World Circular Economy Forum (WCEF) 2026

The World Circular Economy Forum 2026 (WCEF2026) was inaugurated at Gandhinagar, Gujarat, on 15 September 2026, marking the first hosting of the World Circular Economy Forum in South Asia. The four-day international forum, held from 15 to 18 September 2026, was organised under the theme “Circular Economy: Transition for People and Prosperity” and brought together governments, industries, entrepreneurs, innovators, researchers, academics, policymakers and civil-society actors from across the world. The inaugural session was jointly led by Indian Union Minister for Environment, Forest and Climate Change Shri Bhupender Yadav and Chief Minister of Gujarat Shri Bhupendrabhai Patel. The event was organised jointly by the Central Pollution Control Board (CPCB), Finnish Innovation Fund Sitra, Government of Finland, Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India, Government of Gujarat, and Gujarat Pollution Control Board (GPCB).

The historical importance of WCEF2026 lies not merely in its being an international environmental conference but in the attempt to place circular economy within the larger transformation of the modern resource system. The conventional industrial economy has generally operated through a linear sequence—extract, manufacture, consume and discard. Circularity seeks to interrupt that sequence by retaining materials, products and economic value within productive circulation for as long as possible. The issue therefore extends beyond the technical processing of waste. It concerns the entire material civilisation: resource extraction, product design, manufacturing, consumption, durability, repair, reuse, recovery, recycling, remanufacturing, producer responsibility and reintegration of recovered materials into production.

At Gandhinagar, this contemporary policy vocabulary was explicitly connected with an older Indian social and civilisational vocabulary. Shri Bhupender Yadav described the Indian conception of circularity as “not a new destination” but “a new way of looking at an old wisdom.” He identified the principles of repair, reuse and respect for resources as practices historically embedded in Indian social life. His formulation—“Repair before Replace, Reuse before Discard, Recover before Waste”—summarised the behavioural order that the Forum sought to place at the centre of contemporary circular-economy policy. In this interpretation, circularity is not simply a new industrial technology; it represents the institutional recovery and modernisation of a principle in which material objects are not immediately treated as disposable commodities once their first use is completed.

The Gandhinagar Forum consequently presented a distinction between waste management and circular economy. Waste management primarily addresses material after it has become waste. Circularity seeks to prevent value from being lost in the first place. A product that is designed to last longer, repaired rather than replaced, reused rather than discarded, dismantled for components, or processed so that its materials return to production represents different stages of value retention. The deeper economic question is therefore not simply how much waste can be recycled, but how much material value can remain within the economic system. Yadav expressed this principle by stating that the true measure of a circular economy would not be the quantity of waste recycled, but how little value is allowed to be wasted.

This conception also changes the relationship between economic growth and environmental protection. At WCEF2026, Yadav argued that the choice should not be understood as a simple opposition between growth and the environment. The alternative is to make economic growth itself more resource-efficient, resilient and sustainable. In such a system, material efficiency becomes an economic objective; product longevity becomes an industrial characteristic; repair becomes an economic activity; recovery becomes a source of secondary raw material; and waste becomes a potential input into another production cycle. Circularity therefore operates simultaneously as an environmental principle, industrial strategy, consumption model and resource-security mechanism.

The Indian policy architecture described at the Forum has developed through a combination of regulation, institutional responsibility and digital compliance. Yadav highlighted the strengthening of sector-specific waste-management rules and the introduction and expansion of Extended Producer Responsibility (EPR). Under EPR, responsibility for specified products and materials extends beyond the point of sale and includes obligations associated with their collection, processing, recycling or environmentally responsible management. The underlying policy transformation is significant: responsibility for material disposal is increasingly incorporated into the economic chain that originally produced and placed the material into circulation.

As reported at WCEF2026, by August 2026, more than 83,000 producers and 4,802 recyclers had been registered under different EPR frameworks in India. Approximately 482.24 lakh metric tonnes of waste had been processed across regulated waste streams. These figures represent the emergence of a large formal infrastructure connecting producers, importers, manufacturers, recyclers, regulators and digital compliance systems. The EPR framework therefore functions as an institutional bridge between India’s industrial economy and its waste-resource economy.

Yet the Forum did not place the entire burden of circularity upon regulation. Yadav emphasised that circularity begins before the recycling plant. It begins in the marketplace, in product design and in consumer behaviour; it continues within households and becomes effective when resource-conscious behaviour becomes a daily habit. This was connected with India’s Lifestyle for Environment (LiFE) framework. The conceptual movement is from waste treatment to life-cycle responsibility: the environmental consequence of a product must be considered not merely after disposal but throughout its existence.

The role of Mission LiFE in this context was presented as extending circularity from government policy into social behaviour. A circular economy cannot operate effectively if production becomes circular while consumption remains fundamentally disposable. The transformation consequently requires a relationship between industrial design and household behaviour, between producer responsibility and consumer responsibility, and between technological capability and cultural practice.

Chief Minister Shri Bhupendrabhai Patel, in his special address, placed this development within the particular history of Gujarat’s environmental and economic transformation. He stated that the hosting of WCEF in South Asia represented India’s expanding role in global circular-economy discourse under the leadership of Prime Minister Shri Narendra Modi. Gujarat’s own development experience was presented as an effort to maintain a relationship between economic development and environmental conservation.

Patel referred to traditional practices associated with the Somnath Temple in Gujarat as an illustration of this principle. Offerings associated with the temple can be processed and converted into reusable resources while simultaneously supporting livelihoods within local communities. The significance of the example in the Forum’s narrative lies in its demonstration that the conversion of apparently discarded material into useful resources can operate simultaneously as environmental practice, economic activity and community livelihood. Patel connected such practices with the wider Indian traditions of reuse and the conversion of waste into wealth.

The reference to Vasudhaiva Kutumbakam gave the Gandhinagar Forum a further civilisational dimension. Patel called upon WCEF2026 to embody the principle that the world constitutes one family by developing practical circular solutions for the world. Within this framework, environmental problems are not confined to national boundaries. Materials cross borders through trade; industrial supply chains cross jurisdictions; electronic goods, plastics, metals, textiles and other products generate transnational material flows; and technological solutions developed in one country can affect resource systems elsewhere. Circularity consequently requires an international system in which knowledge, technology, capital and institutional responsibility circulate across borders.

Yadav explicitly described circularity as “inherently collaborative.” No individual country, corporation or community can independently close every material loop. A functioning circular economy requires the movement of knowledge, technology, finance and responsibility across borders and sectors. This makes circular economy a field of international economic cooperation as much as environmental governance. It requires collaboration between states, industries, financial institutions, research organisations, municipalities, consumers and technology providers.

India’s international engagement in this field was linked at Gandhinagar with the Resource Efficiency and Circular Economy Industry Coalition (RECEIC), launched during India’s G20 Presidency. The initiative represents an attempt to connect governments and industry around resource efficiency and circular-economy practices. Yadav also referred to India’s BRICS Chairship, under which circular economy was situated alongside sustainable lifestyles, ecosystem restoration and adaptation as interconnected priorities. The Indian approach thus places resource efficiency within a broader environmental-development architecture rather than treating it as an isolated waste-management programme.

The international dimension was reinforced by the participation of Finland. H.E. Mikko Kivikoski, Ambassador of Finland to India, stated that circularity should not be regarded as a separate environmental agenda but as a fundamental way of understanding economic growth. Finland has incorporated circularity into national policy and has articulated an ambition to keep resource consumption below its 2015 level by 2035. More than 100 Finnish companies operating in India were identified as working with sustainable technologies and circular principles. The India-Finland relationship has also been elevated to a strategic partnership, with digitalisation and sustainability forming important areas of cooperation.

The Finnish intervention further emphasised the necessity of moving circularity upstream. If waste prevention begins only after a product has reached the end of its useful life, a substantial portion of its material and economic value has already been consumed or lost. Product architecture, manufacturing processes, material selection, durability and repairability therefore become important determinants of circularity. The proposition that the best waste is waste that is never created captures this upstream logic: prevention of unnecessary material consumption precedes downstream waste processing.

The Netherlands presented another national model of circular transition. Ms. Marieke Spijkerboer, Deputy Director General for Circular Economy in the Dutch Ministry of Economic Affairs and Climate, described circularity as an integral component of Dutch industrial policy. The Netherlands has set an objective of becoming fully circular by 2050. Its approach includes efforts to reduce material consumption, strengthen circular-economy legislation and develop EPR systems. More than 20 Dutch companies and organisations participated in WCEF2026. The Dutch position also stressed the importance of international cooperation because modern industrial production depends upon cross-border circular value chains.

The Gujarat perspective was further articulated by Shri Arjunbhai Modhwadia, Minister for Forest, Environment and Climate Change, Government of Gujarat. Referring to Mahatma Gandhi’s teaching that the Earth has enough to satisfy everyone’s needs but not everyone’s greed, he connected resource conservation with a long-established Indian ethical vocabulary concerning need, restraint and responsible use of natural resources. He described the circular transition as a process of turning waste into resources and resources into value, thereby connecting environmental protection with economic resilience.

The physical exhibition accompanying WCEF2026 demonstrated the practical and technological character of the Forum. The exhibition included 135 national and international exhibitors, presenting circular solutions and technologies. The Forum itself attracted more than 3,600 cross-sectoral participants from 62 countries, including business leaders, entrepreneurs, innovators, researchers, policymakers, academicians and changemakers. The breadth of participation indicated that circularity is no longer confined to a specialised environmental-policy community; it increasingly concerns industrial production, finance, technology, urban systems, consumer behaviour and international trade.

Two publications were released during the inaugural session: “Best Practices for Reuse of Treated Sewage” and “Driving Sustainability – A Guide to India’s Circular Economy and EPR Initiatives.” The first concerns the productive reuse of treated wastewater and therefore places water recovery within circular resource management. The second consolidates India’s institutional approach to circular economy and EPR, reflecting the movement from individual waste-management programmes towards a broader policy framework.

The presence of the CPCB, MoEF&CC, Government of Gujarat State and GPCB, together with Sitra and the Government of Finland, illustrates the institutional architecture behind WCEF2026. The Forum brought together national and sub-national government, regulatory institutions, international organisations and private-sector actors. Gandhinagar consequently functioned not merely as the venue of a conference but as a meeting point between Indian environmental governance, Gujarat’s industrial economy and the international circular-economy movement.

Historically, WCEF2026 may therefore be understood as part of a wider transition from the linear industrial economy towards a resource-circulating economy. Its Indian articulation contains two distinct but connected layers. The first is modern and institutional: EPR, digital compliance, sector-specific waste rules, recycling infrastructure, resource efficiency, international value chains and technological innovation. The second is civilisational: repair rather than premature replacement, reuse rather than unnecessary disposal, recovery rather than abandonment, conservation rather than excess consumption. The significance of the Gandhinagar Forum lies in bringing these two layers into a common policy vocabulary.

The central proposition emerging from the inaugural session was therefore that circularity is not merely the recycling of waste. It is a reorganisation of the relationship between human beings, products, materials, production systems and natural resources. The Indian formulation of “Repair before Replace, Reuse before Discard, Recover before Waste” expresses a hierarchy of value preservation: first extend the life of what already exists; then retain it through reuse; and only thereafter recover its material components. At the international level, the principle of Vasudhaiva Kutumbakam supplies a framework for cooperation, while at the institutional level EPR, LiFE, resource efficiency and circular value chains provide mechanisms through which that principle can be operationalised. WCEF2026 at Gandhinagar, 15–18 September 2026, thus situated India’s contemporary circular-economy policy within the intersection of environmental governance, industrial transformation, resource security, international cooperation and an older Indian culture of material restraint and reuse.
