Based on the national and historical responsibility that requires upholding the supreme interest of the Palestinian people, in loyalty to the blood of our righteous martyrs, and in reverence for the suffering of our brave prisoners, and for the sake of strengthening the internal Palestinian front, and maintaining and protecting National unity, and the unity of our people at home and in the diaspora, and in order to preserve the gains our people have achieved through their long struggle, and our certainty that the achievements and sacrifices of our steadfast people over the past decades should not be wasted by any differences or conflicts.
In connection with the comprehensive Palestinian national dialogue that was held in Cairo starting on February 26, 2009, with active and capable Egyptian participation, under the auspices of President Mohamed Hosni Mubarak, and the subsequent multiple and intense dialogue sessions that were characterized by transparency and frankness, and an in-depth discussion of all issues of national action with reason. Open and political will, a real desire to end the political, geographical and psychological division that has brought its negative effects to all parts of the Palestinian homeland.
In confirmation of the true trend towards harmony and reconciliation, and overcoming the obstacles that prevent the restoration of the unity of the homeland and the people, all Palestinian factions, organizations and forces agreed to end the state of Palestinian division irreversibly, and identified all the principles and foundations necessary to implement the requirements for this, and agreed on solutions to the issues that represented the essence of Disagreement and division, and these solutions became the beacon that formed the main basis for signing the Palestinian National Reconciliation Agreement in Cairo, provided that it proceeds to the horizons of implementation in which all differences melt, all wills harmonize with them, and everyone moves hand in hand to build the Palestinian homeland.
In order for the National Accord Agreement to succeed in the next stage that will follow the signing process, everyone has agreed to fully adhere to the requirements of this stage and provide the appropriate climate for implementing its requirements and interacting positively with its entitlements, provided that a higher committee headed by an Egyptian and with Arab participation will supervise and follow up on the implementation of this agreement.

In the end, the attendees appreciate the Egyptian role in supporting the Palestinian cause, and offer the highest meanings of thanks and appreciation to Mr. President Mohamed Hosni Mubarak for his sponsorship of the dialogue, and for the tireless effort that led to the signing of the National Reconciliation Agreement, which allows for a real re-arrangement of the Palestinian house as a step towards establishing the independent Palestinian state. First: The Palestine Liberation Organization
Activating and developing the Palestine Liberation Organization according to principles to be agreed upon so that it includes all Palestinian forces and factions in accordance with the Cairo Agreement of March 2005, and as stated in the second paragraph of the National Accord Document of June 2006 regarding the development and activation of the Palestine Liberation Organization and the joining of all forces and factions to it according to democratic foundations that consolidate the status of the organization. The Palestine Liberation Organization is the sole legitimate representative of our people wherever they are, in a way that is compatible with the changes on the Palestinian scene, and in a way that enhances the ability of the PLO to carry out and fulfill its responsibilities in leading our people at home and in exile, in mobilizing them, and in defending their national, political, and human rights in all international and regional circles, forums, and fields.

The national interest requires the formation of a new National Council (according to the specified timings) in a way that ensures the representation of all national and Islamic forces, factions and parties, as well as the gatherings of our people everywhere and all sectors, institutions, activities and personalities, in elections wherever possible and in accordance with the principle of proportional representation and by consensus, as it is not possible to hold elections according to mechanisms established by the emerging committee. Until the election of the new National Council, and with emphasis on the powers of the Executive Committee and other institutions of the organization, the committee charged with developing the Palestine Liberation Organization in accordance with the Cairo Declaration of 2005 will complete its formation and hold its first meeting as a temporary leadership framework. Its tasks will be as follows :
- Establishing the foundations and mechanisms for the Palestinian National Council.
- Addressing crucial issues in political and national affairs and making decisions regarding them by consensus.
- Follow up on the implementation of the decisions emerging from the dialogue and hold its first meeting in Cairo to discuss its work mechanisms.
Second: Elections :
The legislative, presidential, and Palestinian National Council elections will be held simultaneously on Monday, June 28, 2010, and everyone is committed to doing so.
The Palestinian National Council elections are held on the basis of full proportional representation at home and abroad wherever possible, while the legislative elections are held on the basis of the mixed system .
Legislative elections are held in the mixed system as follows :
- 75% (lists).
- 25% (circles).
- The discount rate is 2 %.
The country has sixteen electoral districts (eleven in the West Bank and five in Gaza) .
The elections will be held under Arab and international supervision, with the possibility of taking all measures to ensure that they are held in equal and favorable conditions for all, and in an atmosphere of freedom, integrity and transparency in the West Bank and the Gaza Strip .
Agreement on the following general principles :
1-Creating the necessary atmosphere to facilitate and succeed the presidential and legislative elections.
Presidential and legislative elections will be held in all areas of the Palestinian National Authority, including Jerusalem.
2-Providing the necessary guarantees for the conduct and success of the elections on time .
3-Signing a charter of honor between all forces and actors participating in the dialogue to ensure that elections are held periodically with integrity, seriousness, and transparency on time.
The mechanism for monitoring elections :
1-Emphasizing what is stated in Article (113 ) of the Elections Law regarding monitoring and covering the elections .
2-Strengthening oversight of elections by expanding local, Arab and international participation .
3-In the event of establishing an electronic system, electronic control mechanisms will be provided, provided that paper auditing is the accepted standard in this regard .
Formation of the Election Cases Court :
In accordance with the provisions of the law, the Election Cases Court shall be composed of a president and eight judges upon the recommendation of the Supreme Judicial Council, and it shall be announced by presidential decree after completing the procedures for its formation (the Supreme Judicial Council) in consultation and national consensus in accordance with the law and without prejudice to the independence of the judiciary.
Formation of the Elections Committee :
Pursuant to what is stated in the Elections Law, the Palestinian President forms the Elections Committee based on the consultations he carries out and the nomination of political forces and national figures.
Third: Security :
Introduction: Our Palestinian people are still experiencing the stage of national liberation, so the work of the security services in the West Bank and Gaza Strip must achieve the security of the homeland and the citizen through the following principles :
- Formulating laws for the security services according to the tasks assigned to them and in accordance with Palestinian national interests .
- The reference of the security services in accordance with the law of service in the Palestinian security forces, and that these agencies must be professional and non-factional.
- Determine the standards and foundations for rebuilding, restructuring and unifying the security services.
- All security agencies are subject to accountability and accountability before the Legislative Council.
- All information and secrets possessed by the security services are subject to the concept and rules of confidentiality in force in the regulations and laws, and any violation thereof will put the owner under penalty of law.
- All residents of the authorityโs lands, whether citizens or foreigners, have the right to security and safety, without regard to gender, color, or religion.
- Any information, communication, or giving information to the enemy that affects the homeland, the Palestinian citizen, and the resistance is considered high treason and is punishable by law.
- Prohibition of political detention.
- The security services respect the right of the Palestinian people to resist and defend the homeland and the citizen .
- The external relationship with security affairs is subject to political decision and political instructions are implemented .
