The transformation of Russia into a major supplier of nuclear fuel was particularly significant because uranium enrichment is not equivalent to ordinary commodity production. Natural uranium must pass through conversion, enrichment, and fuel-fabrication stages before it can be used in most commercial reactors. Enrichment requires sophisticated industrial infrastructure and large-scale centrifuge capacity. Consequently, a country cannot simply replace Russian enrichment overnight by purchasing additional uranium ore from another country.

The geopolitical character of the problem changed fundamentally after the Russian annexation of Crimea in 2014 and again after the outbreak of the full-scale Russia–Ukraine war in February 2022. The United States imposed extensive sanctions against Russian financial institutions, energy enterprises and strategic industries. Yet Russian nuclear fuel remained deeply connected to the American electricity system. The prohibition on Russian unirradiated low-enriched uranium became effective on 11 August 2024. The programme also supports alternative enrichment technologies: Global Laser Enrichment (GLE), based in Wilmington, North Carolina, received approximately $28 million for development of laser-based uranium enrichment, while companies including Urenco USA and Laser Isotope Separation Technologies (LIST) form part of the wider pool eligible for future federal contracts. The programme represents a major attempt by Washington to rebuild an independent domestic nuclear-fuel cycle, reduce Russian influence over the American reactor fleet, and ensure that the 2028 end of the Russian uranium waiver does not create a new fuel shortage. The United States is attempting to remove the material basis of its own exception before demanding complete separation from others.
