The Presidents of European Constitutional Courts and other similar European institutions exercising constitutional jurisdiction declare their intention to organise, in accordance with the practice hitherto established, regular specialised conferences with a view to sharing experience as regards constitutional practice and jurisprudence in a general European context and to maintaining regular contacts between these courts and institutions, on the basis of mutual respect and with due regard to the principle of judicial independence.

In addition to freezing the assets the Russian President and Minister of Foreign Affairs, the EU will impose restrictive measures on the members of the National Security Council of the Russian Federation who supported Russia’s immediate recognition of the two non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine as independent entities. Historically speaking, the security and stability with which many of us in Europe grew up is an exception. Our content has a dark history of war and instability. After examining the historical origins of the concepts of Rule of Law, Rechtsstaat and Etat de droit, the report looked at these concepts in positive law. In international law, they appear in a number of treaties but also in soft law; in national law, they appear as a main feature of the state in the constitutions of Germany as well as of a number of former socialist countries of Central and Eastern Europe. The notion of the Rule of Law is however often difficult to apprehend in former socialist countries, which were influenced by the notion of socialist legality.
