, act as physical and digital militias, and muzzle the press.
Even under unprecedented attack, Brazil chose to resist and defend its democracy, regained forty years ago by its people after two decades of dictatorial governments.
There is no justification for unilateral and arbitrary measures against our institutions and our economy.
The aggression against the independence of the Judiciary is unacceptable.
This interference in internal affairs relies on the support of a far right that is subservient and nostalgic for old hegemonies.
False patriots openly design and promote actions against Brazil.
There can be no reconciliation with impunity.
Just days ago, and for the first time in 525 years of our history, a former Head of State was convicted for attempting against the Democratic Rule of Law.
He was investigated, indicted, tried, and held accountable for his acts in a meticulous process.
He enjoyed full right of defenseโa prerogative denied by dictatorships to their victims.
Before the eyes of the world, Brazil sent a message to all would-be autocrats and their supporters: our democracy and our sovereignty are non-negotiable.
We will continue as an independent nation and as a people free from any kind of tutelage.
Strong democracies go beyond the electoral ritual.
Their vitality presupposes reducing inequalities and guaranteeing the most basic rights: food, security, work, housing, education, and health.
Democracy fails when women earn less than men or are killed at the hands of partners and relatives.
It weakens when it shuts its doors and blames migrants for the worldโs ills.
Poverty is as much an enemy of democracy as extremism.
That is why we proudly welcomed the FAOโs confirmation that Brazil has once again left the Hunger Map this year, 2025.
Yet worldwide, 670 million people still go hungry, and around 2.3 billion face food insecurity.
The only war from which everyone can emerge victorious is the one we wage against hunger and poverty.
That is the goal of the Global Alliance we launched at the G20, already supported by 103 countries.
The international community must review its priorities:
Reduce spending on wars and increase development aid;
Ease the external debt burden of the poorest countries, especially in Africa; and
Establish minimum global tax standards so that the super-rich pay more taxes than workers.
Democracy is also measured by the ability to protect families and childhood.
Digital platforms bring us possibilities to connect as never before.
But they have also been used to sow intolerance, misogyny, xenophobia, and disinformation.
The internet cannot be a โlawless land.โ It is the duty of public authorities to protect the most vulnerable.
Regulation is not about restricting freedom of expression. It is about ensuring that what is illegal in the real world is also treated as such in the virtual sphere.
Attacks on regulation serve to cover up hidden interests and shelter crimes such as fraud, human trafficking, pedophilia, and assaults against democracy.
The Brazilian Parliament rightly hastened to address this issue.
With pride, I promulgated last week one of the worldโs most advanced laws for protecting children and adolescents in the digital sphere.
We also sent bills to Congress to foster competition in digital markets and to encourage the installation of sustainable data centers.
To mitigate the risks of artificial intelligence, we are investing in building multilateral governance aligned with the Global Digital Compact approved in this plenary last year.
Ladies and gentlemen,
In Latin America and the Caribbean, we live a moment of growing polarization and instability.
Keeping the region as a zone of peace is our priority.
We are a continent free of weapons of mass destruction, without ethnic or religious conflicts.
It is concerning to equate crime with terrorism.
The most effective way to combat drug trafficking is cooperation to repress money laundering and restrict arms trade.
Using lethal force in situations that are not armed conflicts is tantamount to executing people without trial.
Other parts of the world have already witnessed interventions that caused greater harm than what they sought to prevent, with grave humanitarian consequences.
The path of dialogue must not be closed in Venezuela.
Haiti has the right to a future free of violence.
And it is inadmissible that Cuba is listed as a country sponsoring terrorism.
In the conflict in Ukraine, we already know there will be no military solution.
The recent meeting in Alaska has revived hope for a negotiated way out.
It is necessary to pave the way for a realistic solution.
That means taking into account the legitimate security concerns of all parties.
The African Initiative and the Group of Friends of Peace, created by China and Brazil, can contribute to promoting dialogue.
No situation better exemplifies the disproportionate and illegal use of force than Palestine.
The terrorist attacks carried out by Hamas are indefensible from any perspective.
But nothingโabsolutely nothingโjustifies the genocide underway in Gaza.
There, under tons of rubble, lie tens of thousands of innocent women and children.
There, too, are buried International Humanitarian Law and the myth of Western ethical superiority.
This massacre would not happen without the complicity of those who could prevent it.
In Gaza, hunger is used as a weapon of war and forced displacement is carried out with impunity.
I express my admiration for Jews, inside and outside Israel, who oppose this collective punishment.
The Palestinian people are at risk of disappearing.
They will only survive with an independent State integrated into the international community.
This is the solution supported by more than 150 UN members, reaffirmed yesterday in this very plenary, yet blocked by a single veto.
It is regrettable that President Mahmoud Abbas was prevented by the host country from taking Palestineโs seat at this historic moment.
The spread of this conflict to Lebanon, Syria, Iran, and Qatar fuels an unprecedented arms race.
Madam President,
Bombs and nuclear weapons will not protect us from the climate crisis.
The year 2024 was the hottest ever recorded.
COP30 in Belรฉm will be the COP of truth.
It will be the moment for world leaders to prove the seriousness of their commitment to the planet.
Without the full picture of Nationally Determined Contributions (NDCs), we will be walking blindfolded toward the abyss.
Brazil has pledged to cut its emissions between 59% and 67%, covering all greenhouse gases and all sectors of the economy.
Developing nations face climate change while simultaneously battling other challenges.
Meanwhile, rich countries enjoy a standard of living built on two hundred years of emissions.
Demanding greater ambition and greater access to resources and technologies is not charity, but justice.
The race for critical minerals, essential for the energy transition, cannot repeat the predatory logic of past centuries.
In Belรฉm, the world will come face to face with the reality of the Amazon.
Brazil has halved deforestation in the region over the past two years.
Eradicating it requires ensuring dignified living conditions for its millions of inhabitants.
Promoting sustainable development is the goal of the โTropical Forests Forever Fund,โ which Brazil intends to launch to reward countries that keep their forests standing.
The time has come to move from negotiation to implementation.
The world owes much to the regime created by the Climate Convention.
But it is necessary to bring the fight against climate change to the core of the UN, so it receives the attention it deserves.
A Council linked to the General Assembly, with authority and legitimacy to monitor commitments, will give coherence to climate action.
This is a fundamental step toward a broader reform of the Organization, including an expanded Security Council in both categories of members.
Few areas have regressed as much as the multilateral trading system.
Unilateral measures render meaningless core principles such as the Most-Favored-Nation clause.
They disrupt value chains and throw the global economy into a pernicious spiral of high prices and stagnation.
It is urgent to refound the WTO on modern and flexible bases.
Ladies and gentlemen,
This year, the world lost two exceptional figures: former Uruguayan President Pepe Mujica and Pope Francis.
Both embodied, like no one else, the highest humanist values.
Their lives intertwined with the eight decades of UN existence.
If they were still among us, they would likely use this tribune to remind us:
That authoritarianism, environmental degradation, and inequality are not inevitable;
That the only ones defeated are those who cross their arms in resignation;
That we can defeat the false prophets and oligarchs who exploit fear and monetize hate; and
That tomorrow is made of daily choices, and it takes courage to act to transform it.
In the future Brazil envisions, there is no room for the revival of ideological rivalries or spheres of influence.
Confrontation is not inevitable.
We need leaders with clarity of vision, who understand that the international order is not a โzero-sum game.โ
The 21st century will be increasingly multipolar. To remain peaceful, it cannot cease to be multilateral.
Brazil attaches growing importance to the European Union, the African Union, ASEAN, CELAC, BRICS, and the G20.
The voice of the Global South must be heard.
The UN today has nearly four times as many members as the 51 that were present at its founding.
Our historic mission is to make it once again a bearer of hope and a promoter of equality, peace, sustainable development, diversity, and tolerance.

Este deveria ser um momento de celebraรงรฃo das Naรงรตes Unidas.
Criada no fim da Guerra, a ONU simboliza a expressรฃo mais elevada da aspiraรงรฃo pela paz e pela prosperidade.
Hoje, contudo, os ideais que inspiraram seus fundadores em Sรฃo Francisco estรฃo ameaรงados, como nunca estiveram em toda a sua histรณria.
O multilateralismo estรก diante de nova encruzilhada.
A autoridade desta Organizaรงรฃo estรก em xeque.
Assistimos ร consolidaรงรฃo de uma desordem internacional marcada por seguidas concessรตes ร polรญtica do poder.
Atentados ร soberania, sanรงรตes arbitrรกrias e intervenรงรตes unilaterais estรฃo se tornando a regra.
Existe um evidente paralelo entre a crise do multilateralismo e o enfraquecimento da democracia.
O autoritarismo se fortalece quando nos omitimos frente a arbitrariedades.
Quando a sociedade internacional vacila na defesa da paz, da soberania e do direito, as consequรชncias sรฃo trรกgicas.
Em todo o mundo, forรงas antidemocrรกticas tentam subjugar as instituiรงรตes e sufocar as liberdades.
Cultuam a violรชncia, exaltam a ignorรขncia, atuam como milรญcias fรญsicas e digitais, e cerceiam a imprensa.
Mesmo sob ataque sem precedentes, o Brasil optou por resistir e defender sua democracia, reconquistada hรก quarenta anos pelo seu povo, depois de duas dรฉcadas de governos ditatoriais.
Nรฃo hรก justificativa para as medidas unilaterais e arbitrรกrias contra nossas instituiรงรตes e nossa economia.
A agressรฃo contra a independรชncia do Poder Judiciรกrio รฉ inaceitรกvel.
Essa ingerรชncia em assuntos internos conta com o auxรญlio de uma extrema direita subserviente e saudosa de antigas hegemonias.
Falsos patriotas arquitetam e promovem publicamente aรงรตes contra o Brasil.
Nรฃo hรก pacificaรงรฃo com impunidade.
Hรก poucos dias, e pela primeira vez em 525 anos de nossa histรณria, um ex-chefe de Estado foi condenado por atentar contra o Estado Democrรกtico de Direito.
Foi investigado, indiciado, julgado e responsabilizado pelos seus atos em um processo minucioso.
Teve amplo direito de defesa, prerrogativa que as ditaduras negam ร s suas vรญtimas.
Diante dos olhos do mundo, o Brasil deu um recado a todos os candidatos a autocratas e ร queles que os apoiam: nossa democracia e nossa soberania sรฃo inegociรกveis.
Seguiremos como naรงรฃo independente e como povo livre de qualquer tipo de tutela.
Democracias sรณlidas vรฃo alรฉm do ritual eleitoral.
Seu vigor pressupรตe a reduรงรฃo das desigualdades e a garantia dos direitos mais elementares: a alimentaรงรฃo, a seguranรงa, o trabalho, a moradia, a educaรงรฃo e a saรบde.
A democracia falha quando as mulheres ganham menos que os homens ou morrem pelas mรฃos de parceiros e familiares.
Ela perde quando fecha suas portas e culpa migrantes pelas mazelas do mundo.
A pobreza รฉ tรฃo inimiga da democracia quanto o extremismo.
Por isso, foi com orgulho que recebemos da FAO a confirmaรงรฃo de que o Brasil voltou a sair do Mapa da Fome neste ano de 2025.
Mas no mundo, ainda hรก 670 milhรตes de pessoas famintas. Cerca de 2,3 bilhรตes enfrentam inseguranรงa alimentar.
A รบnica guerra de que todos podem sair vencedores รฉ a que travamos contra a fome e a pobreza.
Esse รฉ o objetivo da Alianรงa Global que lanรงamos no G20, que jรก conta com o apoio de 103 paรญses.
A comunidade internacional precisa rever as suas prioridades:
- Reduzir os gastos com guerras e aumentar a ajuda ao desenvolvimento;
- Aliviar o serviรงo da dรญvida externa dos paรญses mais pobres, sobretudo os africanos; e
- Definir padrรตes mรญnimos de tributaรงรฃo global, para que os super-ricos paguem mais impostos que os trabalhadores.
A democracia tambรฉm se mede pela capacidade de proteger as famรญlias e a infรขncia.
As plataformas digitais trazem possibilidades de nos aproximar como jamais havรญamos imaginado.
Mas tรชm sido usadas para semear intolerรขncia, misoginia, xenofobia e desinformaรงรฃo.
A internet nรฃo pode ser uma โterra sem leiโ. Cabe ao poder pรบblico proteger os mais vulnerรกveis.
Regular nรฃo รฉ restringir a liberdade de expressรฃo. ร garantir que o que jรก รฉ ilegal no mundo real seja tratado assim no ambiente virtual.
Ataques ร regulaรงรฃo servem para encobrir interesses escusos e dar guarida a crimes, como fraudes, trรกfico de pessoas, pedofilia e investidas contra a democracia.
O Parlamento brasileiro corretamente apressou-se em abordar esse problema.
Com orgulho, promulguei na รบltima semana uma das leis mais avanรงadas do mundo para a proteรงรฃo de crianรงas e adolescentes na esfera digital.
Tambรฉm enviamos ao Congresso Nacional projetos de lei para fomentar a concorrรชncia nos mercados digitais e para incentivar a instalaรงรฃo de datacenters sustentรกveis.
Para mitigar os riscos da inteligรชncia artificial, apostamos na construรงรฃo de uma governanรงa multilateral em linha com o Pacto Digital Global aprovado neste plenรกrio no ano passado.
Senhoras e senhores,
Na Amรฉrica Latina e Caribe, vivemos um momento de crescente polarizaรงรฃo e instabilidade.
Manter a regiรฃo como zona de paz รฉ nossa prioridade.
Somos um continente livre de armas de destruiรงรฃo em massa, sem conflitos รฉtnicos ou religiosos.
ร preocupante a equiparaรงรฃo entre a criminalidade e o terrorismo.
A forma mais eficaz de combater o trรกfico de drogas รฉ a cooperaรงรฃo para reprimir a lavagem de dinheiro e limitar o comรฉrcio de armas.
Usar forรงa letal em situaรงรตes que nรฃo constituem conflitos armados equivale a executar pessoas sem julgamento.
Outras partes do planeta jรก testemunharam intervenรงรตes que causaram danos maiores do que se pretendia evitar, com graves consequรชncias humanitรกrias.

Erradicรก-lo requer garantir condiรงรตes dignas de vida para seus milhรตes de habitantes.
Fomentar o desenvolvimento sustentรกvel รฉ o objetivo do Fundo Florestas Tropicais para Sempre, que o Brasil pretende lanรงar para remunerar os paรญses que mantรชm suas florestas em pรฉ.
ร chegado o momento de passar da fase de negociaรงรฃo para a etapa de implementaรงรฃo.
O mundo deve muito ao regime criado pela Convenรงรฃo do Clima.
Mas รฉ necessรกrio trazer o combate ร mudanรงa do clima para o coraรงรฃo da ONU, para que ela tenha a atenรงรฃo que merece.
Um Conselho vinculado ร Assembleia Geral com forรงa e legitimidade para monitorar compromissos darรก coerรชncia ร aรงรฃo climรกtica.
Trata-se de um passo fundamental na direรงรฃo de uma reforma mais abrangente da Organizaรงรฃo, que contemple tambรฉm um Conselho de Seguranรงa ampliado nas duas categorias de membros.
Poucas รกreas retrocederam tanto como o sistema multilateral de comรฉrcio.
Medidas unilaterais transformam em letra morta princรญpios basilares como a clรกusula de Naรงรฃo Mais Favorecida.
Desorganizam cadeias de valor e lanรงam a economia mundial em uma espiral perniciosa de preรงos altos e estagnaรงรฃo.
ร urgente refundar a OMC em bases modernas e flexรญveis.
Senhoras e senhores,
Este ano, o mundo perdeu duas personalidades excepcionais: o ex-presidente do Uruguai, Pepe Mujica, e o Papa Francisco.
Ambos encarnaram como ninguรฉm os melhores valores humanistas.
Suas vidas se entrelaรงaram com as oito dรฉcadas de existรชncia da ONU.
Se ainda estivessem entre nรณs, provavelmente usariam esta tribuna para lembrar:
- Que o autoritarismo, a degradaรงรฃo ambiental e a desigualdade nรฃo sรฃo inexorรกveis;
- Que os รบnicos derrotados sรฃo os que cruzam os braรงos, resignados;
- Que podemos vencer os falsos profetas e oligarcas que exploram o medo e monetizam o รณdio; e
- Que o amanhรฃ รฉ feito de escolhas diรกrias e รฉ preciso coragem de agir para transformรก-lo.
No futuro que o Brasil vislumbra nรฃo hรก espaรงo para a reediรงรฃo de rivalidades ideolรณgicas ou esferas de influรชncia.
A confrontaรงรฃo nรฃo รฉ inevitรกvel.
Precisamos de lideranรงas com clareza de visรฃo, que entendam que a ordem internacional nรฃo รฉ um โjogo de soma zeroโ.
O sรฉculo 21 serรก cada vez mais multipolar. Para se manter pacรญfico, nรฃo pode deixar de ser multilateral.
O Brasil confere crescente importรขncia ร Uniรฃo Europeia, ร Uniรฃo Africana, ร ASEAN, ร CELAC, aos BRICS e ao G20.
A voz do Sul Global deve ser ouvida.
A ONU tem hoje quase quatro vezes mais membros do que os 51 que estiveram na sua fundaรงรฃo.
Nossa missรฃo histรณrica รฉ a de tornรก-la novamente portadora de esperanรงa e promotora da igualdade, da paz, do desenvolvimento sustentรกvel, da diversidade e da tolerรขncia.
