Chinese Blueprint for Building a World-Class Education System by 2035
BEIJING, Jan. 19 โ In a bold move to support its modernization drive and achieve national rejuvenation, China unveiled a comprehensive educational blueprint on Sunday, pledging to build a strong education system by 2035. The 2024-2035 Master Plan for Education Development was jointly issued by the Communist Party of China (CPC) Central Committee and the State Council, marking a significant step toward transforming the country into a global leader in education.
The plan underscores China’s commitment to developing an education system rooted in socialism with Chinese characteristics, featuring robust ideological and political leadership, talent competitiveness, technological innovation, and international influence.
A National Aspiration for Educational Excellence
Education has been a cornerstone of China’s aspirations for modernization since the early 20th century. The CPC solidified its vision for a leading education system in 2022, with a goal of achieving this by 2035.
By 2027, China aims to establish a high-quality education system, fostering a pipeline of innovative and exceptional talent. By 2035, this system will be fully developed, with accessible and world-class basic education, a thriving learning society, and comprehensive educational modernization.
This is China’s first national action plan dedicated to building a globally competitive education system that aligns with its broader modernization goals.
Higher Education and Talent Development
The blueprint places significant emphasis on advancing higher education to support national strategies in science, technology, and economic development. China plans to accelerate the growth of research universities, promote interdisciplinary studies, and encourage collaboration with top foreign institutions.
The document highlights the need for flexibility in academic disciplines, urging universities to align their programs with cutting-edge science and technology. Urgently needed disciplines, such as artificial intelligence, intelligent materials, and maritime equipment, will receive priority support. In 2024 alone, China added 1,673 new undergraduate programs in key areas while eliminating 1,670 outdated ones.
Efforts will also focus on fostering a culture of innovation by tolerating failure and creating an environment conducive to exploration. This strategy aims to cultivate a world-class faculty and nurture future scholars.
Opening Up to the World
The blueprint outlines a vision for greater international engagement in education. China plans to enhance its capacity to attract global talent and expand youth exchange programs. Over the next five years, the country will host 50,000 American teenagers and 10,000 French teenagers for exchange initiatives, while launching 800 international summer school projects within three years.
Additionally, China will deepen academic and research cooperation, encouraging its universities to participate in international scientific programs. Recent examples include leadership in projects like Deep-time Digital Earth and Ocean Negative Carbon Emissions.
China also aims to play a proactive role in global education governance by supporting the establishment of international STEM education institutions and expanding its academic footprint worldwide.
Focus on Equity and Skills Development
Addressing demographic trends, the plan prioritizes balanced and integrated urban-rural development in basic education. It also emphasizes vocational training, aiming to cultivate master craftsmen and highly skilled workers to meet the needs of a rapidly evolving economy.
