Notice of 144 for Tenants of House owners from 29.07.2023
In exercise of the power conferred by sub-section (I) read with sub-section (3) of section 144 of the Code of Criminal Procedure, 1973 (2 of 1974), I, Praveen Kumar Tripathi, Commissioner of Police, Howrah and Executive Magistrate in relation to the Metropolitan area of Howrah and being empowered so to do by the State Government Home (Police) Department Order No. 3636-PL/PB/14M-138/04 dt. 26.08.2011 to act under Section 144 of the Code of Criminal Procedure, 1973 (2 of 1974), do hereby order that no land-lord or owner or person whose property falls under the jurisdiction of area of any of the Police Stations under Howrah Metropolitan area shall let/sublet/lease/rent out any residential accommodation or grant lease or license to any person unless and until the said landlord/owner/person has furnished the particulars of the said tenant(s)/ license as the case may be as per the Proforma in Schedule-I to the Officer -in–Charge of the Police Station concerned. And whoever having property in his possession or under his management shall also inform in writing to the Officer-in-Charge of the Police Station concerned in whose jurisdiction the premise falls about the particulars of the tenants or leasee or licensee as the case may be as per the said proforma.

RENT CONTROL REGULATION DATED 13/2/2018 : [Howrah Jurisdiction]
No land-lord or owner or person whose property falls under the jurisdiction of area of any of the Police Stations under Howrah Metropolitan area shall let/sublet/lease/rent out any residential accommodation or grant lease or license to any person unless and until the said landlord/owner/person has furnished the particulars of the said tenant(s)/ license as the case may be as per the Proforma in Schedule-I to the Officer -in–Charge of the Police Station concerned. And whoever having property in his possession or under his management shall also inform in writing to the Officer-in-Charge of the Police Station concerned in whose jurisdiction the premise falls about the particulars of the tenants or leasee or licensee as the case may be as per the said proforma.
This order shall come into force on and from 13 th day of February, 2018 and remain in force for a period of 60 (sixty) days i.e., upto 13 th day of April, 2018 unless rescinded or altered earlier.
Any person contravening this order is liable to be punished under Section 188 of the Indian Penal Code.

NHRC notices to the Director General of Police, West Bengal, and the Howrah Police Commissioner on a complaint of attack on a peaceful Sri Ram Navami procession and alleged police inaction
New Delhi, 21st April, 2023
The National Human Rights Commission, NHRC, India has taken cognizance of a complaint alleging an attack by miscreants on Sri Ram Navami Shobhayatra despite permission from the authorities in the area under Shibpur Police Station, Howrah District, West Bengal on 30th March, 2023. The Commission has observed that the allegations, if true, amount to a failure of the authorities to exercise due diligence to avert the incident. The report must contain the details of the FIR registered, the status of the investigation, and the arrest, if any, in the matter. It should include the number of people injured, the treatment given to them, and also the details of the destruction of property, if any. It should also mention the safety measures taken to avoid such incidents.
