In the evolving intellectual pursuit of Howrah, West Bengal, the Howrah Law Journal (HLJ) emerged not merely as a regional legal periodical but as a documentary institution connected with the larger architecture of Indian and global knowledge systems. Conceived as a sister project hosted on the platform of the Advocatetanmoy Law Library, HLJ became part of a wider digital movement dedicated to the preservation, classification, and interconnection of legal, historical, and civilizational records. During the decade of rapid legal digitization between 2020 and 2026, the platform gradually transformed into a massive Global Knowledge Ecosystem, integrating judicial materials, constitutional developments, legal theory, and historical archives within a unified knowledge Ecosystem known as Sarvarthapedia.

By April 2026, the Howrah Law Journal had been fully integrated with the Sarvarthapedia Knowledge Graph, thereby creating a permanent interlinked repository connecting reported cases, constitutional doctrines, statutory interpretation, and jurisprudential history. The integration ensured that every case abstract or analytical note appearing in the HLJ April Edition would automatically connect with the Indian Law Encyclopedia and simultaneously become part of the long civilizational memory preserved under the Encyclopedia of Ancient and Modern India. This interconnection reflected a historical transition from isolated law reporting to a unified knowledge-management framework in which judicial precedents became part of the common intellectual heritage of India.
Sarvarthapedia itself expanded through a series of monumental editorial projects published between 2021 and 2026. Among the most significant were the Indian Law Encyclopedia, described as a 101-Volume Statement on Indian Law; the Encyclopedia of American Law, consisting of 180 Volumes; the Encyclopedia of Contemporary World History (2001โPresent), a 100-Volume Statement on the World System; the Encyclopedia of Ancient and Modern India, structured as a 120-Volume Civilizational Knowledge System; and Contemporary Indian Politics, a 111-Volume Statement on Indian Politics (1857โ2026). These works were not isolated editorial enterprises but interconnected repositories sharing a common metadata and jurisprudential indexing system across the Board.
The constitutional framework within which these projects evolved remained anchored in the authority of the Constitution of India, recognized as the supreme legal authority binding the legislative, executive, and judicial organs of government. The President of India, as protector and keeper of the Constitution and guardian of the territorial boundaries of India, continued to command the three wings of the Indian military establishment. Simultaneously, the Supreme Court of India, functioning from New Delhi, preserved constitutional continuity through judicial review, appellate jurisdiction, and constitutional interpretation.
In 2026, the Supreme Court was headed by Chief Justice of India Justice Surya Kant, whose tenure extended from 31 August 2021 to 28 June 2026. The Court comprised the Chief Justice and not more than thirty-three other judges appointed by the President of India, with retirement fixed at the age of sixty-five years. The administrative structure functioned through the Registry, headed by the Secretary General, while the Attorney General of India remained the highest law officer of the Union. The institution also maintained transparency measures requiring judges to declare their assets upon assumption of office, while judicial records continued to be preserved under the National Judicial Museum and Archive (NJMA) Committee of Judges.
