List of international treaties: The United States, not a participant

The United States is not party to numerous international treaties, including those on human rights, arms control, and environmental protection. Russia is also not a party to several of these treaties. These treaties cover a wide range of issues such as trafficking, statelessness, landmines, and arms trade. Both countries have chosen not to participate in these agreements.

List of international treaties not including the United States

The United States is not a signatory or party to numerous international treaties, including those concerning human rights, arms control, and environmental protection. These include treaties on the prohibition of trafficking in persons, statelessness, rights of migrant workers, landmines, and the rights of persons with disabilities. Additionally, there are treaties related to the limitation of ballistic missiles and strategic arms, which the United States either terminated or never ratified. Russia is also not a party to several of these treaties, such as the Arms Trade Treaty and the Open Skies Treaty.

1. Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others, December 2, 1949, the United Nations General Assembly.

3. Optional Protocol to the International Covenant on Civil and Political Rights, December 16, 1966.

8. Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction (Ottawa Convention), September 18, 1997.

Enacted March 1, 1999. Russia is not a party. The United States is not a signatory, or a party.

9. Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, October 6, 1999.

11. Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, December 18, 2002.

Enacted June 22, 2006. Russia is not a party. The United States is not a signatory, or a party.

12. International Convention for the Protection of All Persons from Enforced Disappearance, December 20, 2006.

Enacted December 23, 2010. Russia is not a party. The United States is not a signatory, or a party.

13. Convention on Cluster Munitions, December 3, 2008.

Enacted August 1, 2010. Russia is not a party. The United States is not a signatory, or a party.

14. Convention on the Non-Applicability of Statutory Limitations to War Crimes and Crimes against Humanity, November 26, 1968.

Enacted November 11, 1970 (the Soviet Union included). The United States is not a signatory, or a party.

15. American Convention on Human Rights, November 22, 1969.

Enacted July 19, 1978. Russia is not a party to the Convention (which is open to OAS member states). The United States is not a party.

16. Protocol Additional to the Geneva Conventions of August 12, 1949, and relating to the Protection of Victims of International Armed Conflicts (Protocol I), June 8, 1977.

Enacted December 7, 1978 (March 29, 1990 in the Soviet Union). The United States signed this document but is not a party.

17. Protocol Additional to the Geneva Conventions of August 12, 1949, and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II), June 8, 1977.

Enacted December 7, 1978 (March 29, 1990 in the Soviet Union). The United States signed this document but is not a party.

18. Convention on the Elimination of All Forms of Discrimination against Women, December 18, 1979.

Enacted September 3, 1981 (the Soviet Union included). The United States signed this document but is not a party.

19. Convention on the Rights of the Child, November 20, 1989.

Enacted September 2, 1990 (September 15, 1990 in the Soviet Union). The United States signed this document but is not a party.

20. Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, March 22, 1989.

Enacted May 5, 1992 (May 1, 1995 in Russia). The United States signed this document but is not a party.

21. Comprehensive Nuclear-Test-Ban Treaty, September 24, 1996.

Not legally valid at the moment. Russia agreed to be bound. The United States signed this document, but did not agree to be bound.

22. Kyoto Protocol to the United Nations Framework Convention on Climate Change, December 11, 1997.

Enacted February 16, 2005 (Russia included). The United States signed this document but is not a party.

23. Convention on the Rights of Persons with Disabilities, December 13, 2006.

Enacted May 3, 2008 (October 25, 2012 in Russia). The United States signed this document but is not a party.

24. Arms Trade Treaty, April 2, 2013.

Enacted December 24, 2014. Russia is not a party to this document. The United States signed it but is not a party.

25. Treaty between the Union of Soviet Socialist Republics and the United States of America on the Limitation of Anti-Ballistic Missile Systems, May 26, 1972 (bilateral).

Terminated on June 14, 2002 (withdrawal by the United States).

26. Treaty between the Union of Soviet Socialist Republics and the United States of America on the Limitation of Strategic Offensive Arms, June 18, 1979 (bilateral).

Never in force; not ratified by the Soviet Union or the United States.

27. Treaty between the Union of Soviet Socialist Republics and the United States of America on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, December 8, 1987 (bilateral).

Terminated August 2, 2019 (withdrawal by the United States).

28. Treaty on Open Skies, March 24, 1992.

Withdrawal by the United States, and withdrawal by Russia.

29. Rome Statute of the International Criminal Court, July 17, 1998.

The United States indicated it does not intend to ratify; Russia indicated it does not intend to ratify.
