Dear President Putin,
Colleagues,

I would like to thank President Putin and the Russian government for organizing this BRICS+ Leaders’ Dialogue. I would like to extend a warm welcome to the leaders of all countries attending today’s meeting. I am very pleased to meet with new and old friends in Kazan.

The collective rise of the “Global South” is a clear sign of major changes in the world. The common move of the “Global South” countries toward modernization is a major event in world history and an unprecedented feat in the process of human civilization. At the same time, world peace and development still face severe challenges, and the road to revitalization of the “Global South” is destined to be bumpy. As the first echelon of the “Global South”, we must demonstrate our collective wisdom and strength and shoulder our responsibilities in building a community with a shared future for mankind.

–Adhere to peace and achieve common security. We must be a stabilizing force for peace, strengthen global security governance, and explore solutions to hot issues that address both the symptoms and root causes. I put forward the Global Security Initiative, which has received positive responses from all parties and has achieved important results in many areas such as maintaining regional stability. China and Brazil jointly issued the “Six-Point Consensus” and launched the “Friends of Peace” Group on the Ukrainian Crisis together with relevant “Global South” countries. We must promote the easing of the situation as soon as possible and pave the way for a political solution. In July this year, the Palestinian factions achieved internal reconciliation in Beijing, taking an important step towards peace in the Middle East. We must continue to promote a comprehensive ceasefire in the Gaza Strip, restart the “two-state solution”, and prevent the spread of war in Lebanon. We must not let Palestinians and Lebanese people suffer again.

–Revitalize development and achieve universal prosperity. The “Global South” rose for development and prospered because of development. We must be the backbone of common development, actively participate in and lead the reform of the global economic governance system, and promote the placement of development at the center of the international economic and trade agenda. In the three years since the Global Development Initiative was proposed, nearly US$20 billion in development funds have been mobilized and more than 1,100 projects have been carried out. The Center of Excellence of the Global Industrial Artificial Intelligence Alliance has recently settled in Shanghai. China will also establish a global “smart customs” online cooperation platform and a BRICS customs demonstration center. All countries are welcome to actively participate.

— Promote civilizations together and achieve diversity and harmony. Diverse civilizations are the true nature of the world. We must be a force for promoting mutual learning among civilizations, enhance communication and dialogue, and support each other in taking a path of modernization that suits their national conditions. I put forward the Global Civilization Initiative to promote the construction of a world garden of civilizations where beauty and harmony coexist. China will take the lead in establishing a “Global South” think tank cooperation alliance to promote cultural exchanges and mutual learning and mutual learning in governance among countries.

Dear colleagues!

The Third Plenary Session of the 20th CPC Central Committee made systematic arrangements for further deepening reform and promoting Chinese-style modernization, which will surely provide more opportunities for the world. Last month, the Beijing Summit of the Forum on China-Africa Cooperation was successfully held, announcing the 10 partnership actions for China and Africa to jointly promote modernization, which will inject new impetus into the modernization of the “Global South”.

No matter how the international situation changes, China always cares about the “Global South” and is rooted in the “Global South”. It supports more countries in the “Global South” to join the BRICS cause as formal members, partner countries, “BRICS+”, etc., to gather the tremendous power of the “Global South”, and jointly promote the building of a community with a shared future for mankind.

汇聚“全球南方”磅礴力量共同推动构建人类命运共同体

——在“金砖+”领导人对话会上的讲话

尊敬的普京总统，
各位同事：

感谢普京总统和俄罗斯政府组织这次“金砖+”领导人对话会，我对出席今天会议的各国领导人表示热烈欢迎，很高兴同新老朋友相聚喀山。

“全球南方”群体性崛起，是世界大变局的鲜明标志。“全球南方”国家共同迈向现代化是世界历史上一件大事，也是人类文明进程中史无前例的壮举。同时，世界和平和发展仍面临严峻挑战，“全球南方”振兴之路注定不会平坦。作为“全球南方”的第一方阵，我们要展现集体智慧和力量，为构建人类命运共同体挺膺担当。

——坚守和平，实现共同安全。我们要做维护和平的稳定力量，加强全球安全治理，探索标本兼治的热点问题解决之道。我提出全球安全倡议，得到各方积极响应，已经在维护地区稳定等多个领域取得重要收获。中国和巴西联合发表了“六点共识”，会同有关“全球南方”国家发起了乌克兰危机“和平之友”小组。我们要推动局势尽快缓和，为实现政治解决铺平道路。今年7月，巴勒斯坦各派别在北京实现内部和解，迈出了实现中东和平的重要一步。我们要继续推动加沙地带全面停火，重启“两国方案”，并阻止战火在黎巴嫩蔓延，不能再让巴勒斯坦、黎巴嫩生灵涂炭。

——重振发展，实现普遍繁荣。“全球南方”为发展而起，因发展而兴。我们要做共同发展的中坚力量，积极参与和引领全球经济治理体系改革，推动把发展置于国际经贸议程中心地位。全球发展倡议提出3年来，已经动员近200亿美元发展资金，开展了1100多个项目。全球工业人工智能联盟卓越中心近期落户上海，中方还将建立全球“智慧海关”在线合作平台和金砖国家海关示范中心，欢迎各国积极参与。

——共兴文明，实现多元和谐。多样文明是世界的本色。我们要做文明互鉴的促进力量，增进沟通对话，支持彼此走符合本国国情的现代化道路。我提出全球文明倡议，就是要推动建设美美与共的世界文明百花园。中方将牵头成立“全球南方”智库合作联盟，促进各国人文交流和治国理政互学互鉴。

各位同事！

中国共产党二十届三中全会就进一步全面深化改革、推进中国式现代化作出系统部署，必将为世界提供更多机遇。上个月，中非合作论坛北京峰会成功举办，宣布了中非携手推进现代化十大伙伴行动，将为“全球南方”实现现代化注入新动能。

无论国际形势如何变化，中国始终心系“全球南方”、扎根“全球南方”，支持更多“全球南方”国家以正式成员、伙伴国、“金砖+”等形式加入金砖事业，汇聚“全球南方”磅礴力量，共同推动构建人类命运共同体。
