Subject: Constitution of High-Powered Committee โ The National Syllabus and Teaching Learning Material Committee (NSTC) โ reg.
As a follow-up to the National Education Policy 2020 (NEP 2020), the development of the National Curriculum Framework for School Education (NCF-SE 2023) was initiated with the constitution of the National Steering Committee vide Ministry of Education OM No. 11-2/2019 dated 21/09/2021. The NCF-SE is now in advanced stages of development and will serve as the reference point and guiding roadmap for syllabus and textbook developers for school education across the country.
In this context, a High-Powered Committeeโthe National Syllabus and Teaching Learning Material Committee (NSTC)โempowered to develop the school syllabus, textbooks, and teaching-learning materials for Classes 3โ12 (and to appropriately revise the existing textbooks of Classes 1 and 2 to ensure smooth transition from Class 2 to Class 3), is hereby notified.

Terms of Reference (ToR)
- The textbooks and other teachingโlearning materials (TLMs) will cover all curricular areas and subjects that are part of the NCF-SE, along with related support materials such as teacher handbooks.
- The textbooks and TLMs developed and finalized by the NSTC shall be published and distributed byย NCERT.
- The NSTC will be assisted byย Curricular Area Groups (CAGs)ย to prepare textbooks and teachingโlearning materials for each subject included in the syllabus.
- The Chairperson and Co-Chairperson of the NSTC will constitute the CAGs with appropriate experts, with support from NCERT.
- The NSTC may invite additional experts for consultation, advice, and support as required.
- The NSTC will be supported by a Programme Office set up by NCERT, which shall provide the required expertise and operational support.
- Members of the National Steering Committee, the Mandate Group for the National Curriculum Frameworks, and other relevant experts shall constitute theย NCF Oversight Committee (NOC).
- The NOC will ensure rigorous alignment of textbooks and TLMs with the NCF-SE, including thorough orientation for the NSTC and all CAGs, and ongoing engagement throughout the development process.
- Members of the NOC will be notified separately.
This notification is issued with the approval of the Competent Authority.
