American Double Standard: U.S. Russian Uranium Policy, Sanctions, and India

Civilizational History of North America

U.S. Russian Uranium Waiver and Sanctions Against Russian Oil

U.S. Nuclear Fuel Dependency and the Politics of Russian Uranium

American double standards recur in U.S. foreign policy, where principles proclaimed as universal are applied selectively to meet the United States’ strategic requirements. The controversy surrounding Russian enriched uranium and Russian oil provides a particularly clear example. Washington has sought to reduce Russian energy revenues, has imposed sanctions on Russia, and in 2026 obtained legislation authorizing the President to impose tariffs of up to 100 percent on countries purchasing Russian oil and gas. At the same time, the United States has maintained a legally protected channel through which its own nuclear industry can continue to obtain Russian low-enriched uranium (LEU) when American supply conditions make such imports necessary. The issue is therefore not simply whether the United States trades with Russia; it is whether the same principle is applied to the United States and to other states.

The historical roots of this contradiction reach back to the 1990s. Following the collapse of the Soviet Union in 1991, Washington sought to convert the military nuclear inheritance of the Soviet state into a mechanism of nuclear disarmament and civilian energy cooperation. In 1993, the United States and Russia established the programme popularly known as Megatons to Megawatts, under which approximately 500 metric tons of highly enriched uranium derived from dismantled Soviet nuclear weapons were converted into low-enriched uranium and supplied to the American civilian reactor market. Between 1993 and 2013, enormous quantities of former weapons material therefore entered the American electricity system.

The programme had an important non-proliferation dimension, but it also created a deeper industrial consequence. The United States became accustomed to obtaining large quantities of nuclear fuel and enrichment services from outside its own territory while its domestic commercial enrichment capability weakened. The result was a strategic contradiction that became visible only when relations with Moscow deteriorated. American dependence on Russian enrichment capacity was not created in 2022; it was accumulated over decades.

The transformation of Russia into a major supplier of nuclear fuel was particularly significant because uranium enrichment is not equivalent to ordinary commodity production. Natural uranium must pass through conversion, enrichment, and fuel-fabrication stages before it can be used in most commercial reactors. Enrichment requires sophisticated industrial infrastructure and large-scale centrifuge capacity. Consequently, a country cannot simply replace Russian enrichment overnight by purchasing additional uranium ore from another country.

The geopolitical character of the problem changed fundamentally after the Russian annexation of Crimea in 2014 and again after the outbreak of the full-scale Russia–Ukraine war in February 2022. The United States imposed extensive sanctions against Russian financial institutions, energy enterprises and strategic industries. Yet Russian nuclear fuel remained deeply connected to the American electricity system. The contradiction became increasingly difficult to conceal: Washington was attempting to economically isolate Russia while remaining dependent upon a Russian-controlled segment of the nuclear fuel cycle.

The legislative response came with the Prohibiting Russian Uranium Imports Act, H.R. 1042. The House of Representatives passed the measure in December 2023, the Senate approved it in April 2024, and President Joe Biden signed it on 13 May 2024. The prohibition on Russian unirradiated low-enriched uranium became effective on 11 August 2024. The legislation was presented as an instrument for ending American dependence upon Russian nuclear fuel and rebuilding the United States nuclear-fuel industry.

But the word “ban” conceals the structure of the law. The United States did not simply close the Russian uranium channel. Congress created a waiver mechanism through which the Secretary of Energy could authorize Russian LEU imports when alternative supplies were unavailable or when an import was considered necessary in the national interest. The waivers were subject to statutory limits and were designed to disappear by 1 January 2028. Thus, the American policy simultaneously declares Russian uranium undesirable and permits its continued purchase when the American nuclear system requires it. (Know More: Macroscopic Human Social System Analysis)

This is the central fact behind the argument of American double standard. A foreign country purchasing Russian oil can be presented by Washington as contributing to Russian revenues and therefore as participating in a geopolitical problem. An American nuclear utility purchasing Russian enriched uranium, however, can receive a legal exemption issued by the United States government itself. The distinction is not based upon a universal prohibition of commerce with Russia. It is based upon the strategic interests of the purchaser.

The contradiction became still more visible in September 2026. On 18 September 2026, President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law. The legislation increases economic pressure on Russia and authorizes the President to impose tariffs of up to 100 percent on countries that continue substantial purchases of Russian energy. India and China are among the countries directly affected by the political significance of this provision because both have remained major purchasers of Russian oil.

If strategic necessity justifies an exception for the United States, can the same principle of national interest be denied to India, China or other sovereign states?

The historical irony is immediate. The United States itself has not treated all Russian commodities according to the same rule. When Russian oil is purchased by another sovereign state, Washington can characterize the transaction as support for Moscow’s revenues. When Russian enriched uranium enters the United States under a statutory waiver, Washington characterizes the transaction as necessary for the operation of American nuclear infrastructure. The underlying economic fact, however, remains that money is transferred to Russian producers in both cases.

The asymmetry becomes more significant because Washington’s sanctions policy increasingly extends beyond Russia itself to third countries. The 2026 legislation gives the American President a mechanism for penalizing foreign states whose purchases of Russian energy continue at substantial levels. Thus, the United States does not merely prohibit American companies from certain transactions; it seeks to influence the commercial decisions of sovereign states outside American territory. This represents the transformation of sanctions into an instrument of extraterritorial economic power.

The Indian dimension makes the contradiction especially important. India purchases Russian crude primarily because of price, availability, refining economics, and energy security, while maintaining its own independent foreign-policy position. Washington’s pressure therefore raises a fundamental question of international order: if a sovereign state may be economically punished for purchasing a Russian strategic commodity, on what principle does the United States exempt itself when it purchases another Russian strategic commodity?

The American answer is effectively based on national interest. The nuclear exemption exists because Washington has acknowledged that the American nuclear industry cannot instantly replace Russian enrichment capacity. The United States therefore gives itself a period in which dependence may continue while alternative infrastructure is constructed. The policy is consequently not a universal prohibition on Russian nuclear commerce; it is a controlled exception for American strategic necessity.

The scale of that dependency explains why the contradiction developed in the first place. Russia became one of the world’s dominant enrichment powers while the American commercial enrichment industry contracted. The United States subsequently began attempting to reconstruct its domestic capacity. In 2024, the uranium-import ban was accompanied by approximately $2.7 billion in federal support for rebuilding the American nuclear-fuel chain. The strategic objective was to create sufficient domestic and allied enrichment capacity so that the Russian exemption could eventually disappear.

By 2026, the reconstruction effort had become an urgent industrial programme. The United States was seeking accelerated expansion of enrichment capacity because rising electricity demand, including demand associated with artificial intelligence and data-centre expansion, was increasing the strategic importance of nuclear generation. On 18 September 2026, the U.S. Department of Energy was reported to be pressing domestic and international companies to accelerate enrichment projects, while milestone-based federal contracts of approximately $900 million were being used to expand American capacity.

This produces a revealing sequence: dependence → exemption → criticism → subsidy → reconstruction. The United States first permitted a foreign supplier to become strategically important; when geopolitical circumstances changed, it prohibited the supplier while preserving an exception for itself; then it used public money to reconstruct the industrial capacity that had become strategically necessary.

To end its dependence on Russian enriched uranium by the 2028 legislative deadline, the U.S. Department of Energy has committed about $2.7 billion through milestone-based contracts to rebuild American uranium-enrichment capacity. Three major awards of approximately $900 million each went to Centrus Energy, Orano USA, and General Matter. Centrus, through American Centrifuge Operating, is expanding HALEU production at Piketon, Ohio, supplying the more highly enriched fuel required for next-generation reactors and small modular reactors. Orano Federal Services, the American arm of the French nuclear company Orano, is developing additional LEU enrichment capacity at its planned Project IKE facility in Oak Ridge, Tennessee, intended to support the existing U.S. commercial reactor fleet. General Matter is developing new LEU and HALEU centrifuge capacity at the former Paducah Gaseous Diffusion Plant in Kentucky. The programme also supports alternative enrichment technologies: Global Laser Enrichment (GLE), based in Wilmington, North Carolina, received approximately $28 million for development of laser-based uranium enrichment, while companies including Urenco USA and Laser Isotope Separation Technologies (LIST) form part of the wider pool eligible for future federal contracts. The programme represents a major attempt by Washington to rebuild an independent domestic nuclear-fuel cycle, reduce Russian influence over the American reactor fleet, and ensure that the 2028 end of the Russian uranium waiver does not create a new fuel shortage. (Know More: Sarvarthapedia of Human Technological Civilization)

The contradiction is particularly striking because the language of sanctions is universal while the application is often hierarchical. The United States possesses the economic power to define which transactions are legitimate, which transactions constitute support for Russia, which foreign states may be penalized, and which American transactions may be temporarily exempted. The resulting system is not simply a free-market system and not simply a sanctions system. It is a system in which strategic necessity modifies the rules for the power that possesses the greatest capacity to enforce them.

The Russian uranium question therefore belongs to the wider history of American extraterritorial economic power. Washington seeks to restrict Russian access to global revenue, pressures third countries to conform to its sanctions architecture, and simultaneously preserves exceptions where American strategic infrastructure requires them. The 2028 endpoint of the Russian-uranium waiver system is important precisely because it demonstrates that the contradiction has been recognized by American policymakers themselves. The United States is attempting to remove the material basis of its own exception before demanding complete separation from others.

Until that separation is achieved, however, the historical record remains stark: the United States has legally prohibited Russian enriched uranium while simultaneously permitting specified Russian uranium imports under government waivers; it threatens severe economic consequences for countries purchasing Russian energy while protecting its own nuclear sector from the immediate consequences of severing Russian supply. This is the structural basis upon which the charge of American double standard rests. It is not merely a rhetorical accusation. It arises from the coexistence of sanctions, exemptions, strategic dependence, and unequal application of economic pressure within the same American foreign-policy system.
