West Bengal Land Reform

West Bengal Land Reform is widely regarded as a landmark initiative shaped by strong legal and administrative measures. Rooted in the West Bengal Estate Acquisition Act, 1953 and later strengthened by the West Bengal Land Reforms Act, 1955, the programme sought to dismantle feudal land relations and establish lawful rights for cultivators. These Acts imposed land ceiling limits, enabling the State to legally acquire surplus land and redistribute it to landless families.

A major legal milestone was Operation Barga, through which sharecroppers (bargadars) were recorded under Section 21 of the Land Reforms Act. This granted them statutory protection from eviction, ensured a legally defined share of the produce, and recognized their heritable rights to cultivation.
