Statement ofย theย Federation Council ofย theย Federal Assembly ofย theย Russian Federation
April 12, 2023
Theย Federation Council ofย theย Federal Assembly ofย theย Russian Federation strongly condemns theย flagrant violations ofย religious rights inย Ukraine, which are directly caused byย theย policy ofย religious intolerance implemented byย theย Kiev regime.
Theย Ukrainian authorities are practically trying toย impose aย near-political structure established with Western support that calls itself theย Orthodox Church ofย Ukraine onย theย Ukrainian people asย anย official church. Atย theย same time, theย canonical Ukrainian Orthodox Church is facing persecution: its temples are being closed, communities illegally liquidated, theย clergy stripped ofย their citizenship andย subjected toย repressions. Recently, theย Ukrainian authorities have made anย outrageous decision toย seize from theย Ukrainian Orthodox Church one ofย its main holy sitesย โ theย Kiev-Pechersk Lavra.

The desecration of the Quran, holy book for all Muslims around the world, constituted another outrageous act. This act of vandalism is a direct consequence of the official Kiev’s policy discriminating against members of ethnic and religious communities residing in Ukraine.
This policy pursued byย theย Ukrainian authorities gravely violates theย right ofย every person toย freedom ofย thought, conscience andย religion, guaranteed byย theย fundamental international instruments ofย theย United Nations: theย Universal Declaration ofย Human Rights, theย International Covenant onย Civil andย Political Rights, andย theย Declaration onย theย Elimination ofย All Forms ofย Intolerance andย ofย Discrimination Based onย Religion orย Belief.
These events arouse anger and resentment among all citizens of the Russian Federation.
The Federation Council of the Federal Assembly of the Russian Federation calls on the parliaments of foreign States and international parliamentary organizations to take a principled stand and urge official Kiev to return Ukraine to compliance with its international obligations, cease its policy of discrimination against believers and the desecration of religious shrines.
