As a result of UNSC sanction, the designation will subject Azhar to an assets freeze, travel ban and an arms embargo.
WEDNESDAY, MAY 1ST, 2019 : On 1 May 2019, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities approved the addition of the entry specified below to its ISIL (Da’esh) and Al‑Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2368 (2017), and adopted under Chapter VII of the Charter of the United Nations.
India’s Ambassador and Permanent Representative to the United Nations Syed Akbaruddin confirmed the development on Twitter that the United Nations Security Council (UNSC) on Wednesday May 1ST, 2019 designated Pakistan based Jaish-e-Mohammed (JeM) chief Masood Azhar as a global terrorist by the United Nations Security Council (UNSC) 1267 Al-Qaeda Sanctions Committee.
JeM had claimed responsibility for the deadly Pulwama terror attack that had martyred 40 of India’s security personnel.
The Express Tribune of Pakistan has reported that Azhar was blacklisted by UNSC sanctions committee after Pakistan and China dropped their objections to the latest proposal put forward by the US, UK and France to designate Masood as a terrorist.
“The Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’ish), al Qaeda, and associated individuals, groups, undertakings and entities approved the addition of the entry specified below to its ISIL (Da’ish) and al Qaeda Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2368 (2017) and adopted under Chapter VII of the Charter of the United Nations,” the UNSC said in a statement following the decision.
It is to be remembered that United Nations resolutions are formal expressions of the opinion or will of United Nations organs.

Mohammad Masood Azhar Alvi was inscribed on the List on 1 May 2019 pursuant to the provisions of paragraphs 2 and 4 of resolution 2368 (2017) as a partner in al-Qaida for financing, organizing, facilitating, preparing or the acts or activities of Jaish-i-Mohammed (QDe.019), in association with this group, under its name or on its behalf or in support of it, for providing, selling or transferring to that group of armaments and related materials, for recruiting on behalf of Jaish-i-Mohammed, otherwise supported by acts or activities of that group, and engaging in other acts or activities suggesting an association with Jaish-i-Mohammed.

Mohammad Masood Azhar Alvi founded Jaish-i-Mohammed (QDe.019) (JeM) upon his release from prison in India in 1999. He was released from prison in exchange for 155 people taken hostage during the hijacking of a robbery from Indian Airlines to Kandahar, Afghanistan. In addition, he has financially supported Jaish-i-Mohammed since the founding of this group.
The UN Security Council has registered Jaish-i-Mohammed on 17 October 2001 as a partner in Al-Qaida, Usama bin Laden and the Taliban for financing, organizing, facilitating, preparing or carrying out acts or activities of Al-Qaida (QDe.004), Usama bin Laden and the Taliban, in association with them, under their name or on their behalf, or for their support, for providing, selling or transferring to Al-Qaida to Usama bin Laden and the Taliban for arms and related materials, or for otherwise supporting Al-Qaida, Usama bin Laden and Taliban actions or activities. *
He was also one of the leaders of the terrorist group Harakat ul-Mujahidin / HuM (QDe.008), also called Harakat ul-Ansar; most members of these groups later joined Jaish-i-Mohammed under the leadership of Mohammad Masood Azhar Alvi. In 2008, the latter recruited, through Jaish-i-Mohammed posters, volunteers ready to join the fight against Western forces in Afghanistan.
