“Foreigner” – A person who is neither a citizen nor a resident of Israel and is not listed in the Palestinian Population Register.
In the 1990s, under the Interim Agreement, authority to
admit entry of foreigners into the Judea and Samaria area
was partially transferred to the Palestinian Authority. The
Interim Agreement stipulated that a foreigner applying for
entry into the Judea and Samaria area would be required
to possess a visit permit issued by the Palestinian
Authority with authorization from the Israeli side.
A Visit Permit is a travel document issued by the Israeli side that permits entry into the Judea and Samaria area by foreign residents who do not appear in the Palestinian population registry. The permit is given to residents of countries with which Israel does not maintain diplomatic relations, and in accordance with the provisions of the Oslo Accords.
A foreign citizen may receive a work visa for the Judea and Samaria area after submitting all the appropriate documents, which may be obtained at the International Organizations Department of the Civil Administration, and after an interview with the representative of the Population and Immigration Authority.
A foreign citizen who is married to a Palestinian resident may receive a visa through the Palestinian Authority, which will coordinate the interview and the receipt of the approvals with the Population and Immigration Authority.
Approval for infrastructure projects in the Judea and Samaria area requires the submission of a request for the project’s approval through the appropriate units of the Civil Administration, by way of the International Organizations Department of the Civil Administration.
An application to extend a permit must be submitted
through a representative of the Palestinian Population
Registry in Ramallah, to the Head of Civil Administration’s
Population Registry Unit. The application must be
submitted, at least two weeks before the permit’s
expiration, on the form that appears in Appendix C to this
procedure, and it must be accompanied by the applicant’s
passport.
The visitor will be penalized and forbidden from returning to visit the area. (Failure to leave the area at the end of the permit’s term is a very severe violation and may incur, among other things, refusal of permits to visit in the future).
