The Supreme Council of the Armenian Soviet Socialist Republic expressing the united will of the Armenian people, Aware of its historic responsibility for the destiny of the Armenian people engaged in the realization of the aspirations of all Armenians and the restoration of historical justice, Proceeding from the principles of the Universal Declaration on Human Rights and the generally recognized norms of international law,

The solution to this dilemma, which I put forward, is that his Majesty’s Government should transfer power now to one or two governments of British India each having Dominion status as soon as the necessary arrangements can be made. This I hope will be within the next few months. I am glad to announce that his Majesty’s Government have accepted this proposal and are already having legislation prepared for introduction in Parliament this session. As a result of these decisions the special function of the India Office will no longer have to be carried out, and some other machinery will be set up to conduct future relations between his Majesty’s Government and India.

In accordance with the will of the unforgettable Tsar Liberator, on 19 February 1878 the great Russian people, who are for us like brothers, with the assistance of our good neighbors, subjects to His Majesty the King of Romania, and of the brave heroic Bulgarians, broke the chains which had tied Bulgaria, once so great and glorious, as a slave for so many centuries.

And Whereas the Irish people is resolved to secure and maintain its complete independence in order to promote the common weal, to re-establish justice, to provide for future defence, to insure peace at home and goodwill with all nations and to constitute a national polity based upon the people’s will with equal right and equal opportunity for every citizen:

During the time of Genghis Khan and Altan Khan of the Mongols, the Ming dynasty of the Chinese, and the Ch’ing Dynasty of the Manchus, Tibet and China cooperated on the basis of benefactor and priest relationship. A few years ago, the Chinese authorities in Szechuan and Yunnan endeavored to colonize our territory. They brought large numbers of troops into central Tibet on the pretext of policing the trade marts. I, therefore, left Lhasa with my ministers for the Indo-Tibetan border, hoping to clarify to the Manchu emperor by wire that the existing relationship between Tibet and China had been that of patron and priest and had not been based on the subordination of one to the other.

We, the descendants of the wise and noble nation of the Greeks, contemporaries of the enlightened and civil­ised peoples of Europe, and beholding the advantages which they enjoy under the protection of the impenetrable aegis of the law, find it no longer possible to suffer to the point of numbness and self-contempt the cruel yoke of the Ottoman state, which has weighed upon us for more than four centuries and which, instead of reason, knows no other law than its own will, commanding and persecuting all things despotically and capriciously.

Because of arbitrary arrests and abuses of the Civil Guards who cause deaths in connivance with and even under the express orders of their superior officers who at times would order the shooting of those placed under arrest under the pretext that they attempted to escape in violation of known Rules and Regulations, which abuses were left unpunished, and because of unjust deportations of illustrious Filipinos, especially those decreed by General Blanco at the instigation of the Archbishop and the friars interested in keeping them in ignorance for egoistic and selfish ends, which deportations were carried out through processes more execrable than those of the Inquisition which every civilized nation repudiates as a trial without hearing,
